After Bengaluru stampede, Karnataka cabinet to discuss new bills on crowd control, fake news
"Four bills were proposed today -- Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill, 2025; Karnataka Rohith Vemula Bill, 2025; Karnataka misinformation, fake news prohibition Bill, 2025; Karnataka hate speech and hate crimes prevention Bill, 2025," Patil told reporters.
He said, "These Bills were proposed at the meeting today. I mentioned that there is a need for a detailed discussion on some Bills. It has been decided that before the next cabinet meeting, concerned ministers will meet and discuss and bring the Bills before the cabinet." According to sources, the draft of Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill states that whoever does not obey the orders of the Police, or violates its provisions or rules, shall be punished with imprisonment for a term which may extend to three years or with a fine up to ₹5,000 or both.
Further, if the event planner does not apply before conducting the event or fails to control the crowd gathered and fails to give compensation or violates the provisions of the Bill or rules, he shall be punished with imprisonment for a term which may extend to three years or with a fine up to ₹5 lakhs or both. Noting that the event planner is responsible for paying the compensation to the person who is severely injured or to the family member of the deceased in stampede-like incidents, the draft Bill says, in case of the event planner not providing the compensation, the government may collect the amount as arrears of land revenue, and the event planner's property can be auctioned by the government.
It states that the provisions of the Bill shall not apply to Jatra, Rathotsava, Pallakki Utsava, Teppada Teru, urus, or any religious event pertaining to any religion, caste or creed. The stampede occurred on June 4 evening in front of the Chinnaswamy stadium here, where a large number of people thronged to participate in the RCB team's IPL victory celebrations. Eleven people died and 56 were injured in the incident.
The draft of the Rohith Vemula Bill, reportedly proposes compensation of up to ₹1 lakh for students who face caste-based discrimination in higher education institutions, and jail term of one year and a fine of ₹10,000 for guilty. Congress leader Rahul Gandhi had written to Chief Minister Siddaramaiah in April urging the Karnataka government to enact 'Rohith Vemula Act' to ensure that no one faces caste-based discrimination in the education system. Rohith Vemula, a Dalit student, allegedly died by suicide due to caste-based discrimination in Hyderabad, in 2016.

Poonawalla further stated that the Congress party wanted 'tukde tukde' of Bharat, stating that the remarks made by Kumar were an insult to the entire Northeast India. 'Congress is following the footsteps of Jinnah. It is a 'Jinnahwadi' party. Just like Jinnah wanted that there should be an Islamic state and division of India, the Congress party advocates for a Sharia Islamic state in some parts, and it wants the 'tukde tukde' of Bharat... New Delhi [India], July 2 (ANI): Congress Chief Mallikarjun Kharge on Wednesday slammed the central government on the pending relief amount for Himachal Pradesh required during landslides and rainfall. In a post on social media X, Kharge wrote that the Himachal government had demanded a total relief package of Rs 9,000 crore. He further wrote that in 2023, the Congress had announced a total of Rs 4,500 crore to the state, while the Modi government only provided Rs 433 crore to the state, and called it a 'stepmotherly' treatment. 'Even before this year's rainfall, the Himachal government had demanded a total relief package of 9000 crore from the centre. In the 2023 tragedy, the Congress state government had released special assistance of 4500 crore, whereas the Modi government at the centre provided only 433 crore to the state,' he said 'Now, the Modi government has recently announced 2000 crore for 2023 in a hurry, and the BJP is busy taking credit for it, but the relief amount is still pending. Kharge, in his post, demanded that the Central government release the pending disaster relief funds for Himachal Pradesh. He also expressed grief at the loss of lives in the state due to the heavy rainfall and landslides, stating that they were 'extremely distressing.' 'The news of loss of life and property due to heavy rainfall and landslides in Himachal Pradesh for the past several days is extremely distressing. The government and administration are engaged in relief and rescue operations on a war footing. My deepest condolences to the families of the victims. I appeal to Congress leaders and workers to provide every possible assistance to the public. We demand from the central government that the disaster relief funds pending for Himachal Pradesh for the past few years be released with immediate effect,' the post read. Poonawalla alleged that the Congress advocates for 'tukde-tukde' (division) of India. Poonawalla described Kumar's remarks as an insult to Sikkim and the entire Northeast region. He accused Congress of longstanding hostility toward the Northeast. 'Today, the statement made by Ajoy Kumar that Sikkim is not an integral part of India and is, in fact, a neighbouring nation, shows how he has insulted not just Sikkim but the entire northeast. Further, he targeted the BJP and asked them to hold a press conference on the 'atrocities' in 'Amrit Kaal' rather than his 'human error'. 'I heard from a journalist friend that @BJP4India is planning to organise a press conference on this small human error. I want to ask BJP; 1. Why don't they do a press conference on the atrocities happening in this 'AmritKaal'? I did speak about it too yesterday at my Press Conference,' the X post read. He questioned the BJP over the alleged SAIL scam of Rs 400 crore. '2. Why don't they do a press conference on SAIL's Rs 400 crore scam? I did speak about it too yesterday at my Press Conference. 3.
