CM vows one million homes for poor, digital overhaul

Chief Minister Rekha Gupta on Saturday said that the Delhi government is developing a comprehensive strategy to address the demand for one million houses for economically weaker sections (EWS) and slum dwellers across the Capital.
During a visit to EWS flats built in 2011 in Sultanpuri, which are now in a dilapidated state, Ms. Gupta stated that the government plans to renovate around 50,000 unused flats constructed under the Jawaharlal Nehru National Urban Renewal Mission and allocate them to slum residents.
'Our government is committed to ensuring dignified housing and a better life for slum dwellers. In the first phase, 50,000 flats will be allocated. These efforts are fully aligned with Prime Minister Narendra Modi's resolve of providing housing for every poor,' she said.
The CM said the government plans to relocate slum dwellers within a two-kilometre radius of these flats after carrying out necessary repairs and adding basic facilities. Ms. Gupta also directed officials to prioritise the immediate repair of salvageable units and reconstruct those beyond repair.
Ms. Gupta blamed the Congress and the Aam Aadmi Party (AAP) for the years-long neglect of these flats. 'The same parties that did nothing while in power are now making noise. Why weren't these houses distributed before?' she said.
Responding to her remarks, AAP said if the BJP was serious about protecting slum dwellers, it should urge Central agencies to withdraw legal cases pending against slum clusters in the High Court and the Supreme Court.

Ms. Gupta also announced a push towards digitising governance, stating that the Chief Minister's Office (CMO) has now fully transitioned to an e-office platform. 'The Delhi Secretariat is already digitised. All files now move through the e-office system and are e-signed. We aim to make the entire Secretariat paperless soon,' she said, adding that digitisation has improved transparency and sped up decision-making.
According to the CMO, the e-office system saw rapid adoption in July. Of 199 departments, 119 now operate fully as e-offices, up from 22% in June. Digital file usage surged past 1.18 lakh, marking a 250% month-on-month increase.

People like Trump will get a befitting reply when we develop and rise," said Gupta addressing the silver jubilee celebration of the Patparganj CPE Study Circle. "If we all work together then it will not take time to become the third-largest largest economy from fourth number. Our exports are not dependent on America," she added. Underlining the importance of self-reliance, Gupta said, "We must become self-dependent so that whatever we consume benefits our own people." The chief minister also highlighted the role of chartered accountants (CAs) and called them the government's "army". "All the 30,000 CAs in Delhi are my army who encourage everyone to pay their taxes faithfully. Whenever there's a GST raid, the first call goes to a CA. They help ensure tax compliance," she said. Gupta announced plans to launch a new scheme to allow citizens to settle old tax dues without hassle. It would be a one-time opportunity, she said, adding that chartered accountants would play a pivotal role in its execution. "We are working towards making the tax-paying system completely faceless. People shouldn't fear the government. We are eliminating the need for multiple licenses and simplifying systems," she said. The chief minister said the public trust in chartered accountants is similar to that in doctors. "No government campaign can be as effective as a CA's word. People trust their CA and do what they say," she added. Gupta also stressed the need to end under the table transactions and build a governance model that encourages honesty and transparency.

The Delhi Legislative Assembly on Sunday became the first legislature in the country to be powered entirely by solar energy, following the commissioning of a 500-kilowatt rooftop solar power plant. Alongside this, the Assembly launched the National e-Vidhan Application (NeVA), marking a shift towards paperless legislative functioning. The two initiatives were inaugurated by Union Minister of State for Law and Justice Arjun Ram Meghwal, who called the Assembly's transition a model for sustainable and digital governance. 'This is not just an infrastructure upgrade, but a shift in institutional values,' he said, adding that the Ministry of Parliamentary Affairs will provide all possible assistance to the efforts and initiatives of the Delhi Legislative Assembly in this regard. Delhi Assembly Speaker Vijender Gupta emphasised that the solarisation of the Assembly is a cornerstone in a broader institutional shift towards sustainable and digital transformation. 'The present Assembly building was constructed in 1912 and was home to the country's first Parliament,' Gupta said. Highlighting the balance between tradition and progress, he remarked, 'Virasat aur Vikaas saath chalega (Legacy and development go together).' Gupta added that the solar power plant, installed on the rooftop, is expected to reduce the Assembly's monthly electricity bill by around Rs 15 lakh, or approximately Rs 1.75 crore annually. The savings, he said, would be redirected to developmental work. It will also potentially generate surplus electricity through net metering. The NeVA platform, developed under the Centre's 'One Nation, One Application' initiative, will be fully implemented from the upcoming Monsoon Session. A successful trial run was conducted with MLAs ahead of the inauguration. The trial offered firsthand experience of the digital interface, which includes smart delegate units with microphones and voting panels, RFID/NFC access, multilingual support, real-time document access via iPads, an automated AV system with HD cameras, and a secure, power-backed networking environment. The House will also see the introduction of the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, by Education Minister Ashish Sood. Chief Minister Rekha Gupta is also scheduled to table the Finance and Appropriation Accounts for 2023-24, which will present the financial position of the national capital. Gupta will also present two audit reports from the Comptroller and Auditor General (CAG): one on state finances for 2023-24 and a separate report on the welfare of building and construction workers in 2022-23. Sood, who also holds the Power portfolio, will also lay the Delhi Electricity Regulatory Commission's annual accounts and a notification on Green Energy Open Access regulations.

All mission-critical digital infrastructure, whether related to artificial intelligence or cloud computing -- fundamentally depends on semiconductor chips."When you are talking about a completely digital sovereignty, it starts at the chip level. Whether it is a complete AI stack or a complete cloud stack on which any mission-critical applications of government or enterprises run, it always starts from the ground level, which is the chip. From chip level, we end up making equipment," Sunil Gupta, Chair, ASSOCHAM National Council on Datacenter, told ANI on the sidelines of an event 'Sovereign Tech for India's Digital Transformation'. The event was organised by ASSOCHAM."Chips form the base, leading to the development of equipment, operating systems, datasets, models, and ultimately, applications. You start making operating systems, then you run in case of AI examples. You have data sets and then you have models and then you have applications. The government understands this whole stack, which needs to be completely owned by India. At the chip level, India has created a semiconductor mission so that India can design, fabricate, assemble and package its own chips in India itself," Gupta told India Semiconductor Mission (ISM) is aimed at ensuring full ownership of this stack. The mission aims to enable domestic capabilities in chip design, fabrication, assembly, and packaging."The semiconductor mission and the government's emphasis on it is a step in the very right direction. It is at the route of becoming a sovereign nation in terms of digital infrastructure," Gupta said."Starting has been done maybe with chips of 28 nanometers, but I am very sure once this mission starts, we will start manufacturing the most high-end two and three-nanometre chips also. As the Minister of IT also announced that within five years India can also expect its indigenous GPU, which is real sovereignty at the grassroots you are not dependent on a chip which is designed in the US and manufactured in Taiwan. India will be able to design and manufacture chips in India itself," he also spoke about India's efforts to widen its sources of rare earth metals amid export curbs by China."Prime Minister visited countries in Latin America and Africa recently.... India will have to be self-dependent on rare earth metals as these are used in manufacturing electronics products. This is another aspect on which the government is very serious about," he Pillai, founding member of Bharath Cloud, emphasised the significance of Digital India."It is an economic and security story and having everything in house is very important. Having everything on our own soil and working on our own terms is extremely important for us to grow and innovate. The design output capacity is 36 million units per and entrepreneurs in 270 academic institutions and 70 startups are working on world class latest design technologies for developing new products. Twenty products developed by the students of these academic students have been taped out by SCL Mohali.
