Fadnavis to lay foundation for hi-tech RFSL building today

Nagpur: Chief minister Devendra Fadnavis will lay the foundation for a new Rs128 crore state-of-the-art Regional Forensic Science Laboratory (RFSL) to be built over two acre at Rahate Colony on Sunday.
A dedicated floor will focus exclusively on analysing cases related to atrocities against women. The current facility houses 10 specialised units for analysing rape and Pocso cases and a proposal to enhance the lab's capacity has already been submitted to the govt.
The project faced nearly seven years of delay. Envisioned in 2018 by Dr Vijay Thakare, director of state forensic science department, the modern RFSL will become fully operational by 2027.
The Maharashtra State Police Housing and Welfare Corporation is overseeing the construction, with supervision from Thakare and Sanjay Kumar Verma, director general of police (legal and technical). Their expertise ensures the project aligns with the state's vision for advanced forensic capabilities, said a source. The new facility will have dedicated floors for specialised units, including anti-corruption cases focusing on tape authentication and speaker identification (TASI).

Another floor will be devoted to cybercrime investigation, equipped with an advanced cyber lab to tackle the growing challenge of digital offences.
The new RFSL will have cutting-edge features such as bio-cladding for hygienic walls, anti-static flooring to prevent equipment interference, and an anti-humidifier unit to maintain fresh, odour-free air. Powered by solar panels, the facility emphasises sustainability and reduce carbon footprint.
The RFSL complex will also include two residential units, accommodating 45 families of forensic experts and staff. This provision ensures round-the-clock access, enabling seamless operation and faster case processing.

The Central Bureau of Investigation (CBI) has busted a major international cyber fraud syndicate operating from Pune and Mumbai, arresting three accused and seizing digital devices, cash, and narcotics in coordinated raids. CBI registered the instant case on July 24 against unknown public servants of Banks and four private persons for running an illegal Call Centre operating since January 2025 in furtherance of a well-organised criminal conspiracy. The group, in connivance with other unknown persons, has been impersonating officials from agencies such as the US Internal Revenue Service (IRS), US Citizenship and Immigration Services (USCIS), and even the Indian High Commission, to defraud unsuspecting US citizens, said the CBI. Under the threat of legal action. The victims were coerced into paying amounts ranging from $500 to $3,000 through gift cards or Bitcoin transfers. Spoofed VoIP-based calls were being made from a covertly operated illegal Call Centre situated at Pune. It has been revealed that the illegally earned proceeds, estimated to be Rs 3-4 crores monthly, are being laundered via mule accounts, cryptocurrency, and hawala routes. It was also revealed that these operations are supported by certain unknown public and private sector bank officials, who facilitate the opening and operation of fake accounts using forged KYC documents, violating established RBI and institutional guidelines. The call centre workers are paid in cash routed via hawala channels from both the US and domestic locations, including Maharashtra and Gujarat. These workers are housed in multiple residential flats across Pune. The scam's operation includes the illegal acquisition of contact leads through vendors on messaging platforms such as WhatsApp and Signal. Victims are contacted via toll-free numbers generated and disseminated by these vendors, eventually connecting them to the fraudulent call centre, said the CBI. After registration of the case, searches at 7 places of the accused or the persons associated with them, including the illegal Call Centre run by the accused persons at Pune, were conducted by CBI on 24/25.07.2025. Various incriminating articles of cyber fraud/digital devices, viz. 27 mobile phones and 17 laptops, have been seized from the possession of the accused persons and their associates at the illegal Call Centre at Pune.

The Punjab government on Friday claimed to have rescued 168 child beggars from the streets across the state in just one week under its flagship 'Project Jiwanjyot 2.0' programme, collecting DNA samples of 13 of them for parentage confirmation. Social security, women and child development minister Baljit Kaur said that 25 social investigation reports have been prepared to understand the background, vulnerabilities and needs of rescued children. (HT File) Addressing a press conference here, social security, women and child development minister Baljit Kaur said that these children were rescued during 125 coordinated rescue raids carried out across major cities in the state. She said that 80 of them were identified and reunited with their parents, after due verification and counselling to ensure they are not forced into begging again. 'However, 88 children whose parents or guardians could not be traced have been placed in secure government-run child care institutions, where they are being provided with nutrition, education, emotional support and medical aid as per Juvenile Justice Act norms,' she said. The minister added that 25 social investigation reports have already been prepared to understand the background, vulnerabilities and needs of rescued children. 'For 16 children, DNA identification is being undertaken – 13 samples have been collected and sent to authorised labs for parentage confirmation.' Among the rescued children, 10 are from other states, Kaur said. The minister issued a stern warning to parents or guardians found forcing children into begging. She said such individuals will be declared 'unfit guardians' under the law and legal action will be initiated. She also reiterated the state government's firm stance against organised gangs or traffickers exploiting minors, promising strict police action under relevant IPC and POCSO provisions. She also announced that the state government will soon establish 'Aasra Centres' for adult beggars in major cities, including Ludhiana, Jalandhar, Amritsar, Mohali and Bathinda. These centres will provide shelter, counselling and skill training to ensure adult beggars are not forced to push children into street begging.
