
I-Syariah marks milestone in digital transformation of Islamic judiciary in S'wak
KUCHING (June 25): The newly introduced I-Syariah system will serve as a central integration point for Syariah information systems across Sarawak, said Deputy Premier Datuk Amar Awang Tengah Ali Hasan.
He said the initiative by the Sarawak Syariah Judiciary Department (JKSS), developed in collaboration with Sarawak Information Systems Sdn Bhd (SAINS), marks a major milestone in the state's digital transformation of its Islamic judiciary.
'I-Syariah is a smart digital platform that integrates various components of the state's Syariah judiciary services, and is built upon digital technology and artificial intelligence.
'This is not merely a technical transformation. It reflects the high commitment of JKSS in supporting Sarawak's digitalisation agenda,' he said when officiating at the Sarawak National Syariah Convention (KoSKeS) 2025 at the Sarawak Islamic Complex Hall, here yesterday.
Awang Tengah said the system would significantly strengthen e-Government services by enhancing online accessibility, enabling digital case management, and ensuring safe and integrated data handling, all of which align with the Sarawak Digital Economy Blueprint 2030.
He also emphasised that I-Syariah not only speeds up administrative tasks such as marriage registration and case processing, but also serves as a digital bridge connecting citizens to the Syariah courts both locally and internationally.
Nevertheless, he pointed out that while the system harnesses the power of artificial intelligence (AI), it must be used responsibly by those operating it.
'AI holds vast potential for assisting in reference searches, analysing cases, compiling documents, and producing quicker data-driven judgments, but more importantly, these technological advances must remain aligned with Syariah principles and the values of Maqasid Syariah, with justice at the core.'
Awang Tengah said that the system is a foundational step toward creating a sustainable and inclusive digital ecosystem, propelling Sarawak toward its goal of becoming a high-income state by 2030.
'We want I-Syariah to become a model of advanced, just, and holistic smart Syariah governance, but also one that unites Islamic values with the strength of modern technology,' he said.
In his speech, the Deputy Premier expressed hope that KoSKeS would serve as a platform for meaningful knowledge exchange and regional cooperation among Syariah judges, academics, researchers, and policymakers.
The convention, which coincides with the 70th anniversary of the Sarawak Islamic Council (MIS), gathers delegates from across Malaysia, as well as neighbouring countries such as Singapore, Indonesia and Brunei.
Awang Tengah highlighted that the theme of this year's convention, 'Digital Revolution in Syariah Judiciary of Sarawak', was timely as the world enters the Fourth Industrial Revolution.
He said the Syariah judiciary must take a strategic role in leveraging technology, especially AI, to remain efficient and relevant.
'With the efforts by JKSS and partnerships with local universities, Sarawak is poised to lead in Syariah judicial innovation,' he said.

Financial sector crucial for SME growth in strategic industries says BNM
KUALA LUMPUR: The financial sector must actively support small and medium enterprises (SMEs) in strategic growth areas to align with Malaysia's national transformation goals, said Bank Negara Malaysia (BNM) governor Datuk Seri Abdul Rasheed Ghaffour. Speaking at the CGC 30th Edition Award 2024, he emphasised the need for financial institutions to facilitate SME participation in high-potential industries such as semiconductors, aerospace, and renewable energy. 'These sectors are capital-intensive and technology-driven, often posing entry barriers for smaller businesses,' he noted. Abdul Rasheed outlined three key areas where financial institutions, including Credit Guarantee Corporation Malaysia (CGC), can contribute. First, unlocking SME opportunities in frontier industries through risk-sharing mechanisms and private capital mobilisation. 'Well-designed programmes with technical expertise can bridge information gaps, giving financial institutions confidence to support SMEs,' he said. Second, he stressed advancing data-driven SME development, citing CGC's shift towards analytical decision-making. 'We must broaden financing access not just for startups but also scalable firms,' he added. Third, he called for sustainable financing solutions, including green and Islamic finance, alongside deeper fintech and ecosystem partnerships. The governor's remarks align with Malaysia's policy frameworks like the New Industrial Master Plan and National Energy Transition Roadmap. KUALA LUMPUR: The Credit Guarantee Corporation Malaysia's (CGC) 30th FI/DFI & SME Awards 2024 marked three decades of nurturing growth and resilience within the country's micro, small and medium enterprise (MSME) sector. The prestigious awards ceremony, held yesterday at Hilton Kuala Lumpur, was officiated by Bank Negara governor Datuk Seri Abdul Rasheed Ghaffour, underscoring the national significance of CGC's mission in empowering MSMEs and mid-tier companies (MTCs) as key drivers of economic development. CGC chairman Datuk Mohammed Hussein as well as president and chief executive officer Datuk Mohd Zamree Mohd Ishak were present at the event. Also in attendance were chairmen and chief executive officers from leading financial institutions (FIs), development financial institutions (DFIs), Islamic financial institutions (IFIs), MTCs and MSMEs, as well as representatives from trade chambers, related agencies and the media. Star Media Group Bhd group chief executive officer Chan Seng Fatt, chief operating officer Lydia Wang and senior general manager Sharon Lee were among the guests. Awards were presented across three categories – Top FI Partner Awards, Merdeka Awards and SME Awards – recognising 24 outstanding recipients for their contributions in financing, innovation and entrepreneurial success. In his special address, Abdul Rasheed said micro and SMEs are the backbone of the economy, accounting for 97% of business establishments, 39% of GDP and nearly half of total employment. 'MSMEs are central in our journey to drive innovation, create jobs and foster economic growth and diversification,' he added. For 2024, CGC recognised top-performing financial partners and exemplary MSMEs for their contributions to the sector. OCBC Al-Amin Bank Bhd and Standard Chartered Saadiq Bhd were named among the Top Islamic FI Partners, while Bank Simpanan Nasional was awarded Top FI Partner – imSME. CGC remains steadfast in its mission to provide financial assistance to MSMEs and MTCs that are unserved and underserved by traditional financing avenues. It aims to promote the growth and development of competitive, dynamic and viable businesses through targeted assistance, encompassing both financial and non-financial support. As of 2024, CGC has facilitated guarantees and financing worth over RM99.4bil through financial institutions, benefiting more than 532,000 MSMEs.

13MP: Govt To Focus On Enhancing Public Sector Integrity, Reform
KUALA LUMPUR, July 31 (Bernama) -- The government has outlined four main strategies in the 13th Malaysia Plan (13MP) with a special focus on strengthening integrity and accountability among civil servants, aimed at shaping a more dynamic, progressive and pragmatic public sector. According to the 13MP document (2026–2030) released by the Ministry of Economy today, the performance monitoring and evaluation mechanisms for all ministries will be improved through the introduction of specific key performance indicators aligned with selected macro-economic indicators. 'To support this initiative, a mechanism will be developed to allow direct performance reporting by ministries to the Prime Minister, while a national results dashboard accessible to the public will also be introduced,' the document states. In addition to integrity and accountability, the other three key government strategies are legal and institutional reform, speeding up the rationalisation of functions and roles of ministries and agencies, and enhancing human resource development in the public sector. For the second strategy, the document highlights that legal and institutional reform will include efforts to accelerate the separation of powers between the Attorney General and Public Prosecutor. "Efforts will also be made to harmonise various laws and regulations to improve government service delivery at all levels. Focus will be given to reviewing legislation to ensure harmonisation of jurisdiction between the Syariah and Civil Courts. "A study will also be conducted to assess the need for enacting a remuneration act for Syariah judges and the establishment of a special judicial appointment commission for Syariah courts to elevate their stature and independence,' the document states. In addition, the Town and Country Planning Act 1976 (Act 172) will be extended to Sabah and Sarawak to harmonise national spatial planning, including physical, social, economic and environmental sustainability development. The third strategy involves the rationalisation of the functions of government ministries and agencies to reduce duplication and resource wastage, including expanding the consolidation of Malaysia's overseas missions and agency representative offices.
