Authorities clamp down on foreigners operating 'prebet sapu' in KL
These activities have raised public concern over safety and the livelihoods of licensed taxi and e-hailing drivers.
Kuala Lumpur RTD director Hamidi Adam said a special operation was launched earlier this month following complaints from the public.
The operation was prompted by an incident on July 13 near an embassy along Jalan Ampang, where enforcement teams were deployed to monitor the area closely.
"Several offences were detected during the operation, including illegal parking on yellow lines, cracked windscreens, tinted windows, and the absence of official e-hailing stickers.
"However, no foreign-driven vehicles were found offering "prebet sapu" services during the surveillance," Hamidi was quoted as saying by Harian Metro.
He added that the RTD has carried out several other targeted operations since early last year, including Ops Transporter and Ops PEWA.
Ops Transporter focused on busy public areas such as LRT Taman Melati, Wangsa Walk Mall, Setapak Central and KL East Mall. It resulted in 23 vehicles seized and 12 notices issued.
"A total of 10 local individuals and 13 foreigners from countries including Afghanistan, Somalia, Indonesia, Bangladesh, Yemen and Egypt were issued summonses and compounds under the Road Transport Act and the Land Public Transport Act," Hamidi said.
Offences detected included operating prebet sapu services, driving without valid licences, misuse of vehicle licences, and illegal window tinting.
Ops PEWA, conducted throughout last year, led to 243 summonses and the seizure of 101 cars and motorcycles involving foreign drivers.
Hamidi urged the public to report illegal taxi activities through RTD's official complaint channels.
Meanwhile, Kuala Lumpur Immigration director Wan Mohammed Saupee Wan Yusoff said his department remains vigilant in monitoring foreigners involved in such operations.
"The Immigration Department does not remain idle and takes public concerns seriously," he said.
He added that even though no formal complaints have directly linked undocumented migrants to "prebet sapu" activities, enforcement action would be taken if immigration laws are breached.
"Anyone suspected of abusing their immigration pass will be arrested and investigated immediately," Wan Mohammed Saupee said.
He said that all foreigners must possess valid travel documents and immigration passes. Misuse of such documents, including working without permission, will result in stern action under the law.
The joint effort by the RTD and Immigration Department comes amid growing concerns over illegal taxi operations run by foreigners, particularly near embassies and major roads in Kuala Lumpur.

Over 50 luxury vehicles seized during JPJ operation
KUALA LUMPUR: A Rolls-Royce worth RM3mil was among 53 luxury vehicles seized during a three-day enforcement operation by the Road Transport Department (JPJ) around the Klang Valley. The crackdown, codenamed "Ops Luxury 2.0", was conducted by Kuala Lumpur JPJ based on intelligence gathering and public tip-offs. JPJ senior Enforcement director Muhammad Kifli Ma Hassan said various offences were detected during the operation, including expired road tax, lack of valid insurance, expired or non-existent driving licences, and the display of unregistered number plates. "The operation was carried out under the Road Transport Act 1987 (Act 333) and related regulations," he told reporters on Friday (Aug 1). Initial investigations revealed that three of the seized high-end vehicles were being driven by foreigners without valid road tax or insurance coverage. "These vehicles were rented, while some were owned by companies where the individuals were employed. "One of the foreign drivers was also found using a fake international driving permit, allegedly purchased in Dubai for RM5,000. "Among the other vehicles seized were a Lamborghini, a BMW i8, and an Aston Martin. Muhammad Kifli said some of these vehicles had reportedly not renewed their road tax since 2022. He said that there are currently more than 1,000 luxury vehicles nationwide flagged by JPJ for not having valid road tax or insurance. He stressed that JPJ would not practise selective enforcement and would continue taking firm action regardless of vehicle type or status. "We will not compromise with anyone who fails to comply with traffic regulations," he said.

Filipino man nabbed at Kota Kinabalu Airport over fake travel pass
KOTA KINABALU: A 21-year-old Filipino man was arrested at the Kota Kinabalu International Airport (KKIA) for allegedly attempting to leave the country using a travel pass with forged endorsements. The man was stopped by the Malaysian Border Control Agency (MBCA) during a routine inspection yesterday. Authorities discovered that the man had a Social Visit Pass bearing an entry endorsement dated July 28 and an exit endorsement dated July 30. Checks with the Immigration Department revealed that neither stamp was recorded in the system, raising suspicions of forgery. Featured Videos "The suspect was detained for allegedly attempting to mislead authorities about the actual duration of his stay in Malaysia. "Further inspection also uncovered two boarding passes in the suspect's possession — one for a flight to Kuala Lumpur on July 30, and another to Manila, Philippines, the following day," MBCA said in a statement today. MBCA said it was investigating the purpose of holding both passes to identify the suspect's modus operandi. The man has since been handed over to the Immigration Department's enforcement division in Kota Kinabalu for further investigation under Section 56(1)(l) of the Immigration Act 1959/63 for possession or use of forged documents. MBCA warned that it takes any attempt to forge travel documents seriously and will continue to tighten controls at all national entry points to safeguard the country's security and sovereignty.
