Mumbai: The central government has asked Maharashtra's chief secretary Sujata Saunik to verify the authenticity of the Other Backward Classes - Non-Creamy Layer (OBC-NCL) certificate of Solapur municipal commissioner Sachin Ombase, after social activist Vijay Kumbhar claimed that the 2015-batch IAS officer fraudulently acquired it to be eligible for more attempts to clear the civil services examination. Kumbhar on Monday posted a photo of the letter sent by Anshuman Mishra, under secretary to the Indian government, to Saunik regarding the activist's complaint that Ombase had used a fake OBC-NCL certificate while giving the civil services exam in 2014. Ombase 'illegally' obtained the certificate 'by hiding facts, submitting false info, and pressuring officials,' Kumbhar wrote on X.
Saunik confirmed that Maharashtra's general administration department (services) had received the letter. The controversy comes a year after Puja Khedkar, a former IAS probationary officer at the Pune district collectorate, was accused of forging disability and OBC-NCL certificates to gain extra attempts in the civil services examination.
According to Kumbhar, Ombase had made four failed attempts to clear the civil services examination in the general category, after which he obtained a non-creamy layer category OBC certificate in order to be eligible for more attempts. He eventually cleared the exam in the fifth attempt.
'His father was a professor. How could he fall in the non-creamy layer category? In those days, four attempts were allowed for general category aspirants and those from the OBC category were allowed seven attempts. Ombase cleared his civil services in the fifth attempt. After exhausting four attempts, he applied under the OBC category,' said Kumbhar.
When contacted, Ombase said that he will submit his explanation to the government when asked. He has earlier served as the collector of Dharashiv district and the chief executive officer of the Wardha zilla parishad.

After that, there's been a lot of things…that are not in our hands,' said Dosanjh. Sardaar Ji 3 will not be released in India while it was released overseas, including in Pakistan, on 27 June. Early reports say the film's initial screenings in the neighbouring country have been 'houseful'. Meanwhile, FWICE has written a letter to Bhushan Kumar of T-Series, which is backing Border 2. The letter called the decision to retain Dosanjh in the cast a 'blatant violation' of its directive to boycott him. 'By choosing to collaborate with an artist who has so brazenly ignored the ongoing tensions and national sentiment, your production has directly undermined the stand taken by the Indian film industry in solidarity with the nation,' read the open letter, dated 24 June. Border 2 is the sequel to JP Dutta's cult classic war film Border (1997), set during the India-Pakistan war of 1971. Dosanjh plays a key role in the film. 'We have written to the National Defence Academy and [Defence Minister] Rajnath Singh about not giving permission to Border 2 for shooting. Dosanjh is challenging the entire country. It is a matter of national security,' said Tiwari. FWICE has not yet received a response from either the government or the makers of Border 2. The film workers' union also issued a letter to Dosanjh on 26 June. 'As an Indian, your first responsibility is towards your country. You have failed in that regard, and your professional choices have made it abundantly clear that the nation's interest is not your priority,' the letter states. It goes on to inform Dosanjh of the punitive measures being initiated. 'FWICE hereby issues a Non-Cooperation Directive against you with immediate effect. All associations affiliated with FWICE and their members are instructed not to cooperate with you on any current or future projects until such time as you publicly disassociate from the said collaboration and issue an unconditional apology to the Indian film fraternity and the citizens of India,' it further warns. Team from three Manipur groups to meet MHA officials for conflict resolution
A 19-member delegation from three Meitei-led groups in Manipur is scheduled to meet the officials in Delhi on Monday (June 30, 2025) to resolve a long-drawn ethnic conflict. These groups are the Coordinating Committee on Manipur Integrity, All Manipur United Clubs' Organisation, and Federation of Civil Society Organisations. A member of one of these organisations said the discussion would focus on four issues: territorial integrity of Manipur, opening of two arterial highways, resettlement and rehabilitation of the internally displaced people, and security for farmers living and working on the periphery of the Imphal Valley. 'Non-Meitei members are part of the delegation,' he said. Manipur has been in turmoil since May 3, 2023, when the ethnic conflict between the non-tribal Meitei people and the tribal Kuki-Zo communities broke out. The conflict left more than 250 people dead and some 60,000 displaced. The scale of violence has come down over the past few months, but tension prevails, specifically along the 'buffer zone', a strip separating the Meitei-dominated Imphal Valley from the surrounding foothills where the Kuki-Zo people are in the majority. The issue of territorial integrity refers to the demand of some Kuki-Zo groups for the creation of a 'separate administration.' The Meiteis continue to be 'barred' from using the National Highway-2 and National Highway-37, which connect the Imphal Valley to the rest of the country through areas controlled by the Kuki-Zo people. Farmers in the valley operating in their fields close to the 'buffer zone' have occasionally come under fire from armed groups in the hills. In the latest incident on June 19, a Meitei farmer was killed in the Phubala area of the Bishnupur district adjoining Churachandpur.
