
Municipalities upgrade infrastructure in low-income settlements
Around ₹ 34 crore was being spent by both the municipalities to improve internal road infrastructure, construct LPG crematoriums, renovate dhobikhanas, construct drains, strengthen storm water drains, upgrade cremation and burial grounds, construct community toilets and parks under their limits.
While the Pondicherry Municipality has taken up works to the tune of around ₹ 17 crore for various projects including construction of LPG crematoriums at Mudaliarpet, Sanniyasithope and Dhobikhanas, almost same amount had been incurred by Oulgaret in improving roads at Jeevananthapuram, Pavanar Nagar, Nesavalar Nagar, Lambart Saravana Nagar and parks at Reddiyarpalayam areas.
The Oulgaret municipality had also constructed LPG crematoriums at Pavazhakaranchavady, Shanmugapuram and upgrade burial ground at Mettupalyam. 'Many of these projects have been completed and others are nearing completion. In a few days, some of these projects will be thrown open to public. Some of the projects like construction of LPG crematorium and renovation of Dhobikhanas have been pending for a long time. Completion of these projects, especially the road infrastructure and construction of park at Pavanar Nagar, will certainly have an impact on the living condition of people in low-income settlements in the town,' a senior official told The Hindu.
Many of the new roads are concrete and provided with drains. Storm water drains are also being strengthened which will contribute to preventing floods during rains. The crematoriums and burial grounds are provided with pollution control equipment, compound wall, solar LED lights, water supply facility, pathway and a green cover in the premises, the official said.
'As far the new LPG crematoriums are concerned, they are provided with two chambers. Incineration is through LPG burners placed in primary and secondary chambers. The gases and suspended matters coming from the primary chamber will be re-incinerated in secondary chamber to reduce the suspended matter in the smoke. A self-supporting 30 m high chimney has been provided taking into account the norms prescribed by Pollution Control Board,' he said.
CITIIS Challenge was launched by the Ministry of Housing and Urban Affairs as a component of Smart City project in 2018. Puducherry was one among the few regions selected by the Ministry to implement sustainable urban infrastructure projects in low income settlements in the country.

Promises of millions of jobs bound to fall flat in India
Tall claims are usually made by political parties that they would create millions of jobs, if they are voted to power. Alternatively, in the same vein they also promise unemployment insurance in case of any delay from their side as regards honouring the promise. Data about job creation in India expose the tall claims as there is no scope for generating employment in such a large proportion, implying that promises on this count are unfounded and far away from implementation. In order to facilitate a meeting between job seekers and job providers, the Union Government launched the 'National Career Service' portal on July 20, 2015. As per the portal' s dashboard, as of May 26 this year, around 47.51 lakh active employers are registered on the portal, though vacancies are only estimated at 9.59 lakh. As per the 2024-25 annual report of the Union Ministry of Labour and Employment, there are approximately 441.5 lakh job seekers. These statistics reveal the yawning gap between the number of jobs available and the number of job seekers. The figures are reinforced by the data made available by the Director General of Employment (DGE). It considers persons in the age-group of 15-29 years as youth, whose figure stood at 372.1 million in 2021. This many experts opine is a very low estimate. According to them, there are about 610 million are in the working age. Of this, about 330 million are engaged in the non-farm sector and the livelihood of about 280 million are from agriculture and allied activities. The DGE data will further substantiate the statistics. The agency conducts the Periodic Labour Force Survey (PLFS) from time to time. As per its latest survey, the Worker Population Ratio (WPR) has gone up from 46.8 per cent in 2017-18 to 56 per cent, in addition to a significant rise in the Labour Force Participation Rate (LFPR) from 49.8 per cent to 57.9 per cent during the same period. Hence, if we consider job creation only for youth, we would be erring in recognising the basic issue of joblessness. We need to pragmatically consider that about 56 per cent of the population is available and willing to work. In the light of the improvements in life expectancy, re-employment after retirement also needs to be taken into consideration while computing job creation figures. It is also claimed by many governments that as a major job creator, the IT sector is a panacea for unemployment. The fact of the matter is that these projections are totally different when it comes to ground realities. As per a NASSCOM report, the Indian IT sector, which was worth $ 254 billion in 2021-22 will rise to $ 350 billion by this year. By the end of Financial Year 2021-22, the IT industry employed about 5.1 million; and is able to add about 60,000 jobs annually. It is projected that this sector would be able to add about 1.25 lakh a year by the FY 2025-26. Most of the skill development training sessions organized for the youth are aimed at this sector alone. With facts remaining so, where is the question of creating employment by the millions? In the context of regular and permanent jobs turning scarce, the gig economy is emerging as an alternative employment source for many job seekers. The gig workforce in the country is estimated at around 10 million now and is expected to grow by about 30 per cent every year. Not surprising that companies like Swiggy, Zomato and Rapido have become household names. To what extent these activities would secure the future of the youth needs to be pondered. The Karnataka government recently stopped the operations of Rapido, which it contended was 'illegal' under the Motor Vehicles Act. Other States could follow suit as it involves legal validity. The Central and various State Governments often proclaim that they are releasing 'job calendars', charting out timelines for creating jobs. The NDA government at the Centre as assured to create two crore jobs every year. The State governments will not be found wanting on this front. As indicated earlier, the number of job seekers as per NCS portal is 4.42 crore. Had the promise of two crore jobs a year been fulfilled, by now the scourge of unemployment should have been wiped out by now; unemployment is a stark reality in the country. The first ever monthly job data published by the Ministry of Statistics and Project Implementation recorded an Unemployment Rate (UR) of 5.1 per cent in April. The Centre for Monitoring Indian Economy (CMIE), has put the UR at an average of 8.17 per cent for the period 2018 to 2025 (February). If we compute the number of unemployed persons from the existing data, the figure would be a staggering 4.13 crore as per DGE and 6.6 crore as per CMIE. These calculations are done based on the persons in the age group of 15-29 years only. If we consider the population in the age group of 15-59 years, which is considered realistic in the present context, the number of persons seeking employment would be significantly higher. Shying away these facts, the parties in power claim that the UR has come down drastically and the numbers have turned negligible. Ipso facto, joblessness is a reality and the claims of the political parties are a fallacy. (The writer is a former Vice-Chancellor of Acharya Nagarjuna University)

GCC floats tenders for two more multi-level parking lots
Chennai: To tackle growing traffic congestion and reduce on-street parking, the Greater Chennai Corporation (GCC) will build two new multi-level parking (MLP) facilities in Thiruvottiyur and Kodambakkam. In Thiruvottiyur, the proposed MLP will come up on a 1,563 sqm site next to the municipality dispensary complex. With a capacity of containing 1,052 two-wheelers and a commercial complex, the project will cost 15.98 crore. In Kodambakkam, the facility is planned on a one-acre GCC-owned land near the Kodambakkam Bridge in division 132. The 1,667 sqm structure will accommodate 422 two-wheelers and 75 four-wheelers at an estimated cost of 17.86 crore. Entry and exit points will have direct road access and will include automated fee collection systems. Both projects will be developed under the design, build, finance, operate and transfer (DBFOT) model — a public-private partnership, wherein a concessionaire will fund and manage the facility for 25 years before handing it back to the govt. GCC commissioner J Kumaragurubaran confirmed that tenders have been floated, and construction will begin shortly. However, concerns remain over the underutilisation of the existing MLP in T Nagar. Built under the Smart City mission at 40.79 crore, it remains largely idle with an average of just 70 vehicles using it daily — despite having a capacity for 222. Four of its six floors are reportedly non-operational, and one of three lifts is out of service. The ground floor has become a dumping yard for scrap and debris due to lack of supervision. Officials said lessons will be learnt from T Nagar's shortcomings. Stricter monitoring and private sector accountability will be ensured for the new projects, they said. Deputy mayor M Mahesh said additional MLPs are also being planned for Marina, Anna Nagar, and T Nagar as part of the city's long-term parking strategy.

ArcelorMittal Nippon team visits steel plant site near Vizag
Two teams from ArcelorMittal Nippon Steel India (AM/NS India) visited Anakapalli district in the first week of July to study the progress of the first phase of the company's integrated steel plant at Rajayyapeta in the district. The shore-based steel plant, which will have a production capacity of 17.80 million tonnes per annum and is expected to create one lakh jobs, is being set up with a total investment of ₹1,47,162 crore, according to sources. The two teams, one comprising eight members and the other, 18, visited the site on two separate days. Japanese nationals were also part of the teams. The team visited DL Puram in Nakkapalli mandal, where the government had allotted land for the company's captive port. The port is specifically meant for handling the company's export and import requirements, given its proximity to Visakhapatnam-Chennai Industrial Corridor. The team also visited other places like Amalapuram, Boyapadu and Rajayyapeta villages. They interacted with local government officials and held a meeting with them. A senior revenue official who accompanied them told The Hindu on condition of anonymity that two teams were ready to start soil testing, possibly by July end or in August. A total of 2,262 acres has already been allotted to the company in the first phase. They expressed satisfaction over the prompt support and coordination of the government.' The proposed initial capacity of the plant in the first phase is 7.3 MTPA. This will be increased to 10.50 MTPA in the second phase.
