RAIPUR: A case of negligence, a Class 3 student died after being bitten by a snake inside a tribal residential school hostel in Jashpur district, Chhattisgarh. The incident led to the suspension of two senior school officials. The victim, Amrit Sai, aged nine, was a resident of the Government Scheduled Tribe Boys' Hostel in Bagia. He died after a snake bit him while he was asleep in the hostel. Investigations revealed serious lapses in hostel maintenance, delayed reporting, and failure to provide timely medical care, all of which contributed to the boy's death. Collector orders suspension Jashpur Collector Rohit Vyas ordered the suspension of hostel superintendent Thakur Dayal Singh and hostel attendant Ramkunwar Sidar for gross negligence. Singh also serves as a teacher at the Pre-Secondary School in Shabdmunda. 'Preliminary findings show that instead of taking the student to the nearby Primary Health Centre, which is only 2–3 kilometres away, the superintendent panicked and took him to a Community Health Centre, causing an unnecessary delay. Yadav was found to have violated the Chhattisgarh Civil Service Conduct Rules, 1965, by not ensuring regular inspections and safety instructions. He has been asked to submit a detailed explanation within three days, failing which disciplinary action will follow. Safety measures strengthened Collector Vyas said a compensation of ₹4 lakh has been arranged for the bereaved family. All tribal hostels in the district are now under strict monitoring, and officials have been directed to enforce safety and hygiene protocols. 'Given that Jashpur is known as a 'Naglok' (snake-prone area), anti-snake venom is being ensured at all health centres. We also conduct awareness drives regularly,' he added.

President delegates power to LG of Ladakh for Group 'A' Civil Service appointments

New Delhi [India], July 9 (ANI): In a significant administrative development, the President of India has directed that all appointments to group 'A' posts of the General Civil Services in the Union Territory of Ladakh will now be made by the Lieutenant Governor (LG) of Ladakh. The power has been delegated in accordance with the proviso to Rule 8 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. This directive effectively empowers the LG appointed under Article 239 of the Constitution to oversee the recruitment and appointment of senior civil servants within the Union Territory. 'In pursuance of the proviso to rule 8 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, the President hereby directs that all appointments to all Group 'A' posts of General Civil Services in the Administration of Union territory of Ladakh, shall be made by the Lieutenant Governor of Union territory of Ladakh, appointed under article 239 of the Constitution,' reads a Ministry of Home Affairs (MHA) order. However, the order includes a key stipulation: appointments to the posts of Chief Secretary and Director General of Police (DGP) in Ladakh will continue to require prior approval from the Central Government. 'Provided that, no appointment to the post of Chief Secretary, Ladakh and Director General of Police, Union territory Ladakh shall be made except with the previous approval of the Central Government,' mentions the order. The move is expected to streamline administrative autonomy in Ladakh, while retaining central oversight over top-level appointments. (ANI)

The municipal authorities on Wednesday suspended junior engineer (JE) Anwar Rahi for failing to restore the road at the Sector 20/30 roundabout that later caved in during monsoon rains on Monday. MC commissioner Amit Kumar on Wednesday also marked an inquiry to find out reasons for the road cave-ins reported at multiple locations across Chandigarh due to monsoon. Around 8-10 complaints of road cave-ins have been reported so far. (Keshav Singh/HT) An order signed by the executive engineer read, 'The JE failed to attend to the timely restoration of the road at Sector 20/30 roundabout despite the issuance of repeated instructions and Standard Operating Procedures (SOPs) circulated by the office. The said road caving caused severe disruption to traffic and posed serious risks to public safety and human life.' This gross negligence and dereliction of duty on the part of the officer in question amounts to misconduct under Rule 11 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. Thus, JE Rahi is placed under suspension, with immediate effect, the order added. Meanwhile, MC commissioner Amit Kumar on Wednesday marked an inquiry to find out reasons for the road cave-ins reported at multiple locations across the city due to monsoon. Around 8-10 complaints of road cave-ins have been reported so far. As per sources, the major reason for cave-ins are leakage in underground sewerage and water pipes. 'The chief engineer visited the sites on Wednesday and an inquiry is being conducted to find out the exact causes for the cave-ins. Any negligence found on the part of MC employees will not be tolerated and strict action will be taken,' said Kumar. Later, chief engineer Sanjay Arora issued a letter, stating, 'It has come to the notice that instances of road settlement or caving at various locations within the municipal limits are either not being reported timely or are not being restored promptly, which is leading to serious public inconvenience and potential safety risks.' 'Respective field staff is directed to take immediate steps on priority basis for the identification, rectification and restoration of any such cases of road settlement or caving. Any failure to comply with these instructions will be viewed seriously and may attract disciplinary action,' the chief engineer directed.

Rahi was held responsible for negligence and deriliction of duty that led to the cave-in, posing serious risks to public safety and human life. Significantly, earlier in a day, UT's chief secretary Rajeev Verma held a high-level meeting with senior MC and Chandigarh administration's officers where he lambasted both UT's and MC's engineering departments for poor conditions of the roads during the ongoing rainy season. The suspension order, issued by the executive engineer of the MC on behalf for chief engineer, read, "It has been brought to the notice that Anwar Rahi, junior engineer (Public Health), has failed to attend to the timely restoration of road on caving of road reported in Sector 20/30 roundabout despite the issuance of repeated instructions and SOPs circulated by this office. The Registration Department continues to be in the dock with one more senior officer facing disciplinary action on charges of grave misconduct in Puducherry. Special Secretary (Revenue) cum District Collector A. Kulothungan has issued an order on June 20 suspending R. Sriganth, Assistant on deputation as Sub-Registrar (Rural) in the Registration Department, with immediate effect. The order stated that since disciplinary proceeding was contemplated against Mr. Sriganth, the officer has been placed under suspension. Mr. Kulothungan has issued the suspension order on the basis of powers conferred under sub-rule (1) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. As per the order, the suspended officer has to remain stationed in Puducherry and was not allowed to leave the region without prior permission of the District Collector. According to sources, the disciplinary action was contemplated after a video of Mr. Sriganth allegedly taking bribe inside the Registration Department Office at Saram surfaced recently. In the video, he was seen taking money and telling a person that he would give clearance to some application on a particular date. An aggrieved person had also filed a complaint against the officer with the Lieutenant Governor. Mr. Sriganth, who joined as an Assistant in the Department of Personnel and Administrative Reforms, has been working as Sub-Registrar in the Registration Department for a long time. In fact, he was transferred early June itself after the Lt. Governor issued a direction not to post Assistants on deputation in the Registration Department, a source said. 'He was transferred on June 1 and the particular video that surfaced on social media platforms showing the officer taking bribe was taken a few weeks ago. But even after his transfer to the parent department, he was visiting the Registration Department,' a source in the department said. Vigilance Probe Immediately after the suspension order was issued, the department has referred the case to the Vigilance unit for a detailed probe. 'We have launched a preliminary inquiry and based on the outcome, we will take up the case to its next level,' said a police officer. In the recent months, several officers, including those at the level of Director, Sub-Registrar and Tahsildar have been arrested on various charges, including corruption and forgery. Criminal action was taken against some of these officers for even forging temple lands.
