Amid resentment against land pooling, CM Mann interacts with villagers in Ludhiana

Amid the Aam Aadmi Party (AAP) government's proposed land pooling policy facing massive backlash and opposition in rural areas, Punjab chief minister Bhagwant Mann Sunday reached Ludhiana villages to 'seeks suggestions from farmers on vital issues to create Rangla Punjab.'
The chief minister's office said that 'instead of a cosy sofa, Mann interacted with villagers sitting under a tree' in Samrala and Libra of Ludhiana district, and 'sought their vital inputs regarding the carving out of Rangla Punjab and apprised them about key initiatives of his government.'
'There were no cozy sofas or the formalities of government protocol in usual meetings of the state government but there was a sense of belongingness where a Chief Minister visited the ground to open his mind with the people and get feedback from them,' said a statement.
Mann said that at the time he assumed office, only 21% of canal water was being used for irrigation but today that number has risen to 63%. He said that it was 'for the first time the water of canals and rivers have reached the villages in the tail end of the state.'
Mann also mentioned that his government successfully safeguarded Punjab's water resources from being diverted to other states.
He informed the farmers that in order to avoid complications to them in selling their paddy harvest due to high moisture content in October, the state government has advanced the paddy cultivation season.
He said that zone wise cultivation of the paddy crop has been ensured in the state along with necessary planning and arrangements. Mann said that the state was divided into zones to implement this sowing mechanism in an effective manner and the dates of paddy cultivation in a phased manner were announced soon so that farmers can take benefit from it.
Mann said that he had called the Union Food Minister and urged that now the procurement of paddy must start from September 15 so that the farmers of the state can sell their in a smooth and hassle free manner.
He also spoke about the Mukh Mantri Sehat Yojna — the first-of-its-kind scheme in the country that provides cashless medical treatment up to ₹10 lakh for every resident family in Punjab. He claimed that Punjab was the first state to offer such comprehensive healthcare coverage.
The Chief Minister said that his government has revived 15947 water courses in the state due to which water has reached at the tail ends even in remotest villages.
Expressing concern over big fat weddings in the state, the Chief Minister said that they are putting a huge burden on the pockets of the common farmers. Bhagwant Singh Mann, while batting for simple weddings, said that it is the need of the hour so that farmers can be pulled out of the vicious circle of debt.
He quipped that the top leaders of the opposition parties are not even aware of the basic Punjabi due to which they can't read or write it well. Mann said that these leaders who had took education from high end schools were poor in speaking Punjabi due to which they can't connect with masses.

He said the sectors like health, education, power, water and infrastructure are the top five priorities of his government and no stone is being left unturned for it. The CM said this is in consonance with the Constitution, which talks about the well-being of all, adding that priorities were different during the previous regimes. These leaders worried about their families instead of worrying about the welfare of people and plundered the state exchequer, he alleged. Launching a scathing attack on the Opposition, Mann said these people had 'mercilessly plundered' the money of Punjabis just for their families without bothering about the common man.

Raising the contentious land pooling policy in the Lok Sabha on Wednesday, Punjab Congress president and Ludhiana MP Amarinder Singh Raja Warring urged the central government to intervene and protect Punjab's farmers from what he termed as a 'coercive and unjust' land acquisition drive by the Aam Aadmi Party (AAP) government. Raising the contentious land pooling policy in the Lok Sabha on Wednesday, Punjab Congress president and Ludhiana MP Amarinder Singh Raja Warring urged the central government to intervene and protect Punjab's farmers from what he termed as a 'coercive and unjust' land acquisition drive by the Aam Aadmi Party (AAP) government. (HT File) Warring, referring to the Land Acquisition Act passed during the UPA regime under former Prime Minister Manmohan Singh, alleged that the Bhagwant Mann-led government was attempting to forcibly take over nearly 50,000 acres of farmland without landowners' consent and any meaningful 'compensation'. Warring said that under the policy, farmers will receive only one-fourth of the land, with no financial or rehabilitation support. 'The government is threatening farmers that they will never be able to get change of land use (CLU) clearance in the future if they do not participate in the scheme,' he said. Ever since the announcement, there has been a backlash from farmer unions and Opposition parties against the land pooling policy. While the farm unions have dubbed it a 'looting scheme to usurp fertile land', the Congress, Shirmomani Akali Dal and the Bharatiya Janata Party (BJP) have termed the move 'anti-peasantry and impractical'. The state government plans to acquire 65,533 acres of land across 21 cities and towns in the state to develop both industrial and residential zones. It is being dubbed as the largest acquisition of land by the government in the state since 1966. However, only 115 land owners – 15 from Ludhiana and nearly 100 from Mohali --- have come forward to adopt the scheme since its launch on June 2. The policy is open till September 30. Warring cautioned that widespread agitation could erupt if the policy was not reconsidered and farmers' rights were not safeguarded. He urged the Centre to take cognisance and halt the policy's implementation until it passes legal and ethical scrutiny. Leader of Opposition in Punjab assembly, Partap Singh Bajwa, also condemned the policy, labelling it as 'exploitative and misleading'. 'Transferring existing debt from pooled land onto the newly allotted plots was an injustice to farmers, Bajwa said, dismissing CM Mann's claims that farmers could get loans against the letter of intent (LOI), clarifying that an LOI holds no legal title or ownership, making it ineligible for banks.

Shiromani Akali Dal (SAD) on Wednesday alleged that Dakha MLA Manpreet Singh Ayali colluded with the AAP government to get his land excluded from the land pooling policy, even as adjoining land, belonging to farmers, had been notified for acquisition. Refuting the allegations, Dakha MLA Manpreet Singh Ayali said: 'As much as 150 acres of land owned by my family and the company has come under the land pooling scheme in three villages, Dakha, Birmi and Kailpur. The 58-acre project, Ananta, was given permission during the Congress party regime.' (HT File) Addressing a press conference, SAD leader Parambans Singh Romana alleged that Ayali had gone silent on the AAP government's 'land grabbing' scheme after his land was excluded. 'Ayali should disclose what settlement he has done with the AAP leadership to secure this reprieve,' Romana said. Romana also showed documents and maps, which he claimed showed how one chunk of land, including a 28-acre plot of Avanta Enclave, owned by the Ayali family and another 7.5 acres had been left out of the ambit of the land pooling scheme. Refuting the allegations, Ayali said: 'As much as 150 acres of land owned by my family and the company has come under the land pooling scheme in three villages, Dakha, Birmi and Kailpur. The 58-acre project, Ananta, was given permission during the Congress party regime.' He further said he will not give even an inch of land to the government under the pooling policy.
