Prisoners involved in narcotics cases outnumbered prison's capacity in Vizag
2
Visakhapatnam: The central prison in Visakhapatnam is facing a severe overcrowding crisis, with inmates held for narcotics-related offences — primarily ganja — far exceeding its sanctioned capacity.
Designed to house 914 prisoners, including 80 women, the prison currently holds 1,764 inmates, nearly double its intended limit.
Of these, 1,020 inmates are linked to narcotics cases, comprising 47 male convicts and 973 undertrial prisoners. Around 58% of the total prison population is now made up of individuals accused or convicted under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
Speaking to TOI, jail superintendent M Mahesh Babu noted that over 55% of undertrial prisoners are in custody due to cannabis-related offences.
He added that nearly 300 inmates from other states have been held for six months to a year, struggling to secure bail due to legal and logistical hurdles.
The NDPS Act categorizes offences based on the quantity of drugs seized: up to 1 kg, between 1–20 kg, and above 20 kg. While bail is relatively easier for the lowest category, those caught with larger quantities — especially over 20 kg — face prolonged detention, often exceeding a year.

With increasing inflow of the inmates in Vizag central prison, the prisons department transferred around 175 prisoners to Rajahmundry central prison a few months ago as a temporary relief measure.
Explaining the reasons for accused in cannabis cases finding it difficult to get bail, advocate and special public prosecutor for customs, NCB and DRI, YN Srinivas said majority of the accused and inmates in narcotics related offences are linked to detection of commercial quantities of ganja (above 20 kgs ).
Similarly, the accused are from other states and who do not have any connections in Vizag, because of which they cannot secure the local Sureties.
Courts cannot jump to a conclusion that the accused has not committed the offence and hence courts are not granting bail in case of commercial quantity as defined in the NDPS Act. This is one of the major issues which resulted in overcrowded prisons, he added.
The parliament/legislature has to amend bailing provisions in Bharatiya Nagarik Suraksha Sanhita (BNSS), so as to reduce the overcrowded jails by releasing accused giving liberties.
Remember one thing " Bail is the rule and jail is an exception", Srinivas added.
Additional barrack at Vizag central prison
Mahesh Babu said the govt has sanctioned for the construction of one additional barrack at Vizag central prison to tackle the issue of overcrowding. The works for the new barrack will commence in the coming months and the barrack will accommodate over 200 inmates, he added.
Andhra Pradesh has four central prisons located at Vizag city, Rajahmundry, Nellore, and Kadapa. The prison population has been increasing in the state for the past few years. Among all the central prisons, Vizag prison has the largest inmates.

Delhi HC seeks clarification on SC's observations on 'Udaipur Files' movie
The Delhi High Court on Thursday sought a clarification from the parties on the observations made by the Supreme Court in related proceedings pertaining to release of movie "Udaipur Files" which is based on tailor Kanhaiya Lal murder case . A top court bench of Justices Sudhanshu Dhulia and Joymalya Bagchi on Wednesday refused to urgently list a plea challenging screening of the movie and orally observed: "Let the film be released". The top court observation was made after a counsel, appearing for one of the accused in the murder case, said the release of the film will prejudice the trial. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 21st Century Skills Start with Confident Communication Planet Spark Learn More Undo The high court on Wednesday directed the producer of "Udaipur Files" to arrange its screening for those seeking a ban on it. The film is scheduled for release on July 11. On Thursday, a division bench of Chief Justice DK Upadhyaya and Justice Anish Dayal of the high court referred to the apex court's observations made earlier and asked the lawyers whether the apex court allowed the release of the movie. Live Events "In newspapers we saw the matter was in SC, which was refused, saying 'let the screening go on'," the HC bench said. Senior advocate Kapil Sibal, appearing for the petitioners seeking a ban on the movie, submitted that only listing of the matter was requested before the apex court, not a stay. "Mentioning was rejected, not the request for stay. The SC did not even see the case file," Sibal said, requesting time to get a clarification from the top court on Wednesday's observation on release of the film. The apex court's observations on the issue was reported in media. The high court would hear the plea again at 2.30 PM. Udaipur-based tailor Kanhaiya Lal was murdered in June 2022 allegedly by Mohammad Riyaz and Mohammad Ghous. The assailants had later released a video claiming the murder was in reaction to the tailor allegedly sharing a social media post in support of former BJP leader Nupur Sharma after her controversial comments on Prophet Mohammed. The case was probed by the National Investigation Agency and the accused were booked under stringent Unlawful Activities Prevention Act (UAPA), besides provisions under the Indian Penal Code. The trial is pending before the special NIA court in Jaipur.

Spurious toddy menace in Telangana comes under scanner
With 28 people falling ill after allegedly consuming adulterated toddy in Kukatpally, Hyderabad, the menace of illicit liquor in Telangana has come under lens again. Data from the Telangana Prohibition and Excise Department reveals that between 2014 and June this year, 39,176 toddy-related incidents have been reported across the State. These mainly included illegal brewing of toddy, unauthorised toddy shops, and cases of adulteration by using pharmaceutical and chemical substances. Over 13,338 people fell ill due to such cases in this period. The cases peaked in 2015, with 11,257. A sharp decline followed, with just 362 and 361 cases in 2021 and 2022, respectively. However, 2023 saw a spurt, with 4,832 cases, nearly 13 times the previous year's tally. In the first half of 2025 alone, 516 cases have been registered. According to the data, 1,277 cases involved adulterated toddy and over 47 lakh litres of spurious toddy have been seized. Toddy has been mostly found laced with substances such as chloral hydrate (a sedative), alprazolam (anti-depressant), and diazepam (commonly used in sleeping pills) to enhance potency or mimic the intoxicating effects of alcohol. 15,500 kgs harmful drugs seized in over 10 years Around 15,500 kgs of these harmful drugs have been seized from 2014 to June 2025. In 2024 alone, 29 such cases led to the seizure of 1,529 kgs of chloral hydrate, nearly 29 kg alprazolam, and 1.52 kg diazepam. Although fewer cases of adulterated toddy have been reported till June 2025, only 13 so far, officials recovered over 437 kgs of chloral hydrate, nine kgs of alprazolam, and 17 grams of diazepam. Despite consistent and careful sampling by Excise officials (over 62,865 samples tested since 2014), new and innovative ways to spike liquor have startled them. So far, the department had shut down 12,175 illegal toddy shops in Telangana. 2 major cases A senior Excise official, who requested anonymity, said that Telangana has seen two major cases of adulterated toddy in a span of three months — one in Banswada in April and the latest in Kukatpally. 'The department is concerned and will take stringent action against those involved in the sale of spurious toddy,' he said. When toddy samples test positive for banned substances like alprazolam or diazepam, cases are booked under the Narcotic Drugs and Psychotropic Substances (NDPS) Act 1985. In cases, where toddy is diluted with water, or mixed with sugar, no action is taken. In cases of adulteration with non-NDPS substances such as chloral hydrate, cases are booked under separate sections. 'To curb this menace, we have now been directed to collect toddy samples from across the State for testing. The department will carry out inspections to monitor outlets operating without licences or engaging in illicit mixing practices,' he added. Hyderabad has 97 licenced toddy outlets.
