Class tests mandatory every month: Minister
At a press conference here on Monday (July 7, 2025) after a meeting of education officials, from assistant education officers (AEO) and district education officers (DEO) to deputy directors of education (DDE) and regional deputy directors, to discuss implementing the academic master plan for schools through the comprehensive quality education programme, how to implement 30% subject minimum in classes V to IX, and maintain the achievements of the National Achievement Survey, the Minister said the common question paper for the class tests will be provided by the Directorate of General Education. Students who do not meet the outcomes will be identified through these tests and they will be provided additional academic support.
On implementing subject minimum in Classes V to IX, the Minister said students who do not meet the 30% subject minimum this year will be given academic support and through bridge courses and re-examination, they will be promoted. It had been found that promoting students who had not achieved learning outcomes led to them falling behind, the Minister said.
Parents' role
District Institutes of Education and Training (DIET) and the Samagra Shiksha Kerala would provide the academic support. Academic support committees including parent-teacher association (PTA), mother PTA, local bodies, school support group, and representatives of political parties should be formed in schools. Ward councillors or member should be convener of these support committees.
The Minister reminded that parents could track students' learning standards through the Sahitham portal.
Students, he said, will be provided with a copy of the academic master plan.
Celebrating achievement
Kerala's achievement in the National Achievement Survey wherein it bagged 65.33 points and secured the second position will be celebrated in all schools on July 10. Special assembly would be held in schools. The State-level inauguration of the celebrations would be held in Thiruvananthapuram.
The Minister said the revised midday meal menu should be displayed on school notice boards. Directions had been issued to start school nutrition garden in all government and aided schools by August 15.
The Minister said that a recommendation to digitise the process of general transfer of government higher secondary school Principal had been submitted to the government.

No pressure on teachers to adopt P4 families, says Eluru DEO
District Educational Officer (DEO) M. Venkatalakshmamma on Monday clarified that no teacher in Eluru district is being pressured to adopt 'Bangaru Kutumbalu' (Golden families) identified under the P4 (People–Public–Private–Partnership) initiative. In a statement issued here on Monday (July 28, 2025), the DEO said that the District Collector has not issued any orders directing Mandal-level authorities to register 190 headmasters or school assistants as mentors under the initiative. She emphasised that enrolment as a mentor in the P4 initiative is purely voluntary. Reacting to certain allegations, the DEO said that any teacher interested in serving as a guide under the programme is free to register themselves. However, there is no directive making it mandatory. She pointed out that the District Collector is against assigning non-teaching duties to teachers and said that making baseless claims that teachers are being forced to adopt families under P4 is inappropriate and misleading.

Physical education teacher-student ratio rejigged
The physical education teacher-student ratio in schools in the State will be rejigged to 1:300 to protect teachers who had lost their posts. A meeting convened by Minister for General Education V. Sivankutty here recently reached the decision. It will be sent for the Chief Minister's approval. The physical education teacher-student ratio currently is 1:500. The meeting was held to discuss a slew of demands raised by school physical education teachers. When the 1:300 ratio is considered for upper primary (UP) classes, physical education teachers who lose their posts will be protected by clubbing the lower primary wing of the school too with the UP. To protect high school physical education teachers, the number of physical education periods in class X too will be considered. At present, one post of physical education teacher is created if there are five divisions across classes VIII and IX. Class X divisions are currently not considered for the appointment. So if there is a division fall in classes VIII and IX, then the number of periods in class X will be considered to protect the teachers. In high schools with UP section, high school physical education teachers can be clubbed with the UP wing to protect them. Physical education teachers allege that an order protecting them had been issued as a temporary arrangement in 2017 when they had staged protests to press their demands. These had been issued since then too, but their demands such as change in teacher-student ratio through amendment in the Kerala Education Rules had not been addressed. The physical education teachers have been demanding that all students in State schools receive physical education training. At present, lower primary classes have no physical education periods. Higher secondary classes have physical education periods but no teachers. There are only 1,800-odd physical education teachers in the State. Physical education teachers estimate that 85% of UP schools and 45% of high schools have no physical education teachers. They point out that 11 teachers lost their posts last year while there were more this year.
