New Delhi: All central government employees part of the Unified Pension Scheme UPS ) will now be eligible for retirement and death gratuity benefits available under the Old Pension Scheme (OPS), Union Minister Jitendra Singh said on Wednesday.Responding to this long-pending demand by a large section of government employees, he said, the move addresses a significant demand of government staff and brings parity in retirement benefits Singh, the Minister of State for Personnel , said the new provision reflects the government's commitment to ensure social security for all categories of employees under the National Pension System (NPS).Addressing a presser on the "transformational" journey of the Ministry of Personnel, Public Grievances and Pensions over the last 11 years, he highlighted a series of reforms aimed at simplifying governance, empowering citizens, and humanising administration.Central government employees covered under the UPS will now be eligible for retirement and death gratuity benefits, as per the provisions of the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021, Singh said.The Department of Pension and Pensioners' Welfare (DoPPW), under the Personnel Ministry, on Wednesday issued an order on the "options to avail benefits under Old Pension Scheme on death of government servant during service or his discharge from government service on account of invalidation or disability for central government servants covered under Unified Pension Scheme"."The order gives an employee the option to revert to OPS in case of death in service. It is progressive in nature and addresses the clarifications being sought by employees," DoPPW Secretary V Srinivas told PTI.President of the All India NPS Employees Federation , Manjeet Singh Patel, welcomed the order and termed it a historic and much-needed move by the government.Patel said the inclusion of death-cum-retirement gratuity in UPS will remove all the misconceptions of the employees.He said, the inclusion of OPS benefits in case of death or disability of any employee during the service under UPS is a great justice."Therefore, a lot of employees will opt for the UPS now," Patel said.The DoPPW had notified the Central Civil Services (Implementation of National Pension System) Rules, 2021, to regulate service-related matters of central government employees covered under the NPS.Under these, Rule 10 provides for the option to be exercised by every central government employee covered under the NPS for availing benefits under the NPS or the Old Pension Scheme in the event of death of a government servant during service or his discharge on the ground of invalidation or disablement."UPS has been notified as an option under the NPS. Therefore, it has been decided that the central government civil employees who opt for UPS under the NPS shall also be eligible for option for availing benefits under UPS or the CCS (Pension) Rules, 2021 or the CSS (Extraordinary Pension) Rules, 2023 in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement," the order said.The finance ministry, on January 24, issued a notification regarding the introduction of UPS as an option under the NPS for recruits to the central government civil service with effect from April 1, 2025. It gives a one-time option to the central government employees covered under the NPS for inclusion under the UPS.Every central government servant who opts for the UPS under the National Pension System shall, at the time of joining the service, exercise an option in Form 1 for availing benefits under the UPS or under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023 in the event of his/her death or boarding out on account of disablement or retirement on invalidation, the order said."Existing government servants, who have opted for the Unified Pension Scheme under the National Pension System, shall also exercise such option as soon as possible after the notification of these clarifications," it said.In the case of the death of a government servant while in service, the last option exercised by the deceased employee before his death shall be treated as final, and the family shall have no right to revise the option, said the order issued to all central government departments.The DoPPW also issued another order on Wednesday to clarify that the central government employees covered under the UPS shall also be eligible for the benefit of retirement gratuity and death gratuity under the provisions of the Central Civil Service (Payment of Gratuity under National Pension System) Rules, 2021.DoPPW Secretary Srinivas said this order "brings parity between the NPS and UPS pensioners and they will be eligible for Rs 25 lakh gratuity also".Both these orders were released by Singh during the conference.

Addressing global leaders and investors, Sitharaman highlighted that while private investment has shown encouraging growth in recent years, thanks to a rise in innovative financial instruments and traditional sources, much more needs to be done. In a social media post, the minister said, "Private capital mobilisation remains significantly below what is required, with low and middle-income countries receiving a disproportionately small share. This underscores the urgent need for targeted efforts to overcome investment barriers and better align financial flows with development priorities." Highlighting India's own journey, Sitharaman stressed the importance of addressing perceived investment risks in emerging markets . India, she noted, has taken significant steps to overcome these challenges. Sitharaman stated, "India has addressed this challenge by establishing independent regulators, implementing transparent bidding processes, standardising contracts, and improving the ease of doing business . These reforms have significantly enhanced investor confidence and reduced transaction costs." Live Events The Finance Minister also highlighted the role of strong domestic financial systems. India has focused on strengthening its banking sector and deepening capital markets to support large-scale financing in infrastructure and industry. She said India's regulatory frameworks now better balance investor protection with innovation and flexibility, creating an enabling environment for long-term investment. FM added, "Our regulatory frameworks have evolved with market needs - balancing investor protection with innovation and flexibility - creating a more conducive environment for long-term investment." One of the standout examples presented by Sitharaman was India's transformation in the renewable energy sector. From just 2.8 GW of solar energy installed in 2014, India has expanded its capacity to over 110 GW. This success, she said, "was enabled by clear national targets, streamlined procurement, and government-backed risk mitigation. This model attracted institutional investors, including pension and sovereign wealth funds." On the sidelines of the FFD4 Summit, Sitharaman also held bilateral meetings with various global leaders. She met Shane Reti, New Zealand's Minister of Science, Innovation and Technology, Universities, Statistics, and Pacific Peoples. Both ministers discussed cooperation in defence, education, technology, and agriculture. The two leaders reaffirmed the shared democratic values and strong people-to-people ties between India and New Zealand. Sitharaman also spoke about India's growing International Financial Services Centre at GIFT City and highlighted investment opportunities in banking, bullion exchange, capital markets, the FinTech ecosystem, insurance, and reinsurance. She also noted the importance of educational ties, with many Indian students pursuing higher education in New Zealand. The Finance Minister also held talks with Reem Alabali-Radovan, Germany's Federal Minister for Economic Cooperation and Development. Sitharaman congratulated her on her new role and discussed cooperation under the India-Germany Green and Sustainable Development Partnership. The discussions included collaboration in areas such as green energy, urban mobility, sustainable urban development, and ecological livelihoods. Minister Alabali-Radovan expressed interest in deepening bilateral ties and enhancing cooperation with India. Sitharaman is leading an Indian delegation from the Department of Economic Affairs during this official trip from June 30 to July 5. Her itinerary includes a visit to Lisbon, Portugal, where she will hold a bilateral meeting with the Portuguese Finance Minister and interact with the Indian diaspora and investors. In Rio de Janeiro, Brazil, she will address the 10th Annual Meeting of the New Development Bank (NDB) as India's Governor and also participate in the BRICS Finance Ministers and Central Bank Governors Meeting. She is also expected to hold bilateral discussions with her counterparts from Brazil, China, Indonesia, and Russia. (ANI)

HYDERABAD: In a big relief to Telangana and a setback for the Andhra Pradesh govt on the Polavaram-Banakacherla link project (PBLP), the Union ministry of environment, forest and climate change's (MoEFCC) expert appraisal committee (EAC) has returned the proposal of the link project to the neighbouring state. The Andhra Pradesh govt has sought approval of the terms of reference (TOR) for conducting an environmental impact assessment and also public hearing for PBLP. With the setback, the Andhra Pradesh govt has to send the proposals afresh to the MoEFCC (river valley and hydroelectric projects) after revising them as per the EAC recommendations. Chief minister A Revanth Reddy and irrigation minister N Uttam Kumar Reddy had met Union minister of jal shakti CR Patil a few days ago and put for the state's objections. The state govt also conducted an all-party meeting on the Banakacherla issue. The EAC committee at its 33rd meeting discussed the proposal on June 17 and the minutes of the meeting were released on Monday. The members of the committee opined that the proposed scheme aims to divert floodwaters from the Godavari basin (Polavaram Dam) to the water-deficit basins within the state. "The EAC further observed that environmental clearance (EC) for the Indira Sagar Polavaram multipurpose project on the Godavari River, located at Polavaram in AP, was granted by the ministry on Jan 25 2005. However, due to submergence-related issues in Odisha and Chhattisgarh, the matter remains sub-judice," the committee members said. The committee also recommended that the project proponent should comprehensively assess the availability of floodwaters in consultation with the Central Water Commission (CWC). "The EAC also said that several representations have been received via email, alleging that the proposed scheme may be in violation of the Godavari Tribunal Award, 1980. In view of this, it is imperative that the project proponent should approach CWC for examining the inter-state issues and granting necessary clearance/permission before submitting the proposal for framing the TOR for conducting the EIA study," the EAC meeting opined.
