Media crucial in boosting voter turnout: ECI
He urged regional media representatives to collaborate with the ECI to expand its communication reach and impact at the regional level, thereby empowering voters.
A face-to-face programme was held on Friday at the Secretariat involving representatives from print, electronic, and social media. Pawan was the chief guest and engaged in an interactive session with media personnel.
During the discussion, Pawan elaborated on 23 new initiatives undertaken by the ECI to strengthen the electoral process in a democratic system. He also detailed the facilities provided to voters, political parties, and election staff, along with procedural reforms, legal measures, and ECI's new innovations and resources.
Referring to the key reforms and initiatives, Pawan said that a Special Summary Revision (SSR) programme is being conducted before the by-elections after nearly 20 years. Voter information slips will be more useful, clearly showing the voter's serial and part numbers.
Data from the RGI (Registrar General of India) database regarding death registrations will be collected and, after verification, changes will be made to the voter list. A maximum of 1,200 voters are allowed per polling station. Mobile deposit facilities for voters and additional polling booths in apartments/colonies are also being arranged.
The campaign distance limit from the polling station entrance has been reduced to 100 metres. A total of 4,719 meetings were held nationwide with all parties at the CEO/DEO/ERO levels, with over 28,000 political party representatives participating.
The digitisation of Voter Trend Reports (VTR), index cards, and statistical reports is being expedited for faster dissemination. A new comprehensive dashboard, ECINET, has been launched, replacing over 40 apps/websites with a single application to provide all services in one place simultaneously. The implementation of a unique EPIC number system has resolved the issue of duplicate EPIC numbers.
A national conference of lawyers and CEOs is being organised to strengthen the ECI's legal framework and review laws. A total of 28 stakeholder categories (voters, officials, parties, candidates and others) have been identified for training programmes based on the Representation of the People Acts (1950, 1951), Registration of Electors Rules (1960), Conduct of Elections Rules (1961), and ECI guidelines.
Pawan also mentioned that information related to the Election Commission of India and the electoral process is made available to citizens through various websites and social media platforms.

1 2 Agartala: Tripura's ruling BJP ally Tipra Motha delegation has been invited at Nirvachan Sadan in New Delhi on Wednesday to discuss their demand for extensive revision of electoral roll to identify illegal migrants from Bangladesh and Myanmar with the Election Commission of India (ECI), Motha founder and Tripura royal scion Pradyot Kishore Debbarman said. Pradyot termed the development as a 'huge victory', and said ECI's invitation validates the concerns repeatedly raised by Tipra Motha over the demographic change and security implications of unchecked cross-border migration. In recent years, infiltration from Bangladesh and Myanmar has emerged as the biggest threat to Tripura. The settlers of both tribal and non-tribal since the accession of Tripura to Indian union in Oct 1949 are the indigenous in the state, and thereafter, before creation of Bangladesh in 1971 were also considered as the legal settlers of the state. Whoever crosses over to Tripura after March 1971, according to Indian law, they are illegal immigrants, and they had managed to stay in the state, thereby creating a problem for the genuine citizens. However, soon after the creation of Bangladesh in 1971, India govt had issued order to all the states and territorial govt to flush out illegal immigrants, but it didn't work in Tripura. Thereafter, in 2017 and 2021 similar orders were issued, but the then Left Front and BJP govt, respectively neither made it public nor executed the orders. On May 19 this year, the ministry of home affairs issued directives to all the state govts following Pahalgam incident to identify illegal migrants and deport them to their respective countries. Accordingly, Assam, Arunachal Pradesh, Meghalaya, Maharashtra, Gujarat, and Haryana have started implementing the order. Tripura has also formed a special task force to deal with illegal migrants and prevent infiltration. To identify the illegal migrants and their deportation, Tipra Motha, has launched a sustain campaign at community level and demanded ECI to go for extensive revision of electoral roll like Bihar. "We are trying to protect our next generation and looking beyond party politics. This is not just a fight of TIPRA Motha party but every Indian," Pradyot said, adding that he also made a passionate appeal to rise above party politics and stand united against illegal migration, emphasising the need for a collective and nationalistic approach to the issue rather than treating it as a political agenda.

ECI firm on Aadhaar, ration card exclusion ahead of Supreme Court hearing on Bihar voter revision
The Election Commission of India (ECI) is unlikely to change its position on the non-inclusion of Aadhaar and ration card before the Supreme Court for the Bihar Special Intensive Revision but is expected to tread cautiously on the issue and cite court pronouncements and government orders on the two not being proof of citizenship, ET has learnt. The ECI is also expected to inform the SC that the period for enumeration in Bihar is not too short, as is being contended, and is in keeping with past intensive revision exercises, ET has poll panel is expected to file an affidavit before the SC this week regarding the SIR in Bihar. Therefore, enlisting the EPIC card as a separate document of proof would not serve the desired purpose. Live Events Aadhaar has been a matter of raging debate, with the ECI's several efforts in the past on making the Aadhaar-EPIC linkage mandatory hitting legal roadblocks. The current enumeration form in Bihar also allows users to voluntarily disclose the Aadhaar number, as does Form 6 for registration of new voters. At the same time, there are several court observations as well as central government orders, including by the Unique Identification Authority of India, which administers Aadhaar, that Aadhaar is not a proof of citizenship but of identity and address. In May 2025, the Delhi Police also said it would not accept Aadhaar or ration card as citizenship proofs, given misuse by illegal foreign immigrants. The ration card, similarly, is mainly considered a document to facilitate the public distribution system and not a citizenship proof. The March 20, 2015 gazette notification by the Ministry of Consumer Affairs, Food & Public Distribution said, "Ration card shall not be used as a document of identity or proof of residence". Further, on May 14, 2016, the Ministry of External Affairs informed Parliament that it had decided "not to accept ration cards as a document for identity or proof of residence for the purpose of granting passports with effect from 01.04.2016". SIR window 'too short' The one-month window for house-to-house verification and enumeration form submission in Bihar SIR - June 25 to July 25 - has caused much concern. The ECI, however, is expected to contend that even in the past, including in the 2003 intensive revision in Bihar, the enumeration exercise was conducted over a period of 30-33 days, according to people in the know. Similarly, in the 2004 intensive revision across seven north-eastern states, house-to-house enumeration was done from August 2 till September 3. On the other hand, the time for "pre revision" activity is decidedly shorter in the ongoing SIR in Bihar compared to the one-month period in 2004. The SIR instructions issued by the ECI on June 24 did not mention any pre-revision activity schedule. Officials told ET that this period could be compressed considerably now given the availability of superior technology.

‘Bengalis Facing Oppression': Mamata Banerjee, Abhishek To Give 2026 Roadmap At TMC Rally Tomorrow
Speaking to the media on Sunday evening, Mamata Banerjee said: 'There is constant oppression of Bengalis for speaking their language. We will not tolerate this oppression." The Trinamool Congress's (TMC) Martyrs' Day rally on July 21, the last such rally before the 2026 West Bengal elections, will be crucial for many reasons. The message given by party supremo and West Bengal CM Mamata Banerjee and national general secretary Abhishek Banerjee are likely to set the tone for the party's strategy. Speaking to the media on Sunday evening, Banerjee said: 'There is constant oppression of Bengalis for speaking their language. We will not tolerate this oppression." 'I thank all of you, including the administration and the media. Many of my colleagues have come here from distant places and are staying at the camp, I thank them for their dedication. More than a lakh people have already arrived. Due to the release of water and heavy rainfall, many areas are waterlogged. Yet, despite these challenges, people have come here to pay their respects to the martyrs," the TMC chief said. 'During the CPI(M) era, they didn't allow people to vote. Buildings were locked to prevent voting. We launched a massive movement, and despite all their efforts, the CPI(M) couldn't stop it. They opened fire and 13 people were killed and over 200 injured. Our demand was simple: no ID card, no vote. Now, the Bharatiya Janata Party (BJP) doesn't allow people to vote in double-engine states," she said. Martyrs' Day is TMC's annual mega rally commemorating the 1993 incident when 13 workers were killed in police firing during Banerjee's movement for EPIC cards. Since then, the TMC has observed this day to remember the martyrs, and Banerjee traditionally uses this platform to announce the party's political agenda for the year. Insiders say that this year, Banerjee is expected to outline the roadmap for the 2026 elections while addressing thousands of party workers from the stage. Meanwhile, the Bharatiya Janata Party (BJP) has planned a gherao of the North Bengal Secretariat to protest against what it calls the 'worsening law and order situation in the state". This is also the first time the court has imposed restrictions on the rally, following a petition citing potential traffic disruptions. What will Mamata Banerjee speak on? Bengali pride and alleged atrocities in BJP-ruled states: For the past month, the TMC has been aggressively raising the issue of 'Bengali Asmita' (Bengali pride). Banerjee has accused the BJP of being anti-Bengali, often citing incidents from Odisha. On July 16, she led a protest march, alleging that the central government had issued a secret notification to expel Bengali people from other states. She has vowed to challenge this notification in court. The TMC has also highlighted stories from Assam, where voters are allegedly being summoned for NRC verification and losing their citizenship rights. Insiders believe Banerjee will use the July 21 stage to direct her workers to launch a bigger movement, projecting the BJP as a party that does not respect Bengal's culture and traditions. The message will be clear: people should not place their faith in the BJP in the upcoming elections. It is also expected that Banerjee will use this stage to directly respond to Prime Minister Narendra Modi's recent remarks. Special Intensive Revision (SIR): On the eve of the rally, the TMC released a video portraying the BJP as anti-Bengali and accused it of using the Election Commission for political gains. Banerjee has opposed the SIR process from the day it was announced, alleging that the BJP used similar tactics in Maharashtra and Delhi to include bogus voters from outside to manipulate election results. She is expected to reiterate this allegation, warning that the BJP is trying to replicate this strategy in Bihar and Bengal as well. Insiders believe Mamata will give a clarion call for a mass movement on this issue. While the BJP argues that revision is necessary because Banerjee has allegedly allowed Rohingya migrants into Bengal, changing the state's demography, the CM maintains that this is merely a BJP tactic to misuse the Election Commission to win elections. Guidelines to counter polarisation: The recent violence in Murshidabad and other incidents of communal tension have fuelled polarisation in the state. The BJP has alleged that Hindus are not safe under the TMC rule. Insiders believe Banerjee will use the stage to instruct party workers on how to counter this polarisation strategy and retaliate effectively. Operation Sindoor and Pahalgam attack: Although the TMC has supported the central government's decisions on dealing with Pakistan and even sent Abhishek as part of an international delegation, the party has raised several questions on the issue. Insiders believe Banerjee may attack the BJP government over intelligence failures related to recent incidents such as the Pahalgam attack. Women's issues, from RG Kar to Kasba rape allegations: Despite being a woman Chief Minister and despite schemes like Lakshmir Bhandar that have earned the party significant support among women voters, the TMC has faced embarrassment over incidents like the RG Kar case and the Kasba rape allegations. In Kasba, reports involving former leaders of the party's student wing have tarnished the TMC's image. Party leaders believe Banerjee will use the stage to give a strong message to the youth and may issue strict directions regarding party discipline. Factionalism within TMC: Factional fights are common in the TMC, but insiders expect Banerjee to send a clear message that such infighting should not harm the party's prospects, especially ahead of crucial elections. Economic negligence by Centre vs Bengal's development model: Banerjee is also expected to highlight how the central government has allegedly deprived Bengal of funds, yet the state has continued its development initiatives. With 15 years of anti-incumbency to counter, insiders say Banerjee will instruct workers to spread the message of Bengal's development and also prepare them to fight fake news. BJP's counter-strategy While the BJP has planned a North Bengal Secretariat gherao, its state president will be in Delhi to attend the Parliament session. The BJP has said on record that this will be Banerjee's last Martyrs' Day rally in power. However, there is no doubt that all eyes will remain on Mamata and Abhishek Banerjee's addresses from the July 21 stage.
