PUTRAJAYA: Bukit Aman Criminal Investigation Department (CID) director Comm Datuk Seri Mohd Shuhaily Mohd Zain has been appointed as the Malaysian Border Control and Protection Agency (AKPS) director-general under the Home Ministry.
The appointment, which takes effect on Tuesday, is for two years, from July 1, 2025, to June 30, 2027.
Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, in a statement, expressed confidence that Comm Shuhaily, 53, who has 26 years of experience in the police service, would be able to lead the AKPS with distinction.
"This confidence is based on Comm Shuhaily's competence and extensive experience in various units in the Royal Malaysia Police (PDRM), both at national and international levels.
"His leadership is also expected to further strengthen the country's border security and uphold a culture of integrity in line with the Madani values," he said.
Comm Shuhaily graduated with a Bachelor of International Relations from the International Islamic University Malaysia and a Master of Science in Strategic Studies, Nanyang Technological University, Singapore.
He previously served in Washington, United States, as a Police Attaché from 2010 to 2013. He was appointed as Bukit Aman CID director on Aug 15, 2023.

Launched by Prime Minister Datuk Seri Anwar Ibrahim on June 26, the RM4 billion Kota MADANI project in Precinct 19, Putrajaya, operates under a public-private partnership via a build, lease, maintain, and transfer (BLMT) framework, requiring no initial government funding.

PUTRAJAYA, July 1 — Newly appointed Malaysian Border Control and Protection Agency (AKPS) director-general, Datuk Seri Mohd Shuhaily Mohd Zain, has pledged to strengthen the agency and ensure its relevance in line with the government's direction to enhance national border control. Mohd Shuhaily, who officially began his duties today, said he had met with the Home Ministry secretary-general, Datuk Awang Alik Jeman, who outlined his mandate, particularly on the administrative affairs of AKPS. 'Insya-Allah, my task is to ensure that AKPS becomes visible and operational in a tangible way soon. 'This includes ensuring that AKPS makes an impact on the community, as envisioned by the government,' he told reporters after a welcoming ceremony held in conjunction with his appointment at the AKPS headquarters here today. Earlier, Mohd Shuhaily was greeted by AKPS deputy director-general (Management) Ismail Mokhtar and deputy director-general (Operations) Mohd Jasmi Mohd Juwahir. This marks the second consecutive year the Kota Kinabalu Parliamentary Office has hosted the 'Anugerah Kecemerlangan SPM Madani' awards ceremony, which celebrates academic excellence and encourages students to continue striving for success. Chan, who is also Deputy Minister of Plantation and Commodities, reaffirmed that quality education is a right for every student, regardless of race, religion or socioeconomic status. He underscored the Madani Government's commitment to ensuring equal access to education that can truly change lives and uplift communities. 'As Prime Minister Datuk Seri Anwar Ibrahim has emphasised, quality education is the foundation of a Madani society. We must cultivate a generation that is not only knowledgeable but also morally grounded, in order to build an inclusive and competitive nation,' he said. Chan also welcomed the Madani Government's policy guaranteeing placement in the matriculation programme for all students who scored 10As and above in the 2024 SPM examination and applied for admission – regardless of race or background. He noted that this policy, introduced last year, reflects the government's commitment to fairness and equal opportunity in education. He added that the Kota Kinabalu Parliamentary Office will continue to work closely with the Sabah Education Department (PPD) and local schools to improve education infrastructure, provide support for at-risk students, and encourage greater involvement from the community and private sector in shaping the future of education. Last year, Chan allocated RM55,000 to reward 205 students in Kota Kinabalu who achieved excellent results in the 2023 SPM examination.
