Centre asks state govt to verify Solapur civic chief's OBC certificate
Pune: Centre has asked state govt to verify the authenticity of an OBC non-creamy layer certificate submitted to the Union Public Service Commission by Solapur municipal corporation commissioner Sachin Chhaganlal Ombase, a 2015-batch IAS officer. The request follows a complaint alleging that Ombase fraudulently used the certificate to secure additional attempts in the civil services examination. The matter will be thoroughly examined, additional chief secretary V Radha, who heads state's general administration department (GAD), told TOI on Tuesday. "The inquiry will be conducted with due diligence as per Central govt instructions." Speaking to TOI, Ombase said he has the necessary documents and will submit them when asked by govt. GAD officials, speaking on condition of anonymity, said the verification process would take time and a detailed report would be submitted once the review is complete as they needed to verify with the departments concerned. Social activist Vijay Kumbhar, who posted the DoPT letter on X (formerly Twitter), stated that the complaint was filed by another person which was forwarded by him to DoPT. Kumbhar alleged that Ombase had exhausted four attempts under the general category before acquiring an OBC certificate, using it to attempt the exam again and eventually clear it. "General category candidates were allowed four attempts, while OBC candidates had more," he said. Kumbhar further alleged that Ombase obtained the certificate "illegally by hiding facts, submitting false information, and pressuring officials. " A retired bureaucrat, who did not wish to be named, said this is the second such controversy involving UPSC eligibility certificates in recent months. Last year, a former IAS probationer faced similar accusations of using forged disability and OBC certificates to gain benefits in the civil services examination. "State govt's verification and subsequent action will be crucial in determining whether any disciplinary or legal measures are required. Such complaints again raises serious concerns about the misuse of reservation policies and the verification process in competitive exams," the bureaucrat added.

Mumbai: The central government has asked Maharashtra's chief secretary Sujata Saunik to verify the authenticity of the Other Backward Classes - Non-Creamy Layer (OBC-NCL) certificate of Solapur municipal commissioner Sachin Ombase, after social activist Vijay Kumbhar claimed that the 2015-batch IAS officer fraudulently acquired it to be eligible for more attempts to clear the civil services examination. Ombase 'illegally' obtained the certificate 'by hiding facts, submitting false info, and pressuring officials,' Kumbhar wrote on X. Saunik confirmed that Maharashtra's general administration department (services) had received the letter. The controversy comes a year after Puja Khedkar, a former IAS probationary officer at the Pune district collectorate, was accused of forging disability and OBC-NCL certificates to gain extra attempts in the civil services examination. According to Kumbhar, Ombase had made four failed attempts to clear the civil services examination in the general category, after which he obtained a non-creamy layer category OBC certificate in order to be eligible for more attempts. He eventually cleared the exam in the fifth attempt. 'His father was a professor. How could he fall in the non-creamy layer category? In those days, four attempts were allowed for general category aspirants and those from the OBC category were allowed seven attempts. Ombase cleared his civil services in the fifth attempt. After exhausting four attempts, he applied under the OBC category,' said Kumbhar. When contacted, Ombase said that he will submit his explanation to the government when asked. He has earlier served as the collector of Dharashiv district and the chief executive officer of the Wardha zilla parishad.
