Delhi Assembly unveils 100-day ‘report card'
The event was held within the Assembly premises in the presence of Union minister Harsh Malhotra who lauded the Assembly's work, describing the Report Card as 'a reflection of remarkable accomplishments' and lauding its theme of 'Virasat' and 'Vikas'.
He further praised Speaker Vijender Gupta's balanced leadership, highlighting a shift in the conduct of Assembly proceedings in the first 100 days. 'In this period, not once have we witnessed the kind of disruptions that had become commonplace in the previous decade,' he remarked. 'Gupta has upheld democratic traditions, provided equal space to the Opposition, and ensured the dignity of the House.'
Gupta, in his address, reaffirmed the Assembly's commitment to transparency, sustainable development, and cultural preservation. He highlighted key milestones achieved during the Assembly's first 100 days, including the implementation of the National e-Vidhan Application (NeVA) to facilitate a paperless legislature and the laying of the foundation stone for a 500 kW solar power plant.

Shivraj Chouhan says 5 lakh PMAY beneficiaries in J&K to be provided houses soon
Omar Abdullah and Shivraj Singh Chouhan (ANI photo) SRINAGAR: With chief minister Omar Abdullah sitting next to him, Union minister for agriculture and rural development Shivraj Singh Chouhan on Thursday said nearly five lakh people in Jammu and Kashmir did not own a house, and they would be allotted one soon. Addressing a press conference, Chouhan said the allotment of 93% of houses under the Pradhan Mantri Awas Yojana (PMAY) in J&K had been completed, and the remaining eligible beneficiaries had been identified. 'In a recent survey, five lakh names have been identified as deserving housing. The allotments will be made soon after the verification process,' he said. Under the LG-led administration earlier, Omar had questioned the criteria for identifying the housing scheme beneficiaries in J&K. 'Before allotting land, govt must clarify whom it considers 'homeless',' he had said in July 2023. He had made it clear that he was opposed to the inclusion of those who came to Kashmir after the abrogation of Article 370 in 2019 under this scheme. J&K parties have in the past accused the Centre of attempting to settle 'outsiders' in Kashmir. Chouhan emphasised that a developed J&K was crucial to PM Narendra Modi's vision of a 'Viksit Bharat'. He praised the state's initiative, 'Kisan Khidmat Ghar' — a one-stop centre providing farmers access to all agricultural services under one roof. The minister said farmers in the UT who had received land allotments from govt but lacked official documentation would be considered for inclusion under the Pradhan Mantri Kisan Samman Nidhi scheme. Govt was also planning to launch the Restructured Weather Based Crop Insurance Scheme soon to ensure that horticulture crops were accurately mapped and included under the PM Fasal Bima Yojana, he added. Chouhan expressed satisfaction with the variety of horticulture crops grown in the region, but also raised a critical issue of imported plant materials often turning out to be infected after two or three years. To address this, a Rs 150-crore Clean Plant Centre would be established in Srinagar under the Mission for Integrated Development of Horticulture, he said. 'It will focus on clean, disease-free planting material for apples, almonds, walnuts and berries. Private nurseries will also be supported to ensure high-quality, pathogen-free plants are made available to farmers,' he added. Calling 'saffron' a symbol of Kashmir's identity, Chouhan announced that the Centre would establish a tissue culture lab and nursery to boost its production. He said the National Saffron Mission would be revised to suit local conditions, and an expert team of scientists would be formed to improve productivity and reduce losses.

"Worst attack on Constitution": INDIA bloc delegation meets
New Delhi [India], July 3 (ANI): A delegation of INDIA bloc leaders from 11 political parties met with the Election Commission of India (ECI) in the national capital on Wednesday to register their opposition to the Special Intensive Revision (SIR) of electoral rolls currently underway in Bihar, calling it the 'worst attack on the basic structure of the Constitution.' Congress leader Abhishek Manu Singhvi, part of the delegation that met Chief Election Commissioner Gyanesh Kumar and Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, questioned the timing of the SIR exercise, noting that it is being carried out only months before the upcoming Assembly elections. 'Firstly, the last revision was in 2003. For 22 years, more than four of five Bihar elections have happened. Were all those elections faulty?... Secondly the Special Intensive Revision which was held in 2003, was held one year before the Lok Sabha Elections, two years before the Assembly election. Today you are having in July, a maximum period of one or two months for an electoral revision exercise of the second most largest electoral populated state in India, want to have it in one and a half to two months,' the Congress leader told reporters after the meeting. Representatives of the Communist Party of India, CPI (Marxist-Leninist), Samajwadi Party, Nationalist Congress Party (Sharadchandra Pawar), Rashtriya Janata Dal, Congress and other parties were present. Singhvi warned that such a rushed revision process could distort the electoral rolls and called it a direct threat to constitutional democracy. 'This enfranchisement is the worst attack on the basic structure of the Constitution. Today, every word counts, even if you wrongfully delete or wrongfully add a single voter, it is creating a non-level playing field that affects democracy and elections. This violates the basic structure of the Constitution,' Singhvi added. The ECI has claimed that the SIR is only meant to verify voters and to identify any 'ineligible voters' ahead of the Assembly elections which are expected to be held later this year in Bihar. However, multiple political parties part of the Opposition, including Congress and Bihar's Rashtriya Janata Dal (RJD) has raised objected to the exercise, claiming that it will be used to deny people their constitutional rights. Singhvi also raised objections to how the meeting was conducted, stating that new restrictions on who could attend were introduced without precedent. 'For the first time we were told rules for going inside. This is the first time we were told that only the heads or chairpersons of parties can go in. This is not possible or practical, this has not happened before. I have been part of multiple delegations before. This restriction being put in makes sure that a conversation which is expected to happen in a democracy between political parties' representatives and the Election Commission does not happen,' he said. He added that senior Congress leaders Pawan Khera, Jairam Ramesh, and Akhilesh Pratap Singh were among those made to wait outside during the meeting. Meanwhile, RJD MP Manoj Jha, who was also part of the delegation, called the SIR a 'conspiracy' to remove the people of Bihar, and said that most people might not have the required documentation to keep one's name in the electoral rolls. 'We all have kept the worry of Bihar in front of them...I have handed over to them the letter of the RJD leader Tejashwi Yadav. This is a conspiracy to evict the purpose of any exercise is exclusion instead of inclusion, then what can we had no answer when we asked that the exercise (Special Intensive Revision), which had not been done in 22 years, why is being done now?... The documents that are important for proving eligibility, most people don't have them,' Jha said during the press conference. Communist Party of India's (CPI) General Secretary D Raja also said that the poll panel should consider the possibility of heavy rains, floods and other natural calamities during the season making the verification exercise challenging. 'We went there to discuss the problems involved in holding Bihar elections because there is an exercise which has been initiated, started by the Election Commission, that is Special Intensive Revision. We asked the Election Commission to postpone that SIR because Bihar will face floods, heavy rains and natural calamities that should be taken into consideration,' Raja told ANI. He mentioned that there was a demand to postpone the SIR and conduct the assembly elections based on the 2024 Lok Sabha electoral rolls. NCP (SCP) leader and Member of Parliament Fouzia Khan said that the poll panel is dismissing the concerns of the migrants of Bihar. 'Election Commission is not willing to consider the concerns of Bihar's migrants, they do not live in ordinary houses. We feel that in the name of strengthening democracy whether the death of it does not happen, that is the question. If crores of people can be denied voting then where does the democracy stand?' the NCP (SCP) leader told ANI. In a post on X following the meeting, the Election Commission stated that all concerns raised by party representatives were addressed, and the SIR was being conducted in accordance with legal provisions. 'Commission stated that SIR is being conducted in accordance with provisions of Article 326,RP Act 1950 & instructions issued on 24.06.2025 Party representatives raised concerns related to SIR. Each concern which was raised by any member of PP was fully addressed by Commission,' the EC's post read. The Bihar Legislative Assembly elections are expected to be held later this year, however no official date has been announced by the ECI as of yet. (ANI)

Gandhinagar (Gujarat) [India], July 3 (ANI): Gujarat Chief Minister Bhupendra Patel has emphasised making Gujarat a model of excellent cooperation for the nation and the world through various programmes during the entire International Cooperative Year, 2025. The International Cooperative Year is being celebrated this year, inspired by the visionary leadership of Prime Minister Narendra Modi and the country's first Cooperation Minister Amit Shah. The first quarterly meeting of the high-level committee for planning the statewide celebration of this year was held under the chairmanship of Chief Minister Bhupendra Patel. During this meeting, a review was conducted of the action plan for organising various programmes throughout the year as part of the International Cooperative Year celebration. In this meeting, CM Patel stated that Gujarat, recognised as the birthplace of the cooperative revolution in India, has a great opportunity to accelerate rural empowerment by promoting new cooperative models and thereby make the International Cooperative Year - 2025 a grand success. He guided that programmes should be organised as per the action plan and celebrated successfully with the participation of cooperative institutions and citizens so that the theme 'Cooperatives Build a Better World' is truly realised in Gujarat. The high-level meeting, held in the presence of Agriculture Minister Raghavji Patel, Food and Civil Supplies Minister Kuvarji Bavaliya, and Minister of State for Cooperation Jagdish Vishwakarma, featured a presentation on the success of various programmes conducted from January 2025 to June 2025 under the International Cooperative Year. These programmes included cooperative-themed tableaus in district-level Republic Day parades on January 26, seminars on cooperation for women and youth, state-wide tree plantations under the 'Ek Ped Maa Ke Naam' initiative by cooperative institutions, unions, and societies, and successful sanitation drives at the rural level. Further, the planning of upcoming events to be organised under the International Year of Cooperation was also finalised. A detailed presentation on this planning highlighted that, under the 'Ek Bharat, Shreshtha Bharat' initiative, programmes on Sardar and Cooperation will be organised on July 5 and 6 in Anand to mark the 150th birth anniversary of Sardar Patel, in the esteemed presence of Union Minister of Cooperation and Home Affairs Amit Shah. On the morning of July 5, Minister Amit Shah will perform the foundation stone laying ceremony of the country's first cooperative university, Tribhuvan Cooperative University, in Anand. Later, a 'Sahakar Samvad' (Cooperative Dialogue) will be held under his chairmanship at Science City, Ahmedabad. This dialogue program will also include participation from officials of cooperative institutions from Gujarat, Madhya Pradesh, and Rajasthan. On July 6, the Union Minister for Cooperation and Home Affairs will also inaugurate new projects of NDDB and Amul in Anand. Further, Cooperative Week will be celebrated across the state from July 1 to 6. As part of the International Cooperative Year, around 30 lakh children aged 3 to 6 years will be provided with nutritious food items such as milk, moong (green gram), and chikki through milk unions, cooperative banks, and PACS during the months of September-October. Minister of State for Cooperation Jagdish Vishwakarma shared details of a major campaign of the International Year of Cooperatives during the meeting, stating that in order to fulfil the vision of 'Sahkar Se Samriddhi', people associated with the cooperative sector, especially farmers, animal husbandry, and fisheries workers, will send postcards to the Prime Minister from villages and towns across the state, thanking him for the cooperative sector schemes that have contributed to their economic upliftment. He also said that during the International Cooperative Year, workshops and seminars for the empowerment of PACS will also be organised at the village level. The meeting was attended by Chief Secretary Pankaj Joshi, Additional Chief Secretary of Revenue Dr Jayanti Ravi, Additional Chief Secretary of Agriculture and Cooperation Anju Sharma, Principal Secretaries T. Natarajan, R.C. Meena, Milind Torawane, and Sandip Kumar, along with Additional Principal Secretary to Chief Minister Avantika Singh, Secretary Dr Vikrant Pandey, and other senior officials. (ANI)
