
Telangana BC Commission to urge Centre to include 40 castes in Central OBC list
The Telangana BC Commission has decided to urge the Central government to take swift action regarding the inclusion of 40 castes in the Central list of Other Backward Classes (OBC) list.
A review meeting was held at the BC Commission's office at Khairtabad, where various issues, including the collection of government employees' data, were discussed. The commission also decided to hold a review meeting with secretaries of departments that failed to submit the information within the deadline.
Besides, the commission reviewed the arrangements for a public hearing scheduled for June 9, 10, and 11, regarding the 26 omitted castes. To submit a report to the Supreme Court, the commission decided to request the government to provide information from the Social Education Employment Economic Political Caste (SEEEPC) Survey such as details on population, socio-economic, and educational backwardness of these castes.
The panel also reviewed a report submitted by the Nizamabad Collector regarding the social boycott of BCs in Talla Rampur village and appreciated the district administration's efforts in handling the matter.
The meeting was attended by Chairman G. Niranjan, members Rapolu Jayaprakash, Thirumalgiri Surender, Rangu Bala Lakshmi, and Bala Maya Devi, along with Member Secretary Srinivasa Rao, Deputy Director Satish Kumar, and Special Officer Lakshminarayana.

For the first time, SC introduces OBC quota for staff recruitment
The Supreme Court has for the first time introduced reservation for Other Backward Classes (OBCs) in recruitment of its staff. This comes after the top court came out with a roster specifying the post-wise quota for Scheduled Castes (SCs) and Scheduled Tribes (STs) in matters of recruitment and promotion. A gazette notification dated July 3 said that the Chief Justice of India, in exercise of the powers conferred by clause (2) of Article 146 of the Constitution, amended Rule 4A of the Supreme Court Officers and Servants (Conditions of Service and Conduct) Rules, 1961. As per the amended Rule 4A, 'Reservation in direct recruitment to various categories of posts specified in the Schedule, for the candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, Physically Challenged, Ex-servicemen and dependant of Freedom Fighters shall be in accordance with the Rules, orders, and Notifications issued from time to time by the Government of India in respect of posts carrying the pay scale corresponding to the pay scale prescribed for the post specified in the Schedule, subject to such modification, variation or exception as the Chief Justice may, from time to time, specify.' Though the court had a quota for SC/STs, the Rules did not have any provision for OBC quota. Now, it has happened for the first time under CJI B R Gavai. The roster specifying post-wise quota for SCs/STs was done in keeping with the five-judge Constitution Bench ruling in R K Sabharwal vs State of Punjab in 1995. The ruling said that in government appointments, reservation should be post-based (based on the number of posts in a cadre) and not vacancy-based (based on the number of vacancies arising in a given year). The judgment also said there should be separate rosters for direct recruitment and promotion. Under the roster, a post identified for a particular category will continue to remain with it even after the retirement of the person holding the post.

Cong threatens mass protest over OBC quota implementation delay
Bhopal: The Congress on Saturday warned of a statewide agitation if the BJP govt in the state fails to implement 27% reservation for Other Backward Classes (OBCs) without further delay. Congress state unit president Jitu Patwari and LoP Umang Singhar, addressing a joint press conference, said the party would launch protests, rallies and public awareness drives across the state in support of the backward classes. "The BJP's anti-OBC face has been exposed, the Congress will fight till the end," Patwari said. "The BJP govt has crossed all limits of fraud, betrayal and shameful injustice with the OBC community. The state govt is also tampering with the basic structure of the Constitution to prevent the OBC class from getting its rights. Govt committed to providing 27% reservation to OBCs: CM
Bhopal: CM Mohan Yadav has reiterated the state govt's commitment to implementing 27 per cent reservation for Other Backward Classes (OBCs). He said the matter had been delayed in court due to the earlier announcement being made without proper survey or preparation. Officials have now been instructed to draft a bill for the Assembly based on factual, data-driven findings. Yadav said the state govt was actively working to extend the benefit of reservation to those who were left out under the existing 14% quota. In this regard, a 10% reservation for economically weaker sections of the general category has also been implemented. Efforts will also be made to allow students who were unable to join due to court proceedings to now receive their appointments. He further said that the state govt has resolved pending promotion cases of officers and employees. The process of the caste-based census has also been initiated following the initiative of Prime Minister Modi. Yadav expressed these views during a media interaction at Samanvay Bhawan on Saturday.
