Citizens' report card examines performance of Bengaluru MPs and MLAs
The report card captured key performance metrics for individual elected representatives, which include attendance, number of questions raised, number of committees participated in, number of Bills introduced (Private/Government), and number of debates participated in(only for MPs). It also analysed LAD Fund utilisation numbers for MPs and MLAs and the total criminal cases declared in the last election and net worth growth for repeat MLAs and MPs during their last term.
Despite his low attendance, Mr. Surya asked 84 questions in the Parliament and took part in 13 debates, while Mr. Mohan participated only in one debate, where he put a request for e-buses under the PM e-Bus Sewa Scheme for Bengaluru.
C.N. Manjunath, Bengaluru Rural MP, had an attendance of 94%, asked six questions, and took part in nine debates. Mr. Manjunath also led in terms of Local Area Development Fund (LAD) allocation (₹6.3 crore), including the previous and current year's available funds. Mr. Mohan has utilised only ₹47 lakh out of ₹5 crore made available in the current term, as per the data.
Shobha Karandlaje, Bengaluru North MP, has utilised 97.6% of LAD funds.
Among the MLAs, N. Shreenivasaiah of Nelamangala constituency attended 100% Assembly sessions, with only 29% MLAs having greater than 90% attendance, while 3 MLAs had less than 70% attendance. With only 53.62%, Priya Krishna, MLA for Govindraj Nagar, held the last spot.
The report also noted that the Legislative Assembly had only 69 sittings in 2 years. N.A. Haris, MLA for Shanthinagar, asked 230 unstarred questions (the highest among MLAs), while S. Muniraju from Dasarahalli asked the highest number of starred questions (7).
The report further mentioned that only four MLAs have fully utilised the ₹4 crore made available under the Karnataka Legislature Local Area Development (KLLAD) Fund, while almost 1/4th (22%) have allocated more than 90%. 'Overall, ₹40.79 crore of KLLAD Funds currently lie unspent, while potentially ₹4.84 crore may be stuck/forefeited. S. Manjula of Mahadevpura has not allocated any of her ₹4 crore KLLAD funds,' the report said.
The report card was developed by citizen volunteers and student interns at CIVIC Bangalore over a period of six months, using publicly available data sources such as the Lok Sabha and Legislative Assembly websites, LAD scheme dashboards, Right to Information filings and websites of non-governmental organizations such as PRS India and myneta.info, which track legislators nationally.
Speaking at the release of the report, Prakash Belwadi, actor and civic activist, accused MLAs and MPs of prioritising business growth over welfare, adding that citizen pressure is the only check on their apathy.

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Wednesday unveiled a ₹4,800-crore action plan for comprehensive development of the Kuppam constituency that he represents in the Legislative Assembly. 'This will transform Kuppam into a model town and a vibrant hub for solar energy, connectivity, and rural development,' Mr. Naidu said while addressing a public meeting as part of the 'Suparipalanalo Tholi Adugu' programme, at Tummisi village, near Kuppam. Air connectivity Recalling his more than three decades of inseparable bond with the Kuppam region, Mr. Naidu said that plans were afoot to construct a new airport in Kuppam with an investment of ₹850 crore, which 'will contribute to the key growth of the region.' Rejecting the criticism of the YSR Congress Party (YSRCP) over land acquisition for the project, he reiterated that those who part with their lands would be provided suitable compensation. Road widening Mr. Naidu asserted that the modernisation of the Kuppam Railway Station and development of a four-lane highway from Palamaneru to Krishnagiri (in Tamil Nadu) would be expedited. 'The Kuppam-Hosur road widening will usher in phenomenal development of the Kuppam constituency with excellent connectivity to Chennai, Bengaluru, and Kolar. Kuppam has already emerged as a center for inter-State connectivity,' Mr. Naidu said. Solar power Reiterating the government's move to give a big push to the solar energy sector, he said that under the PM Surya Ghar scheme, rooftop solar panels would be set at all the houses in Kuppam. The panels would be installed free of cost for the SC/ST households, while a 40% subsidy would be offered for the Backward Classes. 'Every household will be made power self-sufficient. Solar energy will also be provided to the agriculture sector,' he added. Mr. Naidu pledged continuous drinking water supply to Kuppam this year by completing the Handri Neeva Sujala Sravanthi (HNSS) branch canal to the region at a cost of ₹85 crore, while the total investment on the project would be ₹3,980 crore. The Chief Minister also referred to the plans such as development of road and temples, promotion of dairy sector in Kuppam to take milk production to 10 lakh litres per day, and 'Brand Kuppam' initiative for local products.

Maharashtra BJP leader Prasad Lad claims Rs 3.20 crore from his MLC fund transferred using fake letterhead
Maharashtra Legislative Council Chairman Ram Shinde on Wednesday directed the state administration to take immediate steps to stop the growing cases of illegal transfers of MLC funds by using fake signatures and letterheads of legislators after BJP MLC Prasad Lad raised the issue. In the Council, Lad raised a point of information regarding the transfer of Rs 3.20 crore from his MLC fund without his consent, allegedly in an illegal manner. 'I received a call from the Ratnagiri collector's house about a letter from the Beed district on my letterhead with a list of 36 works for which Rs 3.20 crore from the legislator fund has been transferred. But I had never signed the letter, nor had my letterhead been given to anyone,' Lad told the Council. 'The police have identified the perpetrators in this case. There should be a thorough probe irrespective of the party affiliation of the accused,' demanded Lad. He said even his voice was used through AI on the telephone, and he sought urgent intervention from the state government to stop such fund theft. Legislators from all parties said that they have all faced such attempts, and those are increasing every passing day. 'Even I faced such an attempt when I was the minister. Other legislators like Uma Khapre, Niranjan Davkhare, too, have faced this,' said Chairman Shinde. He added that he immediately filed a police complaint, and the transfer of money was stopped. Shinde directed that the state government should take immediate steps to prevent such theft of funds. 'We have directed the state government. We are hopeful that necessary steps will be taken,' said Shinde. 'There has to be some policy decision on this issue. Technical sides need to be fixed and the state government must take strong action,' added Shinde.

Supreme Court seeks enquiry report from A.P. Government on illegal mining scam involving ex-MLA Vallabhaneni Vamsi
The Supreme Court on Wednesday (July 2, 2025) directed the State of Andhra Pradesh to submit, in a sealed cover, its inquiry report into an alleged illegal mining scam involving former Gannavaram MLA and YSR Congress Party leader Vallabhaneni Vamsi Mohan. The direction was issued by a Bench led by Justice M.M. Sundresh while hearing a petition filed by the State challenging a May 29 order of the Andhra Pradesh High Court, which had granted anticipatory bail to Mr. Mohan in connection with the case. Senior advocate Siddharth Luthra, appearing for the State, submitted that the government had not been granted a proper opportunity to present its case. He said Mr. Mohan was the 'kingpin' of a 'largescale mining scam' and that his custodial interrogation was necessary, citing allegations that he had threatened witnesses. When Justice Sundresh observed that the complaint appeared 'barebones' and lacked material particulars, Mr. Luthra responded that the inquiry report prepared by the State's Vigilance and Enforcement Department was exhaustive. The Bench then directed the State to place the report on record in a sealed cover. Also read: A.P. The illegal activities allegedly took place between 2019 and 2024 across Gannavaram, Bapulapadu, and Vijayawada Rural mandals. The State submitted that Mr. Mohan, during his tenure as MLA, had misused his office and conspired with associates to orchestrate a sophisticated racket involving the fraudulent procurement and misuse of temporary mining permits. The petition claimed that mining permits were obtained using forged documents, including PAN and Aadhaar details of unsuspecting civilians who had been misled into submitting their identity proofs under the pretext of enrollment in government welfare schemes. Further, legal procedures were allegedly bypassed to extract gravel and building stone, with complaints by local police and revenue authorities being suppressed due to Mr. Mohan's political influence. 'The total wrongful loss to the public exchequer due to these fraudulent mining activities has been calculated to be ₹195.04 crore,' the State's petition noted.
