In 2024, a United Nations monitoring team reported that the relationship between Somalia's al-Shabaab terrorist group and Yemen's Houthi rebels was 'transactional or opportunistic, and not ideological.'
In a 2025 report, the U.N. said those ties are deepening and pose a growing security threat to the Horn of Africa and Red Sea regions.
'The flow of weapons from Yemen to al-Shabaab-controlled areas in Somalia continued,' the February 6 report stated. 'Between June to September (2024), al-Shabaab received assorted arms, ammunition and explosives through the ports of Marka and Baraawe in [Lower] Shabelle.
'The weapons were assessed to have been used in attacks against the African Union Transition Mission in Somalia camps in [Lower] Shabelle in September and November.'
Somali President Hassan Sheikh Mohamud has blamed the Iran-backed Houthis, also known by the name Ansar Allah, for the proliferation of weapons that has fueled al-Shabaab's resurgence in recent months. The Somali National Army has experienced a frustrating roller coaster of highs and lows in its ongoing battles for territory with the al-Qaida-linked terrorists.
Al-Qaida in the Arabian Peninsula (AQAP) established a nonaggression pact with the Houthis in 2022 and has worked increasingly with them on weapons transfers and to coordinate attacks against Yemeni government forces since 2024.
With some facilitation from al-Qaida global and AQAP, the alliance between al-Shabaab and the Houthis emerged pragmatically from international weapons smuggling between Somalia and Yemen. The Gulf of Aden separates the countries by just 280 kilometers in some parts.
'For Ansar Allah, Somalia's porous coastlines have become critical to ensuring that the group has access to Iranian supplies and Chinese equipment necessary for the growth of its Iranian-supported drone and missile program,' analysts Ibrahim Jalal and Adnan al-Jabarni wrote in a March 14 report for the Carnegie Middle East Center.
Compared to the weaponry al-Shabaab typically has used such as assault rifles, mortars and improvised explosive devices, the Houthis provide access to more advanced systems, including weaponized drones and surface-to-air missiles.
In return, al-Shabaab has shared its coastal intelligence network and years of expertise in piracy with the Houthis. An uptick in maritime attacks has bolstered both groups' finances, fueling conflict on both sides of the Gulf of Aden.
'Cooperation with al-Shabaab and AQAP has provided the Houthis with more access to the Arabian Sea and Western Indian Ocean,' the Africa Center for Strategic Studies wrote in a May 28 article.
'Al-Shabaab's network of fighters, sympathizers and smugglers across Somalia and northern Kenya, moreover, offers the Houthis more opportunities to get arms shipments (many of which have come from Iran) out of the Indian Ocean and into coast-hugging skiffs or overland to the Gulf of Aden where they may have a better chance of reaching Yemeni shores.'
Another sign of the groups' increasingly complex relationship came in 2024, when AQAP sent more than a dozen al-Shabaab operatives to Yemen for drone warfare training to expand the Somali group's tactical capabilities, according to the U.N. monitoring group's February 2025 report. The U.N. group also noted AQAP's launch of a communications application that has enabled exclusive messaging with al-Shabaab.
Reports from the semiautonomous state of Puntland in northeastern Somalia suggest that the Houthi rebels have established bases in the Golis Mountains along the Sanaag region coast.
'Houthis are believed to operate missile development facilities in the Golis Mountains,' Maj. Abdirahman Warsame, the former commander of Somalia's elite Danab Special Forces, wrote in an April 10 article for Hiiraan Online. 'There was a missile test reportedly launched by Houthis from Harshaw in Sanaag to Taleh in the Sool region — a distance of 459 kilometers.
'Houthis in the Golis Mountains conceal their identity, impersonating al-Shabaab militants to mislead and intimidate the local populace. This tactic is intended to prevent resistance from local communities, who may otherwise oppose their presence.'
With the groups working together to boost their finances, technology and operational capacity, experts are urging governments throughout East Africa to work together to counter the growing instability they bring to the Horn of Africa, Red Sea and Gulf of Aden.
'Given that both militant groups are well entrenched in their respective host countries, significantly degrading this threat will require more than maritime action,' the Africa Center recommended. 'Sustained efforts to reduce each group's territorial control will also be needed as these land bases have provided the platforms from which the nonstate actors have been able to launch attacks at sea, expand their revenue flows, and build their military capacity.'

During his speech at the central Ashura council in Beirut's southern suburbs, Sheikh Qassem stated, "It is the state's responsibility to confront Israeli violations of the ceasefire agreement, which target civilians. The state must exert pressure and fulfill all its duties. This is an opportunity for the state to act." He added, "Do you think we will remain silent without limits? We are the followers of Imam Hussein, and we declare: 'Humiliation is far from us!'" Sheikh Qassem continued, "Yes, we are capable of confronting the Israeli enemy when we have no choice but resistance—and we will prevail because we are fulfilling our duty and relying on God." He further emphasized, "God knows the timing of victory, but we are always victorious, whether through triumph or martyrdom. We are the sons of Imam Hussein and the master of martyrs, Sayyed Hassan Nasrallah. We are the children of the golden equation: resistance over humiliation. Humiliation is far from us!" He criticized voices calling to avoid giving Israel pretexts for new aggression against Lebanon, saying, "Enough with the narrative of not giving Israel excuses—it doesn't need pretexts. What is happening in Palestine and Syria proves that. Any weak party means Israel will expand further, but this will not happen with us, for we are the ones who say: 'Humiliation is far from us!'" The Hezbollah leader questioned, "Is there anyone with a sound mind who thinks logically while we are in the heart of battle, with the Israeli enemy violating the ceasefire, yet some demand we surrender our weapons and strength? Why do some say this doesn't concern them—is it because they are not targeted, or because they are coordinating with the enemy? Why don't they acknowledge the resistance's years of deterring the enemy?" He spoke of Hezbollah's actions since the start of t Al-Aqsa Flood, supporting the Palestinian people: "We carried out our duty of solidarity, which is a moral, political, and rightful obligation, as we share a common enemy. Sana'a - Saba: The General Mobilization Sector of the Capital Secretariat organized an expanded meeting on Saturday with scholars, preachers, intellectuals, and educational and social elites to launch the events commemorating Ashura (the martyrdom of Imam Hussein, peace be upon him) for the year 1447 AH, under the slogan "Far from us is humiliation." During the inauguration, Yahya Al-Mahdi, a member of the Shura Council, emphasized that Ashura is a pivotal moment to rebuild the Islamic Ummah, correct its course, and advance on the path of jihad, dignity, honor, victory, and empowerment against enemies. He noted that the Yemeni people stood with Imam Hussein (peace be upon him) in the past and today renew their allegiance and support for the banners of guidance, the Household of the Prophet, and the Islamic Ummah, following Imam Hussein's path in confronting Zionist and American tyranny and supporting Gaza and Palestine. Meanwhile, Khalid Al-Madani, the First Undersecretary of the Capital Secretariat, stressed the importance of commemorating the martyrdom of Imam Hussein (peace be upon him) and drawing lessons from the events of Karbala and the revolution of the Master of Martyrs, which stands as a revolution against tyranny and criminals. He explained that Imam Hussein rose against the injustice and deviation that afflicted the Islamic Ummah, striving to reform it and defend the religion of God and truth. Al-Madani pointed out that the enemies of Islam have deliberately spread falsehoods and distorted facts to keep the Ummah ignorant of Imam Hussein's suffering, his stances, and the principles for which he sacrificed. He added that Imam Hussein (peace be upon him) sacrificed his life, family, and companions to uphold the word of God, restore the Islamic Ummah to the right path, reject submission and humiliation, and confront the tyrants of his time. For his part, Dr. Qais Al-Tal, head of the Guidance Sector in the Capital Secretariat, reviewed cultural directives for commemorating Ashura (the martyrdom of Imam Hussein, peace be upon him), who remains one of the greatest symbols of Islam. He warned that the consequences of the Ummah's neglect toward Imam Hussein (peace be upon him) were disastrous for the Islamic nation, cautioning against similar neglect regarding the oppression of the Palestinian people and holy sites. Al-Tal noted that the Ummah lacks the Hussein-like stance of seeking justice against oppression and tyranny, urging everyone to adopt this courageous position against modern tyrants, including Zionists and Americans. He highlighted that the leader of the revolution, Sayyid Abdulmalik Badruddin Al-Houthi, and the Yemeni people are confronting Zionist and American tyranny, just as Imam Hussein confronted the tyrants of his era. In his remarks, cultural activist Ahmad Al-Khazan discussed the path of Imam Hussein (peace be upon him), who rejected injustice and tyranny, refused compromise, submission, or humiliation, and led a revolution with immense sacrifices—offering his life, family, and companions for the sake of Islam. He affirmed that the Islamic Ummah must follow Imam Hussein's example in confronting the crimes and tyranny of Zionists and Americans, defending its causes and sanctities, and resisting all hostile plots and schemes. Occupied Quds – Saba: A group of Zionist settlers, under the protection of Zionist enemy forces, stormed the Al-Auja Spring gathering north of Jericho on Saturday evening. Meanwhile, another group set up tents on land in Beit Umr, north of Hebron. The Palestinian News Agency (WAFA) quoted Hassan Malihat, the general supervisor of the Bedouin Defense Organization (Al-Baidar), as saying: "Zionist settlers stormed the gathering and grazed their livestock among the houses of Palestinian citizens." He explained that this assault is part of a systematic policy by the Zionist enemy forces and settlers targeting Bedouin communities in the Jordan Valley. In a related incident, Zionist settlers pursued a vehicle carrying animal feed in the Arab Malihat gathering northwest of Jericho on Saturday evening and threatened its owner. Malihat stated that the settlers chased the vehicle as it entered the gathering, blocked its path in an attempt to stop it, and issued threats to the driver. He added that such behavior is part of a series of provocative actions carried out by settlers against the residents of Bedouin communities in an attempt to impose a new reality on the ground. Settlers Set Up Tents in Beit Umr Under Occupation Forces' Protection Meanwhile, under the protection of Zionist enemy forces, settlers set up tents on land in the Uqbat Al-Sabarna area of Beit Umr, north of Hebron, on Saturday. Mohammed Awad, a media activist in Beit Umr, reported that armed settlers from the "Karmei Tzur" settlement—built on Palestinian-owned land south of Beit Umr—erected tents on a 28-dunam plot belonging to citizen Sami Abdul Hameed Bahr, planted with almond and grape trees. Awad noted that the land has two water wells used for irrigation, adding that the settlers filled one with stones and prevented the owner from accessing his property. Occupation Forces Seize Vehicles in Southern Hebron In another incident, anti-settlement activist Osama Mkhamreh reported that Zionist enemy forces confiscated a truck from Khallet Al-Dabaa in Masafer Yatta, south of Hebron, owned by a resident of Idhna town. He pointed out that over the past days and weeks, the Zionist enemy has seized three vehicles en route to Khallet Al-Dabaa under the pretext that the area is a military zone and a live-fire zone.
