PETALING Jaya City Council (MBPJ) officers have been warned to expedite handling ratepayers' complaints or be given show-cause letters.
Petaling Jaya mayor Mohamad Zahri Samingon said this was to tackle delays as well as boost accountability within MBPJ amid growing public discontent, especially with the increase in assessment rates this year.
He said officers must address complaints lodged through the Public Complaints Management System (Sispaa) in a speedy manner.
'For example, if the complaint was lodged in March and if in June there is no response, I will issue the letter.
'The staff will have seven days to show reasons as to why they didn't take any action or reply to the complaint.
'The staff must provide answers and if I cannot accept their reasoning, I will take disciplinary action,' Mohamad Zahri said at the city council's full board meeting at MBPJ headquarters.
He said this in response to Zone 19 councillor Nalina Nair's meeting postponement speech highlighting the lack of response by MBPJ to a complaint about a collapsed drain in SS20. Mohamad Zahri: Staff have seven days to answer show-cause letter.
Mohamad Zahri said staff must acknowledge and reply to the complaint and not keep silent.
'People become angry because there is no reply to their complaints.
'We also need to give a reasonable time estimate as to when the problem will be resolved,' he added.
At the meeting, Nalina said the collapsed drain in Jalan SS20/6 resulted in a deep hole on the walkway, which was dangerous.
The first complaint, she said, was made by residents in February this year, but there was no response, and in April, when councillor Yip Sean Yi followed up, again no clear answer was provided.
'On June 12, I raised this matter in the Infrastructure, Traffic and Public Facilities committee meeting, but was told that the department had not been to the location to assess the problem or propose a solution.
'On June 17, this matter was brought up again but the answer received was still lacklustre.
'Finally, after a few councillors and I went to the location, took photos and forwarded the complaints in the Councillor Complaints Whatsapp group, action was taken the next day.'
Nalina stressed that the increase in assessment rates meant that people expected faster, more transparent and more effective work from MBPJ.
'Their complaints must be answered promptly and repair works carried out properly with continuous monitoring,' she said.
She cited another example of a complaint regarding a broken bench at a park in Section 1.
'The usual answer given in meetings is that there is no allocation, whereas small works to remove dangerous objects from public areas do not require large expenditure.

'We need to rethink the process of budget management, contractor appointment, and work implementation so that the effectiveness of the work can be improved and allocation used wisely,' she added.
On the issue of dengue cases in Petaling Jaya, Mohamad Zahri said a total of 1,194 cases had been reported as of June 7, which was an 18% increase compared to the previous week.
'Currently, 19 outbreak localities have been identified, including two hotspots, reflecting the urgent need to improve comprehensive dengue prevention and control.
'Among the main contributing factors to the increase in dengue cases are low environmental cleanliness, illegal gardens, empty houses and abandoned reserve lands.
'This situation is further exacerbated by the careless attitude of a few communities who are less aware of the dangers of dengue,' he said in his speech at the meeting.
Mohamad Zahri said Petaling district was among areas with the highest cases in Selangor, while Damansara Damai was the main contributor to cases under MBPJ's jurisdiction.
'In this area, there are 15 high-rise housing clusters comprising 14,477 residential units, with high population density becoming a risk factor for dengue transmission,' he said.

ECRL cable thefts raise alarm, could derail testing schedule, says MRL CEO

BEIJING, June 23 — The Malaysia Rail Link Sdn Bhd (MRL) has raised concerns over a series of cable theft incidents that could disrupt the planning and operational timeline of the East Coast Rail Link (ECRL) project, which is now at a critical phase ahead of its targeted completion in December 2026. MRL chief executive officer Datuk Seri Darwis Abdul Razak said several theft cases have been detected at specific locations along the ECRL track, which spans Kelantan, Terengganu, Pahang and Selangor. 'These incidents not only raise the cost of repairs and replacements but also risk delaying the train testing and commissioning schedule, which is expected to begin in June 2026,' he said during an interview with the Malaysian media delegation in Beijing. Darwis noted that if CCCC fails to complete the project on time — operations are slated to begin in 2027 — the conglomerate could incur losses of RM1.25 million per day. MRL, a wholly owned subsidiary of the Minister of Finance (Incorporated), is the owner of the mega infrastructure project, while China Communications Construction Company (CCCC) is the main contractor. As the project owner, MRL has lodged police reports on the incidents and is stepping up security measures, including appointing a dedicated security firm to monitor and safeguard ECRL assets on the ground, he said. 'However, we are also counting on continued cooperation from the authorities and local communities to help curb this crime. This is a national project that we must protect together,' said Darwis. He also plans to meet with Home Affairs Minister Datuk Seri Saifuddin Nasution Ismail and the police chiefs of the affected states to seek cooperation and solutions to the issue. The project's completion progress has reached 83.38 per cent as of May this year, on track to meet its completion target of December 2026. Darwis emphasised that 2025 marks the most critical phase of the project, with the installation of communication, information, and signalling systems now underway at the Kota SAS (Sultan Ahmad Shah) Station and soon to proceed simultaneously at other stations. However, since the installation of the systems began in March, the ECRL has been plagued by cable thieves. Aside from Kota SAS, theft cases involving cables and several transformer units have been reported in areas such as Paya Besar/Gambang, Cherating, and Kuantan Port City in Pahang; Chukai, Dungun, and Kemasik in Terengganu; and Pasir Puteh in Kelantan. In other developments, Darwis said the first two Electric Multiple Unit (EMU) train sets, along with two electric locomotives for freight operations manufactured by CRRC Dalian Locomotive & Rolling Stock Co. Ltd, are expected to arrive in Malaysia by the end of this year, with subsequent sets arriving in stages from April 2026. 'System and train testing and commissioning are scheduled to begin in June 2026. This is a crucial phase that will determine our readiness to begin operations,' he said. He also disclosed that 38 tunnels have been successfully bored along the project's alignment, with the final two — Serendah Tunnel 2 and the Genting Twin Tunnel — expected to be completed by the end of this month and early next month, respectively. Darwis also confirmed that all land acquisition work for the main ECRL track from Kota Bharu, Kelantan, to Port Klang, Selangor, has been fully completed, thanks to cooperation from the respective state governments. 'Only a few additional lots are needed to accommodate the electrification system, such as for Tenaga Nasional Bhd, but we've secured 100 per cent of the land acquisition for the main track,' he added. He added that ECRL's cargo services have received encouraging interest from logistics industry players, with early commitments totalling between 800,000 and one million tonnes for the first year of operations, which is scheduled to begin in early 2027. The 665km ECRL Project is the largest infrastructure project under China's Belt and Road Initiative (BRI) in Malaysia and is expected to enhance transport connectivity and catalyse economic growth along Peninsular Malaysia's east coast. — Bernama

MELAKA: The Melaka government is planning to draft a working paper on managing the movement of various categories of public buses to monitor the operations of bus companies and drivers more effectively. State Works, Infrastructure, Public Amenities and Transport Committee chairman Datuk Hameed Mytheen Kunju Basheer said the measure would ensure all bus operators work under existing laws and reduce accidents, especially fatalities. 'There have been many accidents involving tour buses transporting university students recently and so far Melaka lacks any regulations or guidelines on monitoring the operation of such vehicles. 'Therefore the Melaka Road Transport Department (JPJ) and I are planning to draft a working paper to monitor the movement of such buses,' he told reporters here today, adding that the state JPJ will audit 40 high-risk bus operators in the state beginning Monday to ensure they complied with safety aspects, vehicle maintenance, driver administration and their compliance records under the Road Transport Act 1987. 'We have identified all bus operators involved that will be reviewed from various aspects and action will be taken against those violators,' he added.
