UP Cabinet launches Rozgar Mission to boost employment opportunities globally
The mission aims at providing job opportunities not only across the country but also abroad, and this time, directly through the state government's support system.
Sharing details of the decision, State Finance and Parliamentary Affairs Minister Suresh Khanna said that 30 proposals were approved, including the significant transformative employment initiative.
The minister said that the UPRM would take shape with the intent to empower the youth of Uttar Pradesh, while positioning the state as a global human resource hub.
'The mission aligns with the government's promise of 'Employment for Every Hand and Respect for Every Skill,' reflecting the state government's commitment to meaningful and inclusive growth,' added Khanna.
Taking the discourse further, State Labour Minister Anil Rajbhar said that so far the employment department had mainly been helping unemployed youth through Rozgar Melas and employers.
'With the launch of the Uttar Pradesh Rozgar Mission, the state will now be able to directly help youth get jobs both in India and abroad,' said the minister, adding that the mission aimed at providing jobs to 1 lakh youth in India and 25,000–30,000 youth abroad within a year.
Rajbhar elaborated that in earlier times, the state depended on licensed recruiting agents (RAs) for foreign job placements. But with this mission, the government will now have its own RA licence, allowing it to send people abroad for jobs directly.

UP CM's nod to service corporation for hiring outsourced staff
Chief minister Yogi Adityanath on Thursday approved the establishment of the Uttar Pradesh Outsource Service Corporation (UPCOS)—a dedicated body aimed at bringing transparency, stability and trust in the employment of outsourced staff in state government departments. Uttar Pradesh CM Yogi Adityanath (File) Reservation provisions for Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), economically weaker sections (EWS), women, Divyangjan and ex-servicemen will be followed in all appointments made by the proposed corporation. The corporation will give priority to destitute, divorced and abandoned women. The establishment of UPCOS is being termed as a landmark decision of the Yogi government to safeguard labour rights, remuneration, and social security of lakhs of outsourced personnel across Uttar Pradesh. With the establishment of UPCOS the BJP government aims to counter the opposition tirade about denial of employment opportunities for OBCs, SCs and STs in the recruitment of outsourced staff in various departments. In the 2024 Lok Sabha election, the Opposition had raised the issue to corner the state government. The NDA allies, including the Apna Dal (S), Suheldev Bharatiya Samaj Party and the NISHAD party, had also sought reservation in the recruitment of outsourced workers. At a high-level meeting on Thursday, the chief minister issued directives to senior officials regarding the proposed corporation's structure, functioning, and scope. He emphasized that the state government is fully committed to upholding the dignity, rights and socio-economic interests of outsourced workers. Highlighting the flaws in the current decentralised outsourcing system—such as delayed payments, unauthorised deductions, denial of EPF/ESI benefits, and lack of transparency—the chief minister stressed the urgent need for systemic reform. He said the proposed corporation will be formed under the Company Act. A Board of Directors and a director general will be appointed under the chairmanship of the chief secretary. Committees will also be formed at the divisional and district level. Agencies will be selected through the GEM portal for a minimum of three years. It will also be ensured that the services of the currently employed personnel are not interrupted, and they receive weightage based on their experience in the selection process. He directed the officers that the remuneration of all outsourced personnel be sent directly to their bank accounts by the fifth of every month, and that the amounts for EPF and ESI should be deposited on time. Additionally, all benefits allowed by EPF, ESIC and banks should also be provided to the employees. He clarified that the corporation should maintain its role as a regulatory body, which monitors the functioning of the agencies and ensures blacklisting, debarment, penalties, and legal action for violations of the rules. No outsourcing should be done against regular posts, and no personnel should be removed without the approval of a competent departmental authority, the CM said. Reaffirming his government's commitment to employee dignity, social justice, and administrative accountability, he said UPCOS will open a new chapter in governance. This initiative will not only benefit lakhs of outsourced workers but also enhance the overall efficiency and integrity of the state's administrative system, he added.

The Uttar Pradesh cabinet on Thursday approved a proposal to transfer the much-delayed Jayaprakash Narayan International Centre (JPNIC) project to the Lucknow Development Authority (LDA) that has been asked to run the JPNIC and return the cost of construction ₹821.74 crore in 30 years. This decision marks a significant step towards ensuring transparent, efficient, and public-oriented utilisation of the project. Briefing media persons, minister for finance Suresh Khanna said a sum of ₹821.74 crore spent so far by the state government for construction of the project will be transferred to LDA and treated as a loan to be returned in 30 years. This arrangement ensures financial sustainability in managing and operating the project while making the facility available for public use. The JPNIC project envisions the development of a modern, world-class centre in Lucknow. It will include a state-level auditorium, a convention centre, a world-class sports complex, and multi-purpose sports courts. Additionally, the centre will have a multi-level parking facility for 750 four-wheelers. These amenities will be open to the public, offering the people of Lucknow a modern, multi-functional facility. Initiated in 2013 by the then Samajwadi Party government, the JPNIC project was allegedly plagued by corruption from the outset. After coming to power in 2017, the Yogi government launched an investigation into irregularities, halting construction. A CAG report revealed serious violations such as work awarded without tenders and unexplained cost escalations.

Agra-Lucknow, Purvanchal Expressways to get ₹4,775 crore link
The Uttar Pradesh cabinet on Thursday approved a proposal for the construction of an access controlled six-lane (expandable to eight lanes) green field link expressway to link the Agra-Lucknow Expressway with the Purvanchal Expressway. It will also directly connect Ballia with New Delhi, bringing down the distance between the two places to 900 km, a senior officer said. A grid of expressways coming into existence in Uttar Pradesh would provide unhindered movement of traffic and lead to creation of jobs, the spokesman said. ₹21481.77 cr proposals for investment cleared The state cabinet gave its nod to investment proposals of ₹21481.77 crore as recommended by HLEC. It also cleared a land subsidy of ₹252.91 crore to Avaada Electro Private Limited for setting up a 5GW solar cell and module manufacturing plant at Greater Noida with an investment of ₹11,399 crore. The cabinet also approved a Letter of Comfort to United Breweries Limited to set up a beer manufacturing plant at Unnao. It also gave a nod to issue Letters of Comfort to IDVB Recycling Operations Private Limited for manufacturing Recycle PET Resin at Khimsepur ( ₹459.64 crore), Farrukhabad and to Ultratech Cement Limited (expansion) for manufacturing cement at Tilhar, Shahjahanpur ( ₹716.92 crore). Letter of Comfort has also been cleared, along with financial incentives to be given to Cell Solar P6 Private Limited for a ₹8000 crore investment at YEIDA, Gautam Buddha Nagar. Bundelkhand Industrial Dev Authority Area regulations The state cabinet gave the go-ahead to work out Bundelkhand Industrial Development Authority Area (preparation and finalisation of plan) Regulation 2025. These rules will regulate the design and size of construction of buildings, ensure safe construction, stop unplanned development, check the adverse impact of construction on the environment, ensure wide roads and parking as per population density. C-DAC for Integrated Financial Management System The state cabinet approved a proposal to appoint on contract basis the Union government's Centre for Development of Advanced Computing (C-DAC) for the better use of Integrated Financial Management System (IFMS) for preparing budget proposals, preparation of a dashboard providing financial information as Management Information System etc. Appointment of ex-servicemen, homeguards via Nigam or GEM The state cabinet approved a proposal to allow the appointment of ex-servicemen and homeguards on various posts directly from Uttar Pradesh Purv-Sainik Kalyan Nigam or GEM portal. Uttar Pradesh Purv-Sainik Kalyan Nigam will be allowed service charge of 5 per cent for outsourcing of manpower.
