TD Bising exits PAR but may reenter Monday morning

Tropical Depression Bising has left the Philippine Area of Responsibility, but may reenter by Monday morning, state weather bureau PAGASA said.
According to its 5 p.m. cyclone bulletin on Friday, PAGASA said Bising was spotted 345 kms west northwest of Calayan, Cagayan.
The weather disturbance was moving northwestward at 15kph.
It currently has maximum sustained winds of 55 kph and gusts of up to 70 kph.
Strong winds were extending outwards up to 250 kms from the center.
Bising's location was reported based on PAGASA's tracking as of 4 p.m.
No tropical cyclone wind signal (TCWS) was in effect over any part of the country as of posting time.
However, PAGASA said Tropical Depression Bising may intensify into a tropical storm within the next 12 hours as it moves over the north of Taiwan.
After possible reentry on Monday morning, it may exit the PAR on the afternoon of the same day.
"Re-entry to the western boundary of the PAR is possible by Monday (07 July) early morning and it may exit again the northern boundary of PAR on Monday afternoon. The forecast track is highly uncertain and the possibility of a southward shift in track is becoming less likely," the cyclone bulletin read. — VDV, GMA Integrated News

'At around 4 a.m., my husband and I suddenly woke up to the sound of running water,' Bethany Bayer told GMA Integrated News. 'At first, we thought our dog might have spilled something, but when we got out of bed, my husband immediately said, 'There's water on the floor.' When we turned on the lights, we were shocked — our entire house was flooding," she added. Unable to open their front or back doors due to the strong current, Bethany, her husband, and their child were forced to climb out of a window to escape. 'We were basically trapped,' she said. 'We wanted to check what was happening in the neighborhood, and when we got outside, the water was still rising.' Bethany said the sudden downpour was highly unusual for San Angelo, a city not known for heavy rains. 'What's crazy is that this is not normal,' she explained. 'We're in San Angelo, and we barely get rain. People here usually pray for rain because we need it. My husband grew up here, and he said he's never seen anything like this. No floods — this is a first.' She also showed the water marks left behind in their home and described the widespread damage seen throughout their neighborhood. Drone footage shared by local resident Patrick Keely showed homes completely submerged, while one house near the Guadalupe River was seen being swept away by the raging current — with occupants reportedly still inside. Flash floods hit central Texas early Friday, with Kerr County identified as the epicenter of the flooding, according to authorities. At least 43 died and dozens were still missing, authorities said Saturday. Fifteen of the fatalities were children. Members of the Filipino community in San Angelo and surrounding counties were among those affected. The severe flooding began around 1:00 a.m. on Friday, catching residents off guard as torrential rains suddenly inundated homes and neighborhoods. 'Helicopters have been deployed, and a lot of local residents volunteered to help find the victims,' Bethany said. 'I saw in one local news report that some people staying in trailers were caught off guard while sleeping. They were warned to get out, but unfortunately, not everyone made it.' Local authorities and emergency responders continued to search for the missing, with many residents stepping in to assist. A few gates of the Ambuklao and Binga Dams in Benguet were open on Sunday morning to release water, data from PAGASA showed. At 8 a.m., two gates of Ambuklao Dam were open at 0.8 meters or a total of 155.71 cms. The reservoir water level (RWL) of Ambuklao Dam was at 751.86 meters, near the 752-meter normal high water level (NHWL). Three gates of Binga Dam on the other hand were open as of 8 a.m. Sunday. The gates were opened at 1.3 meters or a total of 257.61 cms. Binga Dam's RWL was at 574.45 meters at 8 a.m., which is near the 575-meter NHWL or spilling level. PAGASA said the Southwest Monsoon (Habagat) and trough of Severe Tropical Storm Danas (formerly Bising) outside the Philippine Area of Responsibility (PAR) will bring rains on Sunday throughout the country. Cordillera Administrative Region which includes Benguet may expect cloudy skies with scattered rains and thunderstorms due to the monsoon. Over 3,700 families affected by Bising so far —OCD

At least 3,773 families have been affected so far by Bising (international name: Danas), the Office of the Civil Defense (OCD) said Sunday. In an interview on Super Radyo dzBB, OCD officer-in-charge Bernardo Rafaelito Alejandro IV said the affected families are equivalent to 13,006 individuals from the Ilocos Region (Region I), Cordillera Administrative Region (CAR), and Cagayan Valley (Region II). However, Alejandro noted that the number may increase since the latest data is an initial report from the OCD's field offices. He added that there have been no reported casualties so far. 'Minor in a way itong Bising, but ito naman tinitingnan 'yung ating paghahanda dahil pumasok na itong typhoon season at tuloy-tuloy na itong pag-prepare at paghanda,' Alejandro said. (Bising has a minor effect on the country, but we're looking into our preparation since we're in the typhoon season, and so we continue to prepare and be ready.) He added that there was some flooding in Regions I and II, and CAR, but it is currently subsiding. There were also five reported impassable road sections, but Alejandro said clearing operations are ongoing. He added that Bising also caused partial damage to houses. On Friday, Bising exited the Philippine Area of Responsibility (PAR). It developed into a severe tropical storm on Saturday night and is expected to reach typhoon category on Sunday. PAGASA said Danas may re-enter PAR on Sunday night or early Monday morning briefly, and make landfall over mainland China on Tuesday. Danas' trough is affecting Extreme Northern Luzon on Sunday, bringing cloudy skies with scattered rains and thunderstorms over Batanes and Babuyan Islands. Moderate to at times heavy rains may possibly result in flash floods or landslides. At 3 a.m. Sunday, Danas was located 400 km west of Itbayat, Batanes, packing maximum sustained winds of 110 km/h near the center and with gustiness of up to 135 km/h.
