New income tax bill to simplify tax filing for commoners, small businesses: Jay Panda

New Delhi: The new income tax bill will make filing taxes easier for common citizens and small businesses, said BJP MP Baijayant Jay Panda, who chaired the Parliamentary Select Committee responsible for reviewing the legislation.
Speaking to IANS, he emphasised that the new law, once passed, will simplify India's decades-old tax structure, cut down legal confusion, and help individual taxpayers and MSMEs avoid unnecessary litigation.
"The current Income Tax Act of 1961 has undergone more than 4,000 amendments and contains over 5 lakh words. It has become too complex. The new bill simplifies that by nearly 50 per cent -- making it far easier for ordinary taxpayers to read and understand," Panda told IANS.
He highlighted that the greatest beneficiaries of this simplification would be small business owners and MSMEs who often lack the legal and financial expertise to navigate complicated tax structures.
'Unlike large corporations that have access to tax consultants and legal advisors, MSMEs and common taxpayers struggle. A simpler law means fewer disputes and easier compliance,' he said.
The Select Committee, under Panda's leadership, held 36 uninterrupted meetings over several months.
It consulted more than a hundred stakeholders, including industry bodies and individual experts.
Panda noted with pride that not a single meeting was postponed and no extension was sought, making this committee a rare example of efficient parliamentary functioning.
The report, which includes over 300 recommendations, has been submitted well within schedule and is expected to be tabled during the current Monsoon Session.
'If passed, the new law could take effect from April 1 next year,' he added. Panda credited this success to bipartisan cooperation.
"There was no political point-scoring. Every member focused on simplifying the tax law for the benefit of taxpayers. It was truly a team effort in the national interest," he told IANS.
'While the bill itself does not change tax policies -- which remain the domain of the Finance Bill and the Union Budget -- it lays a modern, simplified foundation that allows existing and future tax policies to be implemented more clearly and effectively,' he added.
Panda also clarified that the committee did not propose any policy changes but ensured the legal structure accommodates all recent reforms and is accessible to every citizen.
"Simplifying the law itself helps policy implementation and reduces confusion for both taxpayers and tax administrators," he said.

Berhampur: Even as Berhampur Municipal Corporation (BeMC) experiences financial bankruptcy, it has reportedly spent crores, not on essential public services, but on cosmetic renovations of its own offices and official residences. In a scathing observation, senior BJP leader and State Bar Council member Pitabas Panda questioned the ethics behind such spending, revealing data obtained under the Right to Information (RTI) Act. According to the information accessed, a staggering Rs 2.34 crore has been spent over the last five years on renovation, beautification and new construction of BeMC's office premises and the official residence of the Municipal Commissioner. This includes Rs 11.89 lakh spent solely on the Commissioner's government bungalow, where Rs 1.09 lakh went toward installing just one air conditioner and Rs 2.45 lakh was used to beautify the open land within the compound. Even more astounding, the Municipal Office building itself underwent a makeover worth Rs 2.22 crore. Among the listed expenses: Rs 5.73 lakh for toilet renovation and Rs 20 lakh for a new conference hall. An additional Rs 4.08 lakh was spent on woodwork for the office. These expenditures come at a time when the citizens of Berhampur are still deprived of basic civic amenities. Long-delayed infrastructure projects, like construction of a cow shelter at Hugulapata and development of Adua Bandha Park at Gosaninua Gaon, remain incomplete due to alleged shortage of funds. Pitabas raised a serious question on the priorities of BeMC: 'When the taxpayers of Berhampur are denied even the minimum civic benefits, is it justified to spend lakhs of rupees merely to beautify official buildings and residences?' The revelations have sparked sharp criticism from local residents and civic activists alike, who see this as a classic case of misplaced priorities and fiscal mismanagement. As Berhampur navigates economic adversity, this tale of extravagant bureaucracy has necessitated public scrutiny.

PSBs sanction 98,995 MSME loan applications under new credit assessment model

A total of 98,995 MSME loan applications have been sanctioned by the public sector banks (PSBs) under New Credit Assessment Model between April 1 and July 15 this year, the government has informed. Bank loans through new digital credit assessment model are decided within maximum of upto one day significantly reducing the turn around time (TAT) as compared to manual methods, said Minister of state for Finance, Pankaj Chaudhary, in a written reply to a question in the Lok Sabha. The benefits to MSMEs by use of this model include submission of application from anywhere through online mode, reduced paperwork and branch visit, instant in-principle sanction through digital mode, seamless processing of credit proposals, reduced TAT, credit decision based on objective data/ transactional behaviour among others. Under the new model, credit decision is based on objective data/ transactional behaviour and credit history of the borrower. Further, credit request submission and assessment is done entirely through digital process which reduces subjectivity, fraudulent submission of credit information and error in decision making. This enables faster, transparent and more objective assessment of creditworthiness using system-generated credit logic and scorecards. Business Rule Engines (BREs) of banks will capture all risks as per its credit risk management policy, said the minister. The New Digital Credit Assessment Model for MSMEs was announced in the Union Budget 2024-25. The model envisioned that the PSBs will build their in-house capability to assess MSMEs for credit, instead of relying on external assessment. PSBs would develop a new credit assessment model, based on the scoring of digital footprints of MSMEs in the economy. The model leverages the digitally fetched and verifiable data and devises automated journeys for MSME Loan appraisal using objective decisioning for all loan applications and model-based limit assessment for both Existing to Bank (ETB) as well as New to Bank (NTB) MSME borrowers. The introduction of the new digital credit assessment model does not involve any fundamental changes in the basic eligibility criteria for MSME loans in terms of regulatory norms or policy guidelines of individual bank. However, it simplifies the process of sanctioning loans and offers a more user-friendly and standardised approach by relying on digitally available data, according to the government.
