Kottayam: A 36-year-old building contractor, Vishnu S Nair of Ramapuram, and his wife, Rashmi (34), a nursing superintendent at a private hospital, were found dead at their rented house in Panakkapalam near Erattupetta on Monday.
Syringes were found lodged in their bodies. Police suspect the couple died by suicide due to financial liabilities.
Relatives have blamed blade mafia gangs based in Kaduthuruthy for their deaths. They claimed that staff from private moneylenders had visited their rented house and Vishnu's family home in Koodappulam on Sunday. Some men had threatened and assaulted Vishnu, who had been facing severe financial difficulties following the Covid pandemic, they said.
Police are verifying the call records of the deceased to ascertain if they faced such threats.
Vishnu was active in public life and had served as president of the Congress Party's Ramapuram mandalam committee earlier. He was the general secretary of the committee now, but he had taken a break from political activities due to financial issues.
The couple, who had no children, had been living on the ground floor of a two-storey building in Panakkapalam. On Monday morning, Rashmi's mother tried calling her but received no response. She then asked the upstairs residents to check on them. The residents found the main door open and the bedroom locked. The house owner was alerted and the door was forcibly opened. The couple were found dead inside the room, lying in an embrace.
Forensic and fingerprint experts arrived at the house and examined the scene. The bodies were handed over to the relatives after post-mortem. The funeral will be held at the family residence in Koodappulam at 2pm on Tuesday.

‘Failed to understand decorum': Delhi High Court slams another lawyer who appears for virtual hearing from park

The Delhi High Court Saturday pulled up a woman lawyer who turned up for a virtual hearing from a park and reiterated that bar associations should sensitise their members about maintaining decorum while appearing in hybrid courts. After noting the advocate, who was appearing through videoconferencing, moving around in a park while dealing with a bail petition, Justice Girish Kathpalia recorded in his order, 'Some counsel has appeared through videoconferencing, using her mobile phone, while moving around in a park and on being asked, she informs that she is standing in Agra court.' 'Despite repeated directions, certain sections of the Bar have failed to understand (the) decorum of the court. The facility of videoconferencing, which was started during (the) Covid pandemic, was extended in order to ensure that the counsel may appear through videoconferencing sitting in his/her office so that the counsel is spared of running around in different court complexes in Delhi. But this does not mean that the counsel would appear standing in a park,' said Justice Kathpalia. The court noted that similar directions had been issued earlier and sent to all bar associations across Delhi, with a request to sensitise their members, however, it appeared that this had not been done. In a similar incident in January, when another advocate appeared from a park, Justice Kathpalia emphasised that 'hybrid courts also are courts only'. He noted that advocates were not following specific directions to maintain court decorum while appearing virtually. In its order then, the court requested the Delhi High Court Bar Association (DHCBA) as well as bar associations of all districts of Delhi to 'sensitise the members of the Bar with regard to appearance in hybrid court'. In both cases, Justice Kathpalia refused to mark the appearances of the advocates while recording that the litigant must not be affected. In the latest order, he issued a notice to the prosecution regarding the bail plea.

Interpret rules beneficially to protect families of staff posted at ‘non-family' stations: HC

Chandigarh: The Punjab and Haryana high court has held that families of govt staff transferred to "non-family stations" with harsh conditions or security concerns should be allowed to retain their official accommodation. The court emphasised a "beneficial interpretation" of rules to prioritise the welfare and stability of employees' families. The ruling came from a division bench of Justice Anupinder Singh Grewal and Justice Deepak Manchanda, who dismissed a petition by the Centre. The Union govt had challenged a Central Administrative Tribunal (CAT) order that quashed a penal rent imposed on a joint director of the Military Engineering Service (MES) from July 16, 2020, to Dec 2, 2020. The case involved an MES officer initially posted in Chandigarh, who was allotted a Type-V house in Sector 38-A in May 2012. Upon transfer to the Leh zone in Oct 2015, a non-family station, he was permitted to retain his Chandigarh accommodation. He was subsequently transferred to another non-family station, Udhampur zone, in June 2018, and was again granted permission to retain the Chandigarh accommodation until June 18, 2020. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 'I couldn't hear my grandchildren anymore...' – Find out how she did it. Hearing Magazine Undo Due to the Covid-19 pandemic, an extension was granted to all allottees until July 15, 2020. When the officer failed to vacate, he was issued a show-cause notice for unauthorised occupation and directed to deposit penal rent. He eventually vacated the accommodation on Dec 2, 2020, after depositing Rs 4,39,764 as penal rent. The CAT later quashed the penal rent order, prompting the central govt to appeal to the high court. The high court, however, upheld the CAT's decision, observing that the transfers to Leh and Udhampur should be considered independent, allowing the officer to retain accommodation for three years from the June 18, 2018, transfer, or until June 30, 2021, whichever was earlier. In its detailed order released Monday, the bench stated that the officer could not be deemed an unauthorised occupant, thus invalidating the penal rent. The court further directed the government to refund the penal rent to the officer's family, as he passed away during the litigation, with interest, within one month. The high court also reiterated a fundamental legal principle: when statutory provisions are clear, they must be given their natural meaning. The court emphasised that it is not the role of the judiciary to delve into legislative intent or alter the wording of the law, as that power rests solely with the legislature.
