In a step towards accountability, now Chandigarh mayoral polls be held via show of hands
The decision comes after Punjab Governor and UT Administrator Gulab Chand Kataria approved an amendment to the Chandigarh Municipal Corporation (Procedure and Conduct of Business) Regulations, 1996.
Under the newly amended Regulation 6, the elections for the Mayor, Senior Deputy Mayor, and Deputy Mayor of Chandigarh will now be conducted in the House by visible hand-raising. Kataria emphasised that this reform would ensure more transparent governance by holding elected representatives publicly accountable for their votes, while also streamlining the electoral process.
The amendment was proposed and passed by the Municipal Corporation House and is empowered by Section 398(2) of the Punjab Municipal Corporation Act, 1976, as extended to the Union Territory through the UT Act of 1994.
This change follows a controversial 2024 mayoral election in which the presiding officer, Anil Masih — a nominated councillor — was caught on camera tampering with votes to benefit BJP's candidate Manoj Sonkar over the AAP-Congress nominee Kuldeep Kumar. The incident, condemned by the Supreme Court as a 'murder of democracy,' led to a historic verdict declaring Kumar the rightful mayor, giving Chandigarh its first non-BJP, non-Congress mayor.
Following the debacle, Kumar, as Mayor, led a House resolution in October 2024 advocating a move to open voting. He even filed a petition in the Supreme Court before the 2025 elections requesting to replace secret ballots with a show of hands. While the court declined to intervene, it allowed the administration to take a call.
The 2025 elections again saw controversy with BJP winning through alleged cross-voting from opposition councillors. With the new system in place, such behind-the-scenes vote manipulations will be significantly harder, as councillors will now cast votes in full public view — mirroring how other resolutions in the House are passed.
The move aligns Chandigarh with several other municipalities adopting open voting mechanisms to strengthen democratic accountability and transparency.
Meanwhile, Chandigarh Congress president H S Lucky welcomed the decision and thanked the Administrator for this step.
He said the Chandigarh Congress and MP Manish Tewari had been demanding for allowing voting by showing of hands.
'This move will pave the way for cleaner politics and help in enhancing the image of Municipal Corporation of Chandigarh and its councillors who constantly face charges of horse trading,' he said in a statement

CM vows one million homes for poor, digital overhaul
Chief Minister Rekha Gupta on Saturday said that the Delhi government is developing a comprehensive strategy to address the demand for one million houses for economically weaker sections (EWS) and slum dwellers across the Capital. During a visit to EWS flats built in 2011 in Sultanpuri, which are now in a dilapidated state, Ms. Gupta stated that the government plans to renovate around 50,000 unused flats constructed under the Jawaharlal Nehru National Urban Renewal Mission and allocate them to slum residents. 'Our government is committed to ensuring dignified housing and a better life for slum dwellers. In the first phase, 50,000 flats will be allocated. These efforts are fully aligned with Prime Minister Narendra Modi's resolve of providing housing for every poor,' she said. The CM said the government plans to relocate slum dwellers within a two-kilometre radius of these flats after carrying out necessary repairs and adding basic facilities. Ms. Gupta also directed officials to prioritise the immediate repair of salvageable units and reconstruct those beyond repair. Ms. Gupta blamed the Congress and the Aam Aadmi Party (AAP) for the years-long neglect of these flats. 'The same parties that did nothing while in power are now making noise. Why weren't these houses distributed before?' she said. Responding to her remarks, AAP said if the BJP was serious about protecting slum dwellers, it should urge Central agencies to withdraw legal cases pending against slum clusters in the High Court and the Supreme Court. Online reforms Ms. Gupta also announced a push towards digitising governance, stating that the Chief Minister's Office (CMO) has now fully transitioned to an e-office platform. 'The Delhi Secretariat is already digitised. All files now move through the e-office system and are e-signed. We aim to make the entire Secretariat paperless soon,' she said, adding that digitisation has improved transparency and sped up decision-making. According to the CMO, the e-office system saw rapid adoption in July. Of 199 departments, 119 now operate fully as e-offices, up from 22% in June. Digital file usage surged past 1.18 lakh, marking a 250% month-on-month increase.

New Delhi: Former Chhattisgarh Chief Minister Bhupesh Baghel and his son Chaitanya Baghel have approached the Supreme Court, seeking the legal authority and jurisdiction of central investigative agencies-the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED)-in probing alleged irregularities linked to the multi-crore liquor scam in the state. The petition, according to reports, filed amid escalating political tensions, seeks clarity on whether the agencies have overstepped their mandate under the Prevention of Money Laundering Act (PMLA) and other statutes. The matter is scheduled for hearing on Monday before a bench comprising Justice Suryakant and Justice Joymalya Bagchi. The move comes days after Chaitanya Baghel was arrested by the ED in connection with a Rs 2,160 crore liquor scam that allegedly operated during Bhupesh Baghel's tenure as Chief Minister. The ED claims that a parallel liquor distribution network siphoned off massive sums through unaccounted sales and illegal commissions, implicating several political and bureaucratic figures. Bhupesh Baghel has publicly denounced the arrest and subsequent raids at his Bhilai residence, calling them politically motivated and designed to suppress dissent. "The ED is being used as a tool to target opposition leaders," Baghel said, alleging that the timing of the arrest-on his son's birthday-was symbolic of the Centre's vendetta politics. The Congress party has backed Baghel's stance, staging protests across Raipur, Jagdalpur, and other districts, accusing the BJP-led Centre of weaponising investigative agencies to intimidate political opponents. Chaitanya Baghel, son of former Chhattisgarh Chief Minister Bhupesh Baghel, was arrested by the Enforcement Directorate (ED) on July 18, 2025, which was also his birthday. The arrest was part of an ongoing investigation into a Rs 2,160 crore liquor scam allegedly involving a nexus of politicians, bureaucrats, and liquor contractors operating during Bhupesh Baghel's tenure. ED officials conducted raids at the Baghel family residence in Bhilai, Durg district, early in the morning on July 18. Chaitanya was taken into custody under Section 19 of the Prevention of Money Laundering Act (PMLA). The ED cited non-cooperation during the search as grounds for immediate arrest. Bhupesh Baghel publicly condemned the timing, calling it a "birthday gift" from the Central government and alleging political vendetta. The first ED raid at Bhupesh Baghel's Bhilai residence occurred on March 10, 2025. Baghel claimed that this earlier raid was timed to prevent him from participating in the state budget session, alleging that it was politically motivated and aimed at silencing opposition voices. Jagdeep Dhankar forced out by government as he decided to go by book: Mallikarjun Kharge
NEW DELHI: Congress president Mallikarjun Kharge on Saturday claimed that former vice-president Jagdeep Dhankhar was forced out by the Modi govt because after years of "harassing" the opposition, he suddenly decided to move by the book. The decision to admit the notice to remove Justice Shekhar Yadav, along with the one against Justice Yashwant Varma, riled the govt, and PM Narendra Modi gave Dhankhar the option of either withdrawing his order or face action, Kharge alleged. He said Dhankhar opted to resign. Speaking at Congress's annual legal conclave, Kharge recounted the "harassment" of the opposition at the hands of Dhankhar. He mentioned that Dhankhar had suspended a record number of MPs from Rajya Sabha, while Congress MP Rajni Patil was suspended for seven months, lamenting "this is their democracy". But then, he said, Dhankhar one day woke up to his constitutional role because he realised that his tenure would be remembered in history if he worked as per rules, rubbing the PM and BJP the wrong way.
