Govt greenlights 10 new reactors; 13.7 GW nuclear boost by 2032 in the works

New Delhi: India's nuclear power capacity is projected to increase from 8,780 MW to 22,480 MW by 2031-32, driven by the commissioning of eight reactors under construction and 10 more sanctioned projects, Union Minister

informed the Lok Sabha.
At present, India operates 24 nuclear reactors with an installed capacity of 8,780 MW. Additionally, eight reactors with a total capacity of 6,600 MW are under construction. These include 700 MW Pressurised Heavy Water Reactors (PHWRs) such as RAPP-8 and GHAVP-1&2, the 500 MW Prototype Fast Breeder Reactor (PFBR) implemented by BHAVINI, and Light Water Reactors (LWRs) built under foreign cooperation including KKNPP-3&4 and KKNPP-5&6.
Ten reactors with a projected capacity of 7,000 MW are at the pre-project activities stage. These include Kaiga 5&6, GHAVP 3&4, Chutka 1&2, and Mahi Banswara 1 to 4—all PHWRs. Upon the progressive completion of these ongoing and sanctioned reactors, the total installed capacity is expected to reach 22,480 MW by 2031-32.
"The specific measures outlined to reach this goal involve a multi-faceted approach, leveraging both indigenous development and international collaboration," Singh stated in a written reply.
Future expansion includes development of Indigenous Fast Breeder Reactors (FBRs), aligned with India's three-stage nuclear programme designed for efficient utilisation of limited uranium and abundant thorium resources. These efforts will be supported by a closed fuel cycle approach.
Deployment of Bharat Small Reactors (BSRs) is also being pursued to decarbonise hard-to-abate industrial sectors. Additionally, plans are in place for the development of Small Modular Reactors (SMRs), including Indian SMRs of different capacities and Indian-designed LWRs.
The government has launched a Nuclear Energy Mission with an outlay of ₹20,000 crore to support research and development of SMRs. The plan also includes increasing international cooperation on SMRs and nuclear fuel, along with potential exports of reactors, services, and supplies.

It also said 36 lakh people were found to have either permanently shifted from their previous addresses or were not found. It pointed out that seven lakh Bihar voters were found to have enrolled themselves at multiple places. "ECI has deleted 1.26 crore voters in Bihar from the 2024 Lok Sabha voter list overnight," Mr. Gokhale, the TMC Rajya Sabha MP, said on X. Calling the details revealed by the EC "bizarre", Mr. Gokhale pointed out that of a total of 7.90 crore voters, forms have been collected from only 91.69% — 7.24 crore voters. "This means that forms were not collected from 65 lakh voters and they will be deleted. About 22 lakh voters (2.83%) have been deleted because they're claimed to be deceased, about 36 lakh voters (4.59%) have been deleted because they're claimed to be untraceable, and about 7 lakh voters (0.89%) claimed to be found as duplicate entries so half i.e. 3.5 lakh entries deleted," he said. Bihar SIR: 91.69% have submitted enumeration forms, says Election Commission of India "ECI has conveniently not disclosed how many voters were found to be non-citizens of India. This is important because ECI had claimed that the SIR was being done to 'remove illegal immigrants'," Mr. Gokhale said. EC sources had earlier said their field-level functionaries found "a large number of people" from Nepal, Bangladesh and Myanmar during house-to-house visits made for the ongoing intensive review of the voters' list in Bihar. Mr. Gokhale further said the names "deleted" were on the voters' list in the last Lok Sabha polls. "A total of 1.26 crore voters in Bihar, whose names were on the Lok Sabha 2024 voter list just one year ago, have been deleted from the new voter list," he said. SIR of electoral rolls is 'impractical and filled with irregularities': suggest citizen's panel after public hearing in Patna "To give you a comparable idea, the number of deleted voters in Bihar during the current SIR is equal to the entire combined population of Uttarakhand plus Himachal Pradesh or the entire combined population of all six States of the North-East (excluding Assam)," he said. He said EC needed to answer some questions "urgently". "The voter list was revised by the ECI before the 2024 Lok Sabha elections. How on earth did 1.26 crore voters become ineligible in just one year?" he said. "How many voters has the ECI been unable to reach for collecting their forms? Under the rules of SIR, those whose forms were not collected will be deleted. Therefore, what is the total number of voters whose names have been deleted only because their forms were not collected?" he questioned. He said the EC has not collected documents along with the forms from all 7.24 crore voters. "Does this mean that more voters will be deleted if their documents have not been collected with their forms?" He reiterated West Bengal Chief Minister Mamata Banerjee's statement that the SIR exercise "is NRC by the back door." "ECI had claimed 'removing foreigners from the voter list' as one of the reasons for conducting this SIR. Why has the ECI not disclosed how many actual 'foreigners' were found and deleted from the voter list during this SIR?" he said. "It makes zero sense that 12 million people in Bihar have become 'ineligible' voters in just one year between the 2024 Lok Sabha elections till date... When 12 million people in a single State lose the right to vote overnight, it is a serious issue," he said. He added that the Opposition MPs have been pressing for a debate on the issue. "Why is the Modi Government so scared to have an open discussion on this in Parliament?" he added. Meanwhile, the EC has asserted that no names will be deleted from draft rolls without following due process.

The Kerala government on Monday urged the Supreme Court to return unanswered the presidential reference that seeks clarity on whether courts can impose timelines on the president and the governors to act on bills passed by legislatures, Live Law reported. In its application, the state argued that the reference was an attempt to reopen and overturn the Supreme Court's April ruling in Tamil Nadu government's case against the governor. On July 22, the court issued notice to the Union government and all states on the reference made by President Droupadi Murmu under Article 143 of the Constitution. According to Article 143 of the Constitution, the president may refer any question of law or fact of public importance to the Supreme Court for its opinion. The president makes such a reference based on the advice of the Union council of ministers. In May, referencing 14 questions, Murmu asked whether the actions of governors and the president could be tried in court and whether such timelines could be imposed on them in the absence of any such provision in the law. The president also said that Article 200 and Article 201 of the Constitution do not prescribe deadlines or specific procedural requirements. In light of the reference, the Supreme Court set up a Constitution bench comprising Chief Justice BR Gavai, and Justices Surya Kant, Vikram Nath, PS Narasimha and AS Chandurkar. In its application on Monday, Kerala argued that the reference was based on an 'erroneous statement' that Article 200 does not stipulate a time frame for governors to act on bills, Live Law reported. The state said that 11 out of the 14 questions raised by the president had already been addressed in the Supreme Court's ruling in the Tamil Nadu case. It alleged that the reference was a 'serious misuse' of Article 143, the legal news outlet reported. Kerala also said that the Union government had not filed a review or curative petition against the April judgement and had therefore accepted it. SC's ruling on Tamil Nadu versus governor The ruling on April 8 had come on a petition filed by the Tamil Nadu government after Governor RN Ravi did not act on several bills for more than three years before rejecting them and sending some to the president. In its judgement, the court held that governors must decide on bills within a reasonable time and cannot delay indefinitely under Article 200. Similarly, it said that the president must act within three months under Article 201, and any delay beyond that must be explained and communicated to the state government. Both sections outline the process of assent to bills by governors and the president. The judgement had also introduced the concept of ' deemed assent ' in cases of prolonged inaction by the governor or president, allowing pending bills to be considered approved.
