Contractor's delay affecting 1,500 military families

TAWAU: The Works Ministry has decided not to allow any further extension of time (EOT) for the construction of the Additional Multi-Class Armed Forces Family Housing (RKAT TPK) project at Kem Kabota. Its Deputy Works Minister Datuk Seri Ahmad Maslan issued the reminder following the second EOT granted to the contractor, with the new completion deadline now set for Oct 31, 2026 — a deadline he said must be strictly followed.
Advertisement 'The contractor and consultants must now focus on solutions instead of excuses,' he said. Speaking to reporters during a site visit and briefing, Ahmad said the delay has forced many army personnel to rent homes outside the camp, with group rentals coordinated by Kem Kabota and the Ministry of Defence. He said the project is critical, as high rental costs are burdening some 1,500 military families currently staying off-base. 'To ease this burden, we support the contractor's suggestion for a temporary Industrialised Building System (IBS) facility to be set up within the camp itself, so that moulding work can be done closer to the construction site. 'At present, the contractor has to source materials from the Sabah Economic Development Corporation (SEDCO) plant in Kota Kinabalu, which takes about 12 hours in travel time,' he said. Ahmad expressed confidence that the IBS initiative would help reduce both time and costs at the construction site, while ensuring that building materials are delivered safely and promptly. According to a media release, the project is part of the Federal Government's effort to enhance the welfare of defence personnel and their families through the provision of safe, modern, and comfortable housing facilities. The RM97 million project began on May 2, 2023, and has reached 14 per cent physical progress. It is expected to be completed within the stipulated time, cost, and specifications. The project is being implemented conventionally by contractor Erawan Power Sdn Bhd, with the Public Works Department (JKR) acting as the executing agency, while JKR Malaysia's Special Project Team 2 oversees its management and execution. Govt to ensure SST exemption for eligible construction projects
KUALA LUMPUR: The government has introduced proactive measures to fine-tune and implement targeted sales and service tax (SST) exemptions for eligible construction projects, the Dewan Rakyat was told. Deputy Works Minister Datuk Seri Ahmad Maslan ( pic ) said these exemptions include construction services related to residential buildings and public facilities such as places of worship, public toilets and recreational parks. 'The government recognises the importance of ensuring that the construction sector is not adversely affected by the implementation of SST. 'Therefore, we have taken steps to provide exemptions for specific categories of projects deemed eligible,' he said on Monday (Jul 28). Yusuf Abd Wahab (GPS-Tanjong Manis) asked about the types of construction projects that are exempt from SST, and the ministry's approach to ensure that ongoing developments are not disrupted. Ahmad said certain business-to-business (B2B) activities are subject to specific conditions. For example, while main contractors may be subject to SST, subcontractors involved in projects valued below RM1.5mil are exempt. Additionally, he said essential construction materials such as cement, gravel and sand remain zero-rated for sales tax as part of the government's effort to support the sector. He also said there are currently no plans to increase the SST threshold, which will remain unchanged. 'There have been no discussions to raise it to RM3mil,' he said. On project timelines, he stressed that the ministry does not tolerate delays. 'We do not like late work. After two or three extensions of time (EOT), the companies involved will be fined daily. 'Once they are penalised, they will not be awarded future projects,' he said.

Kota Kinabalu: The Liberal Democratic Party (LDP) said while it does not support 'topple Anwar' movement, the Unity government must shoulder blame for failure to meet public expectations, leading to growing dissatisfaction. 'Anwar (Prime Minister) must demonstrate a firm commitment to practical reforms, rather than resorting to excessive 'performative politics' to please the public,' Vice President David Ong said in a statement. David said over the past year, Anwar's government has faced widespread criticism for controversies such as the delayed appointment of the Chief Justice. Such missteps he said have eroded public trust. 'The core responsibility of a leader is to resolve livelihood issues, not to create unnecessary political spectacles.' Regarding calls for Anwar to step down, David said it must be pursued through legitimate democratic mechanisms. 'Former Prime Minister Tun Mahathir remarked that a prime minister stepping down after losing public trust is a normal occurrence. 'However, we in LDP emphasise that Malaysia's 16th General Election is due by Feb 2028, it is better to let the people make their final judgment at the ballot box. 'We (LDP) criticise the Unity government's weak handling of economic and cost-of-living issues, noting that increased taxation, rising prices and stagnant wages have placed heavy burden on the people,' he said. David said Anwar had made repeated campaign promises to reduce fuel prices, review highway tolls and deliver justice in the Teoh Beng Hock case, but there has been little visible progress, leaving voters disappointed. He said since taking office, Anwar has shown 'more theatrics than tangible results.' 'The nation urgently needs structural reforms and pragmatic economic policies, rather than political shows and empty slogans,' he said. MGB partners with Doka to advance IBS construction solutions
KUALA LUMPUR: MGB Berhad, the construction and property development arm of LBS Bina Group Bhd, has entered into a strategic Memorandum of Collaboration (MoC) with Doka Formwork Malaysia Sdn Bhd to jointly develop innovative engineering solutions for projects using Industrialised Building System (IBS) precast concrete elements. Doka Formwork Malaysia, a subsidiary of global formwork and scaffolding leader Doka GmbH, brings expertise in optimised formwork systems, scaffolding solutions, engineering design, and technical support for cast-in-situ concrete—complementing MGB's strengths in IBS precast concrete, particularly for large-scale residential developments. Through the collaboration, both parties aim to enhance and integrate their respective technologies, combining formwork and scaffolding systems with on-site precast concrete components such as panels to streamline construction processes and improve efficiency. They will also explore new opportunities, align technical strategies, and implement forward-thinking construction solutions that deliver tangible performance improvements and long-term value. The MoC was formalised in the presence of key representatives from both companies, including MGB group executive chairman Tan Sri Ir. (Dr.) Lim Hock San, executive director and chief executive officer (CEO) Datuk Lim Lit Chek, Doka GmbH CEO Robert Hauser, and Doka Malaysia country manager Teh Aun Kua. "By partnering with a global formwork leader like Doka, we are not only enhancing the quality and efficiency of our projects in Malaysia and Saudi Arabia but also reinforcing our commitment to innovation, sustainability, and international excellence. We believe this will lead to stronger project outcomes and long-term value for all stakeholders," Lim said in a statement. MGB noted that the partnership supports its ongoing efforts to digitise and optimise construction processes, which is in line with Malaysia's transition to a more modern and sustainable industry. The company's IBS technology has already helped reduce material wastage and improve resource control.
