‘Not drug lord or terrorist': SC grants anticipatory bail to ex-IAS probationer Puja Khedkar

The Supreme Court on Wednesday granted anticipatory bail to former IAS probationer Puja Khedkar, who faces allegations of cheating by fraudulently claiming reservation benefits under the Other Backward Classes (OBC) and Persons with Benchmark Disabilities (PwBD) quotas in the 2022 civil services examination.
The Supreme Court bench, comprising Justices B V Nagarathna and Satish Chandra Sharma, directed Puja Khedkar to fully cooperate with the ongoing investigation.
The Supreme Court observed that the offences alleged were not of a grave nature such as murder or terrorism, emphasising that the investigation should be completed promptly.
"What is the grave crime she has committed? She is not a drug lord or a terrorist. She has not committed 302 (murder). She is not an NDPS offender. You should have a system or a software. You complete the investigation. She has lost everything and will not get a job anywhere," the bench observed.
"Bearing in mind the facts and circumstances of the case, this is a fit case where the Delhi High Court ought to have granted bail to the petitioner," the bench noted.
It noted that Puja Khedkar had already suffered significant consequences, including dismissal from the Indian Administrative Service and cancellation of her candidature by the UPSC, and that she would find it difficult to secure employment elsewhere.
Puja Khedkar had challenged the Delhi High Court's refusal to grant her anticipatory bail, which had cited a prima facie case of fraud and the potential impact on the investigation if bail were granted.
The Delhi High Court had described the case as a serious instance of manipulation against a constitutional body and society at large.
The allegations against Puja Khedkar include submitting multiple fake certificates to the UPSC, using different names and identities to exceed the permissible number of attempts at the examination, and misrepresenting her disability status.
The UPSC lodged a criminal complaint and barred her from future exams, while the Delhi Police filed an FIR and are investigating possible wider conspiracies involving fake documents in the civil services recruitment process.
Despite opposition from the Delhi Police, who argued that Puja Khedkar was not cooperating and that the charges were serious, the Supreme Court held that custodial interrogation was unnecessary and granted bail on conditions including cooperation with the probe and not tampering with evidence or witnesses

A second order followed in April, setting a deadline of June 19. With the latest extension, TikTok now has until September to reach a deal. In a statement released the same day, TikTok expressed appreciation for the administration's approach. Representative Image LUDHIANA: Ludhiana police on Saturday morning arrested a person for allegedly raping a minor student after offering her a lift in his Innova car and giving her a cold drink laced with an intoxicant substance. The accused, aged 38 years, is a zamindar (landowner) and lived in the neighbourhood of the victim's family. The girl's mother told the cops that her daughter is 17 years old and is studying in class 12 in a govt school in a village under Jamalpur police station jurisdiction. She alleged that when her daughter did not return home on Friday, she went out to look for her and saw that she was lying unconscious in the back street of a govt school. The complainant asked her daughter about the reason for her state. Her daughter told her that she was walking to school in the morning when the accused, who lives in the neighbourhood, came in his Innova car. She added that, as per her daughter, the accused made her sit in the car on the pretext of dropping her at school. The victim's mother told the cops that instead of taking her daughter to school, the accused took her to another place. There, the miscreant mixed some narcotic substance in her cold drink and offered her the same. She alleged that after drinking it, her daughter became unconscious and the accused raped her. The complainant said that the accused then fled from the spot in his car after threatening her daughter before throwing her on the back side of the govt school. She later informed the police about the matter.\ On being informed, cops from Jamalpur police station reached the spot and started a probe into the matter. Police later booked the accused under section 64 of BNS (rape) and sections of the Protection of Children from Sexual Offences Act. SHO Jamalpur police station, Inspector Balwinder Kaur, said that after registering the case, police arrested the accused from the area on Saturday morning. She added that the accused is married and has two children, including a officials said that the accused would keep a bad eye on the girl while the family lived on rent at another place and later shifted to the current location because of that. They added that the victim sat in the car of the accused as he was an acquaintance of the family. The child protection framework in the country remains disjointed and under-equipped, and what is needed is a fundamental shiftone that sees the child not as a passive witness in a criminal trial, but as a person in urgent need of sustained and holistic care, Supreme Court Judge Justice Surya Kant said on Saturday. Speaking at the inaugural session of the State-Level Meet 2025 on POCSO, Justice Kant added that the work is far from complete until children experience meaningful restorative justicewhere the systems meant to protect them do not retraumatise them. Chief Minister A Revanth Reddy, in his address, said child survivors must be placed at the centre of India's legal and moral framework in fighting this heinous crime against humanity. Justice Surya Kant emphasised that the system should prioritise the healing of children both within and outside the four walls of the courtroom, alongside ensuring accountability. "Our child protection framework, though well-intentioned, remains disjointed and under-equipped. What we need is a fundamental shiftone that sees the child not as a passive witness in a criminal trial, but as a person in urgent need of sustained and holistic care," Justice Kant reiterated. He also stated that justice for a child begins not in the courtroom, but the moment the child feels safe and secure, both within and outside their environment. Reintegration, he said, must not be an afterthought, but the foundation of our response. "Consider the case of a 10-year-old child made to recount trauma repeatedlybefore a teacher, a police officer, a medical examiner, a lawyer, and then a judge. With each retelling, her voice grows fainter until it vanishes altogether," he said. Justice Kant observed that the distress of the victim is often compounded by the legal process. When the system forgets the child in its pursuit of the accused, it fails them both. He noted that this imbalance is not incidental, but structural. "The child's healing is not just a legal requirementit is a moral obligation. In the Indian societal context, it is also a constitutional commitment," he said. He stressed that the task of protecting and supporting child victims is too important to be left to the legal system alone. It is not only the responsibility of the judiciary, police, and social workersbut a collective national duty. "We must move away from reactive justice to a more proactive, compassionate model, where rehabilitation is not a footnote, but the foundation," he said. In his speech, Chief Minister Revanth Reddy said, "We must protect our children from sexual abuse at any cost and by all possible means. My government gives top priority to the protection of children and women," Reddy said. He highlighted that the Telangana Bharosa Project has 29 centres, which provide police support, legal aid, medical assistance, and counselling in a friendly environment. He added that the goal is not merely faster disposal of cases, but complete child protection and development. Reddy acknowledged that while the POCSO Act and the Juvenile Justice Act are highly progressive legal instruments, they are not without challenges.
