Chandigarh: Junior engineer suspended for cave-in at Sector 20/30 roundabout
An order signed by the executive engineer read, 'The JE failed to attend to the timely restoration of the road at Sector 20/30 roundabout despite the issuance of repeated instructions and Standard Operating Procedures (SOPs) circulated by the office. The said road caving caused severe disruption to traffic and posed serious risks to public safety and human life.'
This gross negligence and dereliction of duty on the part of the officer in question amounts to misconduct under Rule 11 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. Thus, JE Rahi is placed under suspension, with immediate effect, the order added.
Meanwhile, MC commissioner Amit Kumar on Wednesday marked an inquiry to find out reasons for the road cave-ins reported at multiple locations across the city due to monsoon. Around 8-10 complaints of road cave-ins have been reported so far.
As per sources, the major reason for cave-ins are leakage in underground sewerage and water pipes.
'The chief engineer visited the sites on Wednesday and an inquiry is being conducted to find out the exact causes for the cave-ins. Any negligence found on the part of MC employees will not be tolerated and strict action will be taken,' said Kumar.
Later, chief engineer Sanjay Arora issued a letter, stating, 'It has come to the notice that instances of road settlement or caving at various locations within the municipal limits are either not being reported timely or are not being restored promptly, which is leading to serious public inconvenience and potential safety risks.'
'Respective field staff is directed to take immediate steps on priority basis for the identification, rectification and restoration of any such cases of road settlement or caving. Any failure to comply with these instructions will be viewed seriously and may attract disciplinary action,' the chief engineer directed.

DTC building bus terminal on encroached land, says NGT
The National Green Tribunal (NGT) has recently ordered the Delhi Transport Corporation (DTC) to halt the construction activity at the proposed bus terminal in Najafgarh, south-west Delhi, stating that the terminal is being built on the encroached water body. The DTC was instructed to respond within two weeks. The Principal Bench of the NGT comprising Chairperson Prakash Shrivastava, Judicial Member Sudhir Agarwal and Expert Member A. Senthil Vel, said, in an order dated July 4, that the DTC has encroached the water body by constructing a bus terminal and a multi-storey commercial building on the land. The District Magistrate (South West) informed the tribunal that 'no clearance had been given' for construction on the land. In an affidavit submitted to the NGT, the DM said, 'the said land is recorded as johar (water body) and at present a bus terminal constructed on it. The water body has been encroached upon by the DTC.' The affidavit also mentioned that there was no record of any change of land use or no-objection certificate from the Forest Department, which is in violation of the Wetlands (Conservation and Management) Rules, 2017. The NGT also noted that no reply has been filed by the Managing Director of the DTC and granted two-week extension to file replies.

Dharmasthala rape-murders: Karnataka police examining steps to exhume bodies
Bengaluru: The Dakshina Kannada police in Karnataka are exploring the process to exhume human remains near the Nethravathi river after a former sanitation worker at the Dharmasthala temple alleged that he was forced to bury the bodies of several women and minors who were raped and murdered between 1998 and 2014. The Karnataka police said they have secured court permission to proceed with the case. (Representational image) District superintendent of police K Arun said that a first information report( FIR) has been registered at the Dharmasthala police station under Section 211(A) of the Bharatiya Nyaya Sanhita. 'Based on the complaint filed by a person, we have registered a case. We have launched an investigation and are collecting more evidence. We have also taken steps to exhume the bodies. I am not sure when this process will take place, but we are on our way to do it,' he told HT. The complainant, a Dalit man who worked as a sanitation worker at the temple until 2014, has approached the police through his lawyers, alleging he was coerced by supervisors into secretly disposing of bodies of girls and women, some of whom he says were minors in school uniforms. The man has not named individuals in the complaint, citing threats to his life, but has indicated he would reveal names after receiving formal protection. 'I buried these bodies near the Nethravathi River. Some victims were minor girls in school uniforms. One girl aged between 12 to 15 was strangled and buried with her school bag. Another young woman's face was burned with acid before I was forced to cremate her remains secretly,' the man said in his complaint. According to the application filed under the Witness Protection Scheme, the man has requested immediate safety for himself and his family, saying, 'I am ready to disclose the full details of all the accused persons, including the names and their specific roles, as soon as I and my family are granted protection under the Witness Protection Act 2018. I am filing this complaint with full knowledge of the consequences of submitting false information. I confirm that the above is true to the best of my knowledge and belief.' The complaint was submitted on July 3 by Bengaluru-based lawyers Ojaswi Gowda and Sachin Deshpande. An FIR was registered the following day. The lawyers said they were satisfied with the police action so far. 'The man is facing threats, hence his identity has been kept confidential. We are satisfied that the police have registered an FIR and taken the first steps,' advocate Gowda told HT. Photographic evidence of what the complainant says is one of the burial sites, has been submitted to police, and he has offered to assist the investigation by identifying locations. He has also expressed willingness to undergo scientific tests such as a polygraph. The police have secured court permission to proceed with the case, and the complaint is being handled under the Bharatiya Nyaya Sanhita's provisions. The process of exhumation is being planned as part of the next phase of the investigation. Meanwhile, authorities are considering the complainant's request for protection under the Witness Protection Scheme, which mandates that a district-level committee, comprising the Principal District and Sessions Judge, the jurisdictional police chief, and the head of prosecution, assess the threat and recommend security measures. The committee may approve steps ranging from police escorts and in-camera court proceedings to relocation or change of identity, depending on the outcome of a Threat Analysis Report to be submitted by police. The complainant claims he fled Dharmasthala in 2014, relocating with his family to a neighbouring state after years of silent compliance under threat. His decision to come forward now, he says, stems from guilt and a need to seek justice for the unnamed victims.

Govt staff suspended for smoking in office
Ranchi: Acting on chief minister Hemant Soren's directive, the West Singhbhum district administration on Sunday suspended a 'Jan-sevak', Jagmohan Soren, for smoking inside his office while on duty. Reacting to a video on social media that had gone viral, Soren, tagging West Singhbhum DC's official handle on X, directed him to take strict action. Soon, West Singhbhum DC tweeted, "Respected Sir, as per instructions, for the indecent act displayed in the video at the govt office, 'jan sevak' (public servant) Jagmohan Soren has been suspended with immediate effect under Clause 9 (a) of the Jharkhand Govt Servant (Classification, Control, and Appeal) Rules-2016. The deputy development commissioner has been directed to initiate formal disciplinary action. " The suspended official was posted at the Jagannathpur block office.
