Fuel retailers welcome deferment of Delhi's fuel ban on overaged vehicles to Nov 1

Time of India5 days ago
The
Delhi Petrol Dealers' Association
(DPDA) welcomed the Centre's decision to defer the implementation of the fuel ban on end-of-life (EOL) or overaged vehicles in Delhi until November 1, stating the extension provides crucial time for infrastructure readiness and trial runs, PTI reports.
The move follows a decision by the Commission for Air Quality Management (CAQM) to postpone the July 1 deadline for stopping fuel supply to diesel vehicles older than 10 years and petrol vehicles older than 15 years. The delay comes amid appeals by stakeholders and the Delhi government, which cited operational and infrastructural challenges in enforcing the rule.
"This delay will allow the government to address technical issues and carry out trial runs at petrol pumps. They can now test positioning of cameras, announcement systems, and other processes," said Nischal Singhania, President of DPDA.
A stricter enforcement of rules
As part of enforcement, fuel stations in Delhi have installed
Automated Number Plate Recognition
(ANPR) cameras to identify EOL vehicles through the VAHAN database. If flagged, these vehicles will be denied fuel, and the violation will be reported to enforcement agencies.
The fuel ban is now expected to take effect from November 1 not only in Delhi but also in five high-vehicle-density neighbouring districts: Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat.
Still confusing for the public
Public sentiment remains divided. While resident welfare groups support anti-pollution measures, they advocate for strengthening the Pollution Under Control (PUC) certification system over arbitrary vehicle age bans.
'This blanket term of 'end-of-life' without a pollution check isn't fair. We need a robust and transparent PUC system to ensure only non-polluting vehicles stay on the roads,' said B.S. Vohra, President of East Delhi RWAs.
Meanwhile, Saurabh Gandhi of United Residents of Delhi added, 'We support the initiative, but it must be fair and practical. A cleaner Delhi is everyone's priority.'
The installation of ANPR cameras across NCR districts is scheduled to be completed by October 31, paving the way for stricter enforcement starting November.

Centre should allow SRTCs to recruit drivers for new electric buses: Ramalinga Reddy

The Union government should allow the State Road Transport Corporations (SRTCs) to recruit drivers for the efficient operation of the new fleet of 100 electric buses each that the Centre is set to provide for Mangaluru and five other cities in Karnataka, said Transport and Muzrai Minister Ramalinga Reddy in Mangaluru on Sunday. Speaking at the inauguration of the automated driving test track in Phajir, near Mangaluru, Mr. Reddy welcomed the move of the Centre to sanction 100 electric buses each to Mangaluru, Belagavi, Hubballi-Dharwad, Kalaburagi, Mysuru and Shivamogga. The buses aimed at reducing pollution were set to be released to bus manufacturing companies. The companies were being asked to maintain the buses and also arrange drivers on their own, while the SRTCs will have to post their conductors and also provide space for depots for parking and maintenance of buses. For the efficient operation of electric buses, it would be beneficial to directly allocate these buses to SRTCs, enabling them to recruit their drivers. The State corporations should also be provided with a concession in the GST. 'We have written to the Centre. Except for the demand to allow us to recruit our drivers, the Centre has favourably responded to our demands,' the Minister said. Capt. Brijesh Chowta, MP, said the State government should take action at the earliest to complete the process of allotting land for setting up depots for electric buses. The introduction of electric buses will greatly transform commuting in the city by using government buses. He asked the Minister to take steps to have more buses on inter-State routes from Mangaluru, especially between Mangaluru and Kasaragod. U.T. Khader, Speaker and Mangaluru MLA, also spoke.

Stalin flags arrest of 7 fishermen by Sri Lanka, urges Jaishankar to take steps for their release

Tamil Nadu Chief Minister MK Stalin on Sunday wrote to External Affairs Minister S Jaishankar apprising him of the arrest of seven fishermen by Sri Lanka and sought steps for their release. At present, 232 Tamil Nadu fishing boats and 50 fishermen are being held by the Sri Lankan authorities, and action should be taken to get the fishermen and their boats released, the CM urged the Centre. In the early hours of July 13, seven fishermen, along with their mechanised fishing boat were taken into custody by Sri Lankan Navy, Stalin conveyed to Jaishankar in a letter. On the same day, in a separate incident, another mechanised boat is reported to have been struck by a Sri Lankan naval vessel, causing significant damage to its stern (ship's back portion). Such recurring incidents are deeply alarming. They not only pose a grave threat to the safety and livelihoods of fishermen but also subject their families to prolonged economic hardship and emotional distress. The chief minister said: 'To compound the grim situation, many of the fishermen apprehended in the year 2024 continue to remain in Sri Lankan custody. At present, 232 Tamil Nadu fishing boats and 50 fishermen are still being held by the Sri Lankan authorities.' Furthermore, he said: 'In the above situation, I urge the Union Government to engage all available diplomatic channels to bring an end to these continued apprehensions. I further request that urgent and effective steps be taken to secure the release of all detained fishermen and their fishing boats at the earliest.'

CPI Thrissur district meet concludes; K.G. Sivanandan new district secretary

A four-day Communist Party of India (CPI) district conference came to a close in Irinjalakuda on Sunday. K.G. Sivanandan has been elected as the new district secretary. The announcement was made by CPI State secretary Binoy Viswam while addressing the elected representatives at the conference. A 57-member district council and 50 representatives to the upcoming CPI State conference were also elected during the meet. The district conference has passed a resolution demanding the reinstatement of the Planning Commission, an institution once crucial to country's balanced development planning, and urged the Centre to uphold its constitutional responsibilities in maintaining healthy Union-State relations. Centre-State relations The resolution alleged that Prime Minister Narendra Modi-led administration is deliberately weakening the Centre-State relations and centralising power as part of a larger Sangh Parivar agenda. The discontinuation of the Planning Commission, a body that once played a key advisory role in strategising national development and welfare programmes, was described as a politically motivated move, especially targeted at States where the Bharatiya Janata Party (BJP) has little political footing. By replacing the Commission with NITI Aayog and simultaneously denying financial aid to States like Kerala, the Centre is allegedly crippling progressive development models, the party stated. Despite being consistently ranked at the top in indicators like health, education, and social welfare, even in the NITI Aayog's own reports, Kerala is being financially squeezed by the Centre, the resolution claimed. The CPI pointed out that the State has witnessed a shortfall of ₹2,942.29 crore in Central revenue share between 2023 and January 2025 . The 15th Finance Commission's recommendations are being ignored and the ₹12,000 crore annual GST compensation Kerala was entitled to has been discontinued, the conference said. Cultural complex The meet demanded a cultural heritage complex in Thrissur. The resolution pointed out that Thrissur has, for more than half a century, been home to the State's most prestigious official cultural institutions, including the Kerala Sahitya Akademi, Kerala Sangeetha Nataka Akademi, and Lalithakala Akademi, Kerala Kalamandalam and Unnayi Warrier Smaraka Kalanilayam. The district's contribution extends beyond the arts. It is etched into the social and political fabric of modern Kerala through landmark struggles like the Guruvayur Satyagraha, the Kuttan Kulam protest for social justice, the Veloor Manimalarkavu women's liberation movement, the Pariyaram farmers' agitation, and labour movements in Anthikad and Amballur. Thrissur was also the land of action of visionary leaders like E.M.S. Namboodiripad and C. Achutha Menon. In light of this profound cultural, literary, artistic, political, and social heritage, the CPI district conference has urged the Kerala government to establish a comprehensive cultural heritage complex here.
