Dr. Goel, who previously served as the Chief Secretary of Goa, brings a wealth of administrative experience across Union Territories and northeastern states.
His posting to Manipur was facilitated through an inter-cadre deputation from AGMUT to the Manipur cadre, as per the Ministry of Home Affairs order dated July 16. His appointment comes at a time when the state is grappling with ongoing ethnic unrest and complex rehabilitation efforts and is being seen as a strategic move to ensure stability and effective governance.
Outgoing Chief Secretary Singh has now been appointed Secretary of the National Commission for Scheduled Tribes, the position formerly held by Dr. Goel. Singh's short tenure in Manipur was marked by sensitive handling of socio-political challenges and his public commitment to rehabilitate all inmates of relief camps by December 2025.

A senior official in Manipur said, "This high-level administrative change comes as Manipur awaits a critical decision from the Centre on whether to extend President's Rule beyond August 13".
Singh was appointed Manipur Chief Secretary in January this year replacing Vineet Joshi, who was then appointed as Union Higher Education Secretary.
Singh was then working as the New and Renewable Energy Secretary.
The senior official said that Goel's reputation for steady leadership and policy execution is expected to be crucial in managing the state's volatile landscape and delivering on urgent development and humanitarian commitments.
More than 260 people have been killed and around 70,000 people of different communities rendered homeless in the ethnic violence between the Meiteis and Kuki-Zo-Hmar communities since May 3.
Manipur has been under President's Rule since February 13, four days after the resignation of N. Biren Singh from the Chief Minister's post.

Th. Chitra Devi, Director of Census Operations, Manipur, called on Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan, Imphal. The Director briefed the Governor about the update on the preparations and activities undertaken by the department for the upcoming Census 2027, scheduled to commence in April 2026.
She also highlighted the administrative and managerial challenges faced by the directorate and sought the Government's support. The Governor assured his support to address these issues to ensure smooth conduct of census operation in the state.

A day after the appointment of former Haryana BJP president Subash Barala's son Vikas Barala, who is facing trial in the infamous 2017 stalking case, as assistant advocate general by the Haryana government, the complainant, Varnika Kundu, called it a reflection of 'values and standards' of the authorities. Varnika Kundu wrote that perhaps the questions should be directed at the authorities whose ethics and standards allowed this decision to be made. (HT Photo) Kundu, daughter of retired IAS officer VS Kundu, vented out her anger on an Instagram post, writing, 'Appointing someone to a public position of power is not just a political decision, it's a reflection of values and standards.' She went on to write that perhaps the questions should be directed at the authorities whose ethics and standards allowed this decision to be made. 'Our policy makers run the country; the rest of us are just hoping they remember they work for the Indian citizen,' she wrote. 'Faith in judiciary has wavered' Kundu also spoke about the case and the never-ending adjournments in court, which have resulted in a long delay. The case made headlines in 2017 and has been crawling in Chandigarh's district courts at a snail's pace. Although we seem no closer to a conclusion than we were five year ago, I continue to hold faith in the judiciary until the verdict is announced, but I won't deny that faith has wavered,' she further wrote. The case was registered on August 4, 2017, under Sections 354-D, 341, 365, 511 and 34 of the Indian Penal Code when Varnika Kundu, then a disco jockey (DJ), was allegedly stalked by accused Vikas and his friend Ashish. She was headed home when she noticed a car following her. As per the case, the two accused attempted to block her path and tried to enter her vehicle. Police had added sections of kidnapping after widespread criticism of police functioning. 102 court hearings in seven years The Chandigarh Police had filed a 200-page chargesheet in the stalking case on September 20, 2017. A district court had framed charges on October 13, 2017, and trial began on October 27, 2017. Ever since, there have been over 100 hearings in the trial court, but repeatedly adjourned on various grounds. In February this year, the case was transferred to the court of judicial magistrate first class where it is currently being heard. It will next come up for hearing on August 2. I am out to get justice, says Varnika Having quit as DJ two years ago, Kundu, 36, has since found new found passion in baking. Running a bakery business 'Chonky' from home, she admits life has changed after the incident. 'I am out to get justice,' she says. 'Someone had to stand up for those silent women without power,' she says. Kundu, who knew martial arts before the stalking incident, has now also trained in firearms. In 2018, Google Maps renamed Chandigarh's 'Geri Route', the stretch between Sectors 10 and 11, to 'Azadi Route', following a movement sparked by the stalking incident, under the banner 'Bekhauf Azaadi', to reclaim public spaces.

The Madhya Pradesh Police will start daily reading sessions of the Hindu epic Ramcharitmanas for recruits at its training centres, The Indian Express reported on Thursday. The decision was reportedly taken after 300 recruits requested to be shifted to training centres closer to their home districts. Around 7,400 newly-appointed constables, sub-inspectors and deputy superintendents are undergoing training in the state, according to the Hindustan Times. Raja Babu Singh, the additional director general of police (training), told The Indian Express that Ramcharitmanas, especially the episode involving deity Ram's 14-year exile, is expected to impart lessons in living away from home to the recruits. 'Lord Ram did not return to Ayodhya for 14 years,' Singh was quoted as saying by the newspaper. 'During that time, he learned to live in the forest, built an army and overcame hardship. If we want to teach our recruits lessons, they will have to be from our local culture, which they can relate to.' On Tuesday, Singh directed district police superintendents overseeing training centres to immediately procure copies of the Ramcharitmanas and begin recitations, the Hindustan Times reported. The trainees will be asked to recite at least two chapters each night, reported The Indian Express, quoting unidentified officials. An unidentified police officer posted at a training institute said the sessions would not be mandatory for non-Hindu trainees, the Hindustan Times reported. 'The meaning of all the couplets will be explained in Hindi so that everyone can take life lessons from them,' the officer was quoted as saying. The Congress has criticised the move, stating that the Bharatiya Janata Party-led state government and its officials have a habit of 'mixing religion with everything'. 'Instead of making these trainees secular, who can respect and treat people of all religions alike, they are giving extra importance to one religion,' the Hindustan Times quoted party leader KK Mishra as saying. However, BJP Spokesperson Hitesh Bajpai defended the initiative and said that 'trainees are being prepared to get ready for every kind of challenge and Lord Ram is the best example of surviving in the forest while fighting against demons'.
