Vietnam to Ban Petrol Scooters in Hanoi to Tackle Air Pollution

Vietnam is set to introduce a major environmental reform by banning petrol-powered scooters in central Hanoi from July 2026.
The bold move is aimed at curbing the country's growing air pollution crisis but has sparked concern among residents who heavily rely on these affordable vehicles for daily transport.
Scooters are an iconic part of Vietnamese culture, often featured in postcards and travel imagery. With millions in circulation across Hanoi, these two-wheelers are a staple of everyday life, especially in the capital's narrow, congested streets.
Their low cost and ease of movement make them a practical alternative to cars, and most families own at least two.
However, a recent directive from the Prime Minister, issued in mid-July, mandates a complete ban on fuel-powered scooters in central Hanoi starting 1 July 2026.
The initial phase of the ban will cover a 30-square-kilometre area, including the historic city center and the popular tourist zones around West Lake and Hoan Kiem Lake, home to nearly 600,000 residents. The government plans to gradually expand the restricted zone and extend the ban to petrol-powered cars by 2028.
For many locals, the financial burden of transitioning to electric scooters is daunting. A typical household like that of Dang Thuy Han, a 52-year-old homemaker, would need around 80 million dong (approximately £2,400) to make the switch.
Speaking to AFP, she
expressed
frustration at the lack of preparation, echoing the sentiments of many others who feel the shift is being forced upon them without adequate infrastructure or support.
Living in a typical narrow alleyway, Han's family has no accessible charging station for electric vehicles, and she notes that the city's public transport system remains underdeveloped. Despite recent improvements, Hanoi still only has two operational metro lines, mainly serving outlying districts.
Hanoi is consistently ranked among the world's most polluted capitals. According to Vietnam's Ministry of Agriculture, over half of the city's air pollution is caused by approximately seven million motorbikes and one million cars, most of which run on internal combustion engines.

Pentagon approves $4.7bn surface-to-air missile package to Egypt

Basant Ahmed The Pentagon announced on Wednesday that the State Department has approved a potential sale of advanced air defense systems to Egypt for approximately $4.67 billion. The sale includes NASAMS advanced surface-to-air missile systems, a wide range of missiles, radars, and technical support and training equipment. According to a statement from the US Defense Security Cooperation Agency, the deal includes a comprehensive package of weapons and equipment, most notably the NASAMS air defense system, a medium- to long-range mobile system used to protect airspace from aircraft, cruise missiles, and drones. The deal also includes four AN/MPQ-64F1 Sentinel radars, which are advanced 3D radars for detecting air threats with high accuracy, as well as 100 AMRAAM-ER missiles and 100 AIM-120C-8 AMRAAM missiles, two of the latest radar-guided air-to-air missiles effective against long-range targets. ECB Holds Rates Steady amid Trade Tariff Uncertainty

Taarek Refaat The European Central Bank (ECB) left interest rates unchanged on Thursday for the first time in more than a year, as inflation settled at 2% and policymakers awaited clarity on ongoing trade tariff negotiations with the United States. The ECB maintained its deposit rate at 2%, in line with the expectations of a vast majority of economists surveyed by Bloomberg. With uncertainty surrounding potential tariff levels, the bank offered no guidance on the direction of future policy moves. 'Inflation is now at the medium-term target of 2%,' the ECB said in its official statement. 'The economy has shown resilience in a challenging global environment. However, the outlook remains highly uncertain, particularly due to ongoing trade disputes.' The central question now is whether the ECB will resume its rate-cutting cycle, which has seen eight reductions since June 2024, or if the monetary easing campaign has reached its conclusion. ECB President Christine Lagarde noted that the central bank is well-positioned to address not just trade tensions but also other structural challenges, including a stronger euro and anticipated increases in public infrastructure and defense spending. Markets remain confident that at least one more rate cut is likely by year-end. Analysts surveyed ahead of Thursday's decision anticipate a final 25-basis-point cut in September. Following the announcement, bond markets held steady, with Germany's 10-year yield rising by 3 basis points to 2.67%. The euro remained relatively stable, slipping just 0.1% to $1.1755. Lagarde is expected to give an update on the economic outlook for the 20-member eurozone during a press conference in Frankfurt at 2:45 p.m. CET. In its previous meeting in June, the ECB warned that aggressive U.S. tariffs could significantly slow eurozone growth and drag inflation below target. The ECB meeting comes just a week ahead of a deadline set by U.S. President Donald Trump for the European Union to finalize a trade agreement. While the EU has prepared a package of retaliatory tariffs that could have broad economic consequences, sources close to the talks remain cautiously optimistic about reaching a deal.
