SANDAKAN: The Sandakan Society for the Prevention of Cruelty to Animals (SPCA Sandakan) is facing an unprecedented crisis as its shelter reaches breaking point with over 800 dogs in desperate need of care. The non-profit organisation, which operates solely on public donations, is now launching an ambitious 12 month sterilisation programme and urgently appealing for financial and material assistance. Since its founding in 2012, SPCA Sandakan has been a refuge for stray and abandoned dogs, stepping in to provide humane care after the local council ended its controversial shoot-to-kill policy. However, the shelter's capacity has been pushed to the limit, what was once a manageable population of 350 dogs has now exploded to 828, with new arrivals coming in daily. The KMP Tunu Pratama Jaya sank almost half an hour after leaving East Java province's Banyuwangi port on its way to Bali late on Wednesday, the agency said on Thursday. The boat was carrying 53 passengers and 12 crew members, as well as 22 vehicles, the agency said. A search for the missing is underway although it is being hampered by strong currents and winds, the agency added. There has been no official statement on the nationalities of the passengers, but a manifest list broadcast by news channel MetroTV indicated there were no foreigners on board. Ferries are a common mode of transport in Indonesia, an archipelago of more than 17,000 islands, and accidents are common as lax safety standards often allow vessels to be overloaded without adequate life-saving equipment. Doulos Hope makes maiden Labuan call

LABUAN: The long-awaited arrival of the floating library, Doulos Hope, became a reality when the ship berthed at Labuan Liberty Wharf at 10.45am, Wednesday, marking the start of a nearly month-long stopover in the Federal Territory. From today (Thursday), members of the public will be able to step aboard the ship to browse its impressive selection of books and enjoy its unique maritime experience. The floating library will be open daily from 1pm to 9pm, except on Mondays when it will be closed for maintenance and housekeeping. Labuan is one of the stops in the Doulos Hope's regional tour, aimed at promoting literacy and cultural exchange through affordable books and onboard community engagement. The official opening ceremony is scheduled for July 10, and the vessel will remain in Labuan waters until July 27. Operated by a charitable organisation, Doulos Hope is crewed by volunteers from around the world and offers thousands of book titles covering a wide range of topics, including education, personal development, family and faith. Families, students and book lovers across Labuan are encouraged to visit the vessel during its stay and take part in the onboard activities. This is the ship's first-ever call to Labuan, and its arrival has been welcomed warmly by local authorities and the public alike. Port operator Megah Port Management Sdn Bhd, in a statement, said a designated pick-up point for visitors has been arranged at the open parking lots of Dataran Labuan, near Blue Wave. It said this is to facilitate access and orderly transportation of guests to the port area for boarding. Chief Minister Datuk Seri Hajiji Noor launched Malaysia's first State Disaster Command Centre (SDCC), funded by the National Disaster Management Agency (Nadma), on Wednesday. He said the centre, jointly developed with Nadma, would enable faster and more coordinated responses to disasters. The SDCC, located at Menara Kinabalu, will serve as a central hub for coordinating the efforts of security agencies, NGOs and research institutions.
