Big leap forward: UP makes strides in edu at schools

Lucknow: Improving its score by 27 points, UP climbed up the ladder of performance in school education.
The latest Performance Grading Index (PGI) report released by the department of school education & literacy, Union ministry of education, shows UP scoring 528.1 out of 1,000, achieving Akanshi-1 grade (third lowest) as defined in the report for the 2023-24 session.
The state improved its score from 501.9 points in the 2021-22 session and 499.8 in the 2022-23 session, achieving the second lowest of Akanshi-2 grade. None of the 28 states and eight Union territories were able to finish in the top four levels — Daksh, Utkarsh, Ati-Uttam, Uttam — with Chandigarh scoring the highest of 703 and making it to the Pracheshta-1 grade level.
Additional chief secretary, basic and secondary education, Deepak Kumar told TOI that the report clearly validates the CM's vision to make UP a frontrunner in quality education and an education hub.
"From Operation Kayakalp and NIPUN assessments to continuous training of teachers and slew of innovative measures, these innitiatives have helped us score better," Kumar said.
Overwhelmed with UP's performance, director general of school education, Kanchan Verma said, "Our learning outcomes and equity domain remains the same as it is measured via the National Achievement Survey (NAS). NAS for the year 2021 is yet to be released. Therefore, improvements are shown only on infrastructure, teacher training." While no state could make it to Pracheshta-2, 10 states/UTs, including Punjab, Delhi, Gujarat, Odisha, Kerala, Haryana, Goa, Maharashtra, Rajasthan and Daman & Diu & Dadra & Nagar Haveli, achieved scores between 581 and 640, thereby achieving the Pracheshta-3 grade level.

Jaipur: Union Minister of State for Social Justice and Empowerment, Ramdas Athawale, on Wednesday said the Central government under Prime Minister Narendra Modi is committed to ensuring justice and development for all sections of society. Addressing a press conference in Jaipur, the Minister said that through various public welfare schemes, efforts have been made to uplift 25 crore people from poverty. He highlighted that due to the economic policies of the Central government over the last 10 years, India has become the world's fourth-largest economy. Athawale shared that in the Union Budget 2025-26, the government has allocated Rs 1,68,478 crore for the welfare of Scheduled Castes, an increase of 2 per cent or Rs 2,960 crore from last year. For Scheduled Tribes, Rs 1,29,249.75 crore has been allocated, up by Rs 4,340.8 crore compared to the previous year. Under the Pradhan Mantri Jan Dhan Yojana, over 55.69 crore bank accounts have been opened across the country, including 3.71 crore in Rajasthan. Under the Pradhan Mantri Mudra Yojana, loans worth Rs 34.32 lakh crore have been given to 53.85 crore beneficiaries nationwide. In Rajasthan, 2.30 crore people have received loans amounting to Rs 1.81 lakh crore. Athawale said that under the Pradhan Mantri Ujjwala Yojana, 10.33 crore LPG connections have been distributed nationwide, with 73.81 lakh connections in Rajasthan. Under the Pradhan Mantri Awas Yojana, around 4 crore houses have been sanctioned. He also informed that over 9.62 crore people across the country have benefited from the Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana. In Rajasthan alone, more than 73 lakh people have received healthcare benefits under this scheme between 2018 and 2025. He reiterated that the Central government is dedicated to the holistic development of the country, ensuring that benefits reach the last person in the queue.

Kochi: High court on Wednesday sentenced P K Suresh Kumar of Alangad, Ernakulam, to undergo simple imprisonment for three days and to pay a fine of Rs 2,000 in a criminal contempt case relating to derogatory and scandalous remarks made against HC judges through social media. A bench of Justices V Raja Vijayaraghavan and Jobin Sebastian passed the order in a suo motu criminal contempt proceedings initiated against Kumar over a series of Facebook posts. The contemnor had previously been discharged in another suo motu contempt case after tendering an unconditional apology for similar conduct. However, shortly thereafter, he resumed posting contemptuous material from the same social media account. HC noted that Kumar, in his posts, alleged that judges on the devaswom bench were functioning under the influence of the 'Sangh Parivar' and external agencies, rendering judgments to appease such factions. In another post he alleged that a judge had publicly endorsed the Sangh Parivar to secure personal benefits. Rejecting this defence, the court observed that while fair and temperate criticism of judgments is permissible, comments based on distortion and aimed at vilifying the judiciary cannot be countenanced. The bench held that the posts, taken as a whole, were intended to undermine public confidence in the independence and integrity of the judiciary. The insinuation that judgments were rendered to secure personal advancement or at the behest of politically aligned advocates amounts to an allegation of judicial dishonesty, HC said. After finding Kumar guilty of contempt, the court considered his plea for leniency, citing his family responsibilities. Accordingly, he was sentenced to three days' simple imprisonment and a fine of Rs 2,000, payable to the secretary, Kerala State Legal Services Authority. Following the pronouncement of the sentence, Kumar requested a day's suspension of the sentence, but the bench declined the plea.

Schools to remain shut in Motihari tomorrow

Motihari: East Champaran DM Saurabh Jorwal has ordered the closure of all educational institutions, including private and govt schools, coaching centres and anganwadi centres on July 18 in view of Prime Minister Narendra Modi's rally in Motihari. Speaking to reporters, the DM said the decision was made to manage the traffic congestion in urban and rural areas due to the high turnout expected for the PM's public meeting. The order was issued under Section 163 of the Indian Civil Security Code, 2023. "There is a possibility of a huge crowd gathering at the venue and surrounding areas once the PM arrives," he said. Senior BJP leaders, including both deputy CMs and the party's state president Dilip Jaiswal, have claimed that three to four lakh people will attend the Motihari rally, calling it a "historic" event. DM Jorwal said the railways would run special trains from various directions to facilitate travel from Sheohar, Muzaffarpur, Sahebganj, West Champaran, Ghorasan and Raxaul. Union minister of state for coal, Satish Chandra Dubey, added that people from Bagaha and Valmikinagar would also be attending. SP Swarn Prabhat said extensive security and traffic arrangements had been made for the PM's visit. "Preparations are in the final stages. The entire town is on high alert," he said. A revised traffic route plan and a list of 10 designated parking areas have been issued to ensure smooth movement and crowd control. The SP added that while attendees will be permitted to carry mobile phones, bags and water bottles will not be allowed inside the venue. Drinking water facilities will be available at multiple points, including inside the main hangar.
