Southwest Monsoon to bring rains over PH
Zambales, Bataan, and Occidental Mindoro will experience monsoon rains. Moderate to heavy with at times intense rains may possibly result in floods or landslides.
Metro Manila, Ilocos Region, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, and Oriental Mindoro will have occasional rains. Floods or landslides are possible due to moderate to heavy rains.
In its heavy rainfall outlook, PAGASA said 50 to 100 mm of rainfall may be expected in Metro Manila, Pangasinan, Zambales, Bataan, Cavite, Batangas, and Occidental Mindoro today.
Visayas, the rest of Luzon, Zamboanga Peninsula, and Northern Mindanao may expect cloudy skies with scattered rains and thunderstorms. Flash floods or landslides may possibly result due to moderate to at times heavy rains.
The rest of Mindanao on the other hand will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms. During severe thunderstorms, flash floods or landslides may possibly result.
Coastal waters will be moderate to rough in Luzon, and slight to moderate in Visayas and Mindanao.
Sunrise was at 5:37 a.m. while sunset will be at 6:28 p.m.
PAGASA also said it started monitoring on Sunday night a low pressure area (LPA).
At 3 a.m., the LPA was estimated to be located at 1,140 km east of Southeastern Luzon.
"Maliit pa ang tsansa nitong maging bagyo in the next 24 hours...Wala tayong inaasahang direktang epekto sa ngayon," PAGASA weather specialist Daniel James Villamil said in the bureau's public weather forecast.
(It has a small chance of developing into a tropical depression in the next 24 hours... No direct effect [on the country] is expected as of now.)
Meanwhile, Severe Tropical Storm Wipha (formerly named Crising when it was inside the Philippine Area of Responsibility) was at 3 a.m. located 1,160 km west of Extreme Northern Luzon.
Wipha has maximum sustained winds of 95 km/h near the center and gustiness of up to 130 km/h.

5 Luzon dams released water amid heavy rains — PAGASA
Four dams in Luzon released water amid the continuous downpour brought about by the Southwest Monsoon (Habagat), state weather bureau PAGASA said Tuesday. PAGASA weather specialist Juan Paolo Pamintuan said the La Mesa Dam in Quezon City; Upper Wawa Dam in Rodriguez, Rizal; Ipo Dam in Bulacan; and Ambuklao and Binga Dam in Benguet released water due to the heavy rains. According to Pamintuan, the La Mesa Dam overspilled as its reservoir water level reached 80.17 meters as of 9 a.m., higher than its normal level of 80.15 meters. 'In-inform tayo ng LGUs ng Rizal at Marikina na nakapag-preemptive evacuation sila. Habagat rains cause flooding in Luzon provinces
Some areas in Luzon were flooded amid the heavy rains caused by the Southwest Monsoon or Habagat on Tuesday, according to reports on GMA Integrated News' Unang Balita. In Bulacan, some residents in Barangay Meysulao in Calumpit town were using boats to move around the area amid the chest-deep floods. Residents were advised to evacuate the area. Makeshift rafts were also used in Guiguinto town. Up to thigh-deep floods hit the town of Malolos. Floods entered some houses after the water in the irrigation system overflowed. Nearly 100 families in Bulakan town evacuated from their homes due to floods caused by rains and high tide. The affected areas were Barangays Santa Ana, Taliptip, and Matungao. Motorists also faced challenges passing thigh-deep floods in Barangay Wawa in Balagtas town. In Iloilo, floods were reported near Dungon Creek in Barangay Calubihan in Jaro, Iloilo City, according to a report of GMA Regional TV's Kim Salinas. Affected residents evacuated as some houses in coastal areas were damaged due to the impact of strong waves. A creek in Barangay Tagbac also swelled, which flooded some nearby areas. According to the city government, 28 barangays were affected. A total of 516 families or 1,352 were staying in 13 evacuation centers. A total of 18 houses were damaged due to strong winds. Heavy traffic was observed in Leganes town due to the floods, which also affected the Leganes Elementary School. Some residents in Barangays Saplad David and Tacasan were using boats and makeshift rafts to cross the floods. While some residents decided to evacuate, some just stayed in their homes because they said they were already used to flooding. Some residents also attended to their fishponds despite the bad weather. A total of 71 people evacuated from their homes, according to the report. In Barangay San Isidro, the roads and an elementary school were submerged in flood. Some houses were also flooded. Meanwhile, in Pangasinan, the livelihood of fishermen in Dagupan City was affected as authorities prohibited sailing due to the threat of big waves and strong currents, GMA Regional TV's CJ Torida reported. PAGASA monitoring 3 LPAs in and outside PAR
Three low pressure areas (LPA) are being monitored inside and outside the Philippine area of responsibility, state weather bureau PAGASA said on Tuesday. As of 8.a.m. Tuesday, July 22, PAGASA said the LPA located 1,140 km east of Central Luzon has a high chance of becoming a tropical depression in the next 4 hours. 'Low Pressure Area (LPA 07g) being monitored inside the PAR and is now 'HIGH' potential of developing into a tropical depression within the next 24 hours,' PAGASA said. The other LPA located 225 kilometers east of southeast Basco, Batanes still has a medium chance of becoming a tropical depression in the next 4 hours. 'Low Pressure Area (LPA 7h) is also being monitored inside PAR and still has a 'MEDIUM' potential of developing into tropical depression within the next 24 hours,' it said. Meanwhile, there is a new LPA was spotted outside the PAR, which PAGASA said has a medium chance to become a tropical depression in the next 24 hours. 'Meanwhile, another Low Pressure Area (LPA 07i) is being monitored outside PAR and has 'MEDIUM' potential of developing into a tropical depression within the next 24 hours,' PAGASA said.
