Monsoon session likely in mid-July, crowd management bill to steal focus

Bengaluru: Although BJP, the principal opposition party, has been demanding a special session of the legislature to debate the recent stadium stampede tragedy, the govt is leaning towards holding a regular monsoon session in mid-July.
Authorities have tentatively fixed July 14 as the start date for the session though the cabinet, will discuss the session's schedule at the next meeting.
"A two-week session with 10 working days in mid-July fits well before the festival season," said a senior official from the parliamentary affairs department. "The cabinet may either set the dates or authorise the chief minister to decide and advise the governor accordingly."
By convention, the gap between two sessions should not exceed six months. Since the budget session — the previous one — ended on March 21, the govt has until the third week of Sept to convene the next session.
But CM Siddaramaiah is said to be in favour of an early session amid BJP's pressure over the stampede tragedy that claimed 11 lives during RCB's IPL victory celebrations. Siddaramaiah reportedly wants to end the public discourse by facilitating a debate on the incident in the assembly.

Deputy chief minister DK Shivakumar, addressing the controversy, urged the opposition to use parliamentary procedures rather than protests. "It is an unfortunate incident," he said. "We took stern action, including suspending police officials and ordering a judicial probe. Let the opposition debate the issue in the assembly instead of creating a public spectacle for political gain."
The session is expected to begin with the assembly ratifying revocation of suspension of 18 BJP legislators.
These MLAs were suspended on the last day of the previous session on charges of indiscipline and unruly behaviour, even as the opposition demanded a judicial investigation over the alleged honey trap targeting cooperation minister KN Rajanna and other members. Speaker UT Khader decided to revoke the suspensions after Siddaramaiah intervened, but rules demand the decision must be ratified through a resolution.
The session is likely to be stormy as BJP and JD(S) are preparing to corner the govt over the stampede tragedy. In response, the govt plans to introduce a bill on crowd management.
"We want to bring in a policy for crowd management and it is the need of the hour. We will prepare a framework, and a bill may be introduced," said Shivakumar.
Parliamentary affairs minister HK Patil said the govt has already prepared a draft bill, while home minister G Parameshwara, whose department is expected to pilot the bill, said standard operating procedures on managing crowds during big events are being considered for inclusion in the proposed legislation.
Other legislations likely to come up include the Gig Workers Welfare Bill, currently in the form of an ordinance, and the Rohith Vemula Bill aimed at protecting Dalit students in higher educational institutions. The contentious proposed bill to increase work hours in the private sector is also expected to generate debate, along with the proposed caste census.

West Bengal Leader of Opposition and BJP leader Suvendu Adhikari alleged that attendees at the TMC's Martyrs' Day rally in Kolkata were lured with 'alcohol and biryani' and questioned the authenticity of the crowd. His remarks came as he addressed a gathering at the BJP Yuva Morcha's 'Uttar Kanya Chalo' rally in Siliguri on the same day when the TMC held its July 21 Shaheed Diwas rally in Kolkata. The BJP Yuva Morcha-organized rally commenced from Tinbatti More, proceeded through Uttar Kanya before concluding at the Chunavati Ground in Fulbari. 'Under this scorching heat, we walked for three kilometre. We couldn't give vehicles, egg rice, or even water, yet you all chose to walk alongside us at a time when North Bengal is witnessing 40-degree temperature. I am really happy about this,' Adhikari said. 'In West Bengal, on July 21 no one can hold any programme because the queen of thieves is holding a public meeting at Dharmatala. Thousands of thieves and Rohingya are sitting in the front (row) as the CM is addressing the public,' Adhikari said. He mockingly added that 'no one will steal anything, no dacoity will take place in Bengal today (Monday), as all the goons have gathered at Dharmatala,' he said. He praised BJYM state president Indranil Khan for organising the rally on the same day as the TMC's event. Adhikari also called for the implementation of a National Register of Citizens (NRC)-like process, akin to what was seen in Bihar. 'We want a Bihar-like Special Intensive Revision to be implemented here as well. The Hindus who have come from Bangladesh are refugees. The Muslims here should not worry, but Rohingya and Bangladeshi Muslims will not be there in the electoral roll,' he said. However, at the TMC rally, Chief Minister Mamata Banerjee opposed the prospect of such an implementation, stating that she would protest in Delhi if it were to happen. The BJP leader accused the state government of obstructing development initiatives, claiming, 'Modi wanted to open AIIMS in North Bengal, but she didn't let us do so.' Adhikari also said, 'If anyone wants to save Hindus, then throw Mamata out of power. People have now realized how the TMC government fooled and exploited them.' NEW DELHI: A Parliamentary panel, headed by BJP leader Baijayant Panda, has favoured continuing tax exemption on anonymous donations made to religious-cum-charitable trusts in the new Income Tax Bill, saying any removal would have an adverse impact on not-for-profit organisations. The 31-member Select Committee of the Lok Sabha that examined the new Income Tax Bill, 2025, also suggested allowing taxpayers to claim TDS refund even after the ITR filing due date without paying any penal charges. The Committee has recommended changes in the Income Tax Bill, 2025, which will replace the six-decade-old Income Tax Act, 1961. The 4,575 page report, which was tabled in the Lok Sabha on Monday, also made suggestions for sweeping changes in the way the new Income Tax bill, 2025, was to treat income of non-profit organisations (NPOs), while commending tax department's move of replacing the dual concepts of "previous year" and "assessment year" with a single, unified term: "tax year" "The adoption of a single, consistent 'tax year' streamlines tax period references throughout the legislation, making the law more accessible and easier to understand," the report said. With regard to NPOs, the government in the new bill has exempted from tax anonymous donations received by purely religious trusts. However, such donations received by a religious trust that may also have other charitable functions, like running hospitals, and educational institutions, will be taxed as per law.

Kolkata: West Bengal Chief Minister Mamata Banerjee on Monday announced that the Trinamool Congress (TMC) will launch weekend protest programmes across the state starting July 27, in response to the alleged harassment of Bengali-speaking people in BJP-ruled states. She described this protest programme as yet another "Bhasha Andolon" (Language Movement). Historically, 'Bhasha Andolan' was a political movement in what was then East Pakistan, advocating for the recognition of Bangla as an official language of the country, which ultimately led to the emergence of Bangladesh as an independent nation after erstwhile East Pakistan was liberated from Pakistan in 1971. 'The weekend protests on every Saturday and Sunday will start throughout West Bengal from July 27 and will continue till the state Assembly elections next year. This will be another 'Bhasha Andolon'. We will not tolerate any attack on the Bengali language. We are getting information that Bengali-speaking people are selectively targeted, harassed, and detained in BJP-ruled states,' the Chief Minister said while addressing Trinamool Congress's annual Martyrs' Day rally in central Kolkata on Monday afternoon.. Speaking on the occasion, she gave a call to Bengali-speaking people nationwide to participate in the protests from their respective places by speaking in the Bengali language to the maximum possible extent. 'Organise protest programmes in your way against this attack on the Bengali language. Speak in Bangla as much as possible. Let us together take an oath to protect the language, which is the second most-spoken language in India and Asia and the fifth most-spoken language in the world,' the Chief Minister said. She also cautioned the BJP that the second 'Bhasha Andolon' could not be suppressed by the use of force, and Trinamool Congress could not be stopped from leading the movement. 'Trinamool Congress's asset is that the party is the product of spontaneous love of the people of Bengal. Those who think that by abusing me and Abhishek, they will finish Trinamool Congress are mistaken. They will not be able to finish us by unleashing central agencies like the Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) against us,' the Chief Minister said. She also launched a scathing attack against the Union Government, accusing the latter of deliberately stopping payments under various centrally-sponsored schemes to the West Bengal government. 'However, despite that, we are carrying on with those projects in West Bengal from our funds. This we are doing despite paucity of funds,' the Chief Minister said.
