S'gor govt proposes seizure of assets, withhold income of court-ordered "nafkah" defaulters
State Islamic Religious Affairs and Cultural Innovation Committee chairman Dr Mohammad Fahmi Ngah (pic) said other proposed measures include income withholding orders, garnishment orders, and the sale of property belonging to defaulters.
"The selection of an appropriate and efficient mechanism by the party seeking maintenance, especially the ex-wife or children's guardian, is a crucial factor in ensuring the successful enforcement of maintenance orders.
"Failure to choose the right channel or mechanism can cause delays, confusion, and ultimately jeopardise the rights of the maintenance recipient," he told the State Assembly on Monday (July 7).
He was responding to an oral question from Mariam Abdul Rashid (PH-Meru) on efforts by the state government to strengthen state laws and enable stricter action against those who evade maintenance payments.
Mohammad Fahmi said the state government, through the Syariah Judicial Department (JAKESS), is also exploring strategic collaboration opportunities with other agencies such as the National Registration Department, the Inland Revenue Board, and financial institutions to assist in the process of tracing and seizing the assets of individuals who have defaulted on maintenance orders.
"The Selangor Islamic Religious Council (MAIS), together with JAKESS, the Selangor Islamic Religious Department (JAIS), academics, and Syariah legal experts, are currently reviewing and proposing amendments to the Islamic Family Law Enactment (Selangor State) 2003 to improve provisions related to the enforcement of maintenance orders," he said.
He also told the State Assembly that 1,189 complaints of maintenance violations had been received by the Selangor State Family Support Division since 2022 until May 31 this year. - Bernama

KOTA KINABALU (July 27): Chief Minister Datuk Seri Panglima Hajiji Noor will not be announcing the dissolution of the State Legislative Assembly (DUN) on Monday (July 28) to pave the way for the 17th Sabah State Election (PRN17). Public speculation had mounted following the conclusion of Parti Gagasan Rakyat Sabah's (Gagasan Rakyat) annual general convention at the Sabah International Convention Centre on Sunday. However, an official from the Chief Minister's Office confirmed that Hajiji is scheduled to depart for Jakarta on Monday to attend the annual Malaysia-Indonesia consultation, where matters including the Sulawesi Sea are expected to be discussed. Hajiji also confirmed to reporters on Sunday that he will be accompanying Prime Minister Datuk Seri Anwar Ibrahim on a working visit to Indonesia starting on Monday. The official was responding to a viral report that claimed Hajiji would announce the dissolution of the State Assembly on July 28. The report further alleged that Hajiji would seek an audience with the Head of State on July 29 or 30 to submit the dissolution letter. It also claimed that the State Assembly Speaker would declare receipt of the dissolution notice on August 1, with the Election Commission (EC) being formally notified on August 4. According to the report, the EC is expected to meet and determine the election dates soon after, with the official announcement slated for August 11. It speculated the following timeline for PRN17: nomination on September 6, early voting on September 15, and polling day on September 20. Political analysts expect the dissolution of the state assembly after the Gagasan Rakyat congress. They speculate that Hajiji is likely to call for polls before National Day on August 31 or after Malaysia Day on September 16. Hajiji had said that he would consult the presidents of all Gabungan Rakyat Sabah (GRS) component parties before making any move to dissolve the DUN. The 16th Sabah DUN will be automatically dissolved on Nov 11 this year if it is not dissolved earlier. Under the law, the state election must be held within 60 days after the dissolution.

240 Selangor pupils join safe internet campaign for digital safety
SHAH ALAM: A total of 240 primary school pupils from 12 schools in Shah Alam participated in the Safe Internet Campaign (KIS) organised by the Malaysian Communications and Multimedia Commission (MCMC). The initiative aims to educate young students on responsible internet usage and digital safety. Selangor Islamic Affairs and Cultural Innovation Committee chairman Dr Mohammad Fahmi Ngah highlighted the importance of such programmes, noting that Selangor has among the best internet infrastructure in Malaysia. He raised concerns over children under 13 creating social media accounts despite age restrictions. 'What matters most is awareness and education, including parental controls. Campaigns like this are good to address related concerns,' he said after visiting the KIS exhibition at SK Seksyen 9. The event was also attended by Shah Alam MP Azli Yusof and MCMC Chief State Affairs Officer Bukhari Yahya. The campaign is being conducted in multiple schools, including SK Seksyen 6, 7, 13, 17, 18, 19, 20, SK Shah Alam, SK Kota Kemuning, SK Padang Jawa, and SK Bandar Anggerik. A total of 24 teachers are using specially designed KIS modules for Standards 1 and 2 pupils. Mohammad Fahmi revealed plans to expand the programme to 900 schools in Selangor by next year, with potential extensions to university students, parents, and senior citizens. He also suggested improving digital safety in public spaces like mosques, where senior citizens frequently use the internet. Meanwhile, Communications Ministry Deputy Secretary-General Mano Verabathran shared that KIS has already reached over 400 schools and two higher learning institutions nationwide, involving 1,099 trainers from the National Information Dissemination Centre (NADI). A Training of Trainers (TOT) programme has been introduced to expand the pool of educators, with the goal of reaching 10,000 schools by year-end. University students are also being mobilised to conduct sessions in nearby schools. 'Each time KIS is held, we remain committed to raising awareness among primary pupils to say no to social media, while encouraging secondary and university students to use it more responsibly,' Mano added. - Bernama
