Delhi govt to renovate 50,000 EWS houses for slum residents
The inspections were carried out a day after Gupta directed all government departments, the Indian Railways, and the Delhi Development Authority (DDA) that no slum dwellings should be demolished in the city, and promised that all future removals, if unavoidable, would be accompanied by advance rehabilitation.
'Due to the indifference and malicious policies of previous governments, these flats, ready since 2011, remained deserted for years. Despite spending crores of rupees, they were not handed over to slum dwellers. Drawing inspiration from the resolve of Prime Minister Narendra Modi for 'Sabka Saath, Sabka Vikas' our government is now renovating 50,000 such flats. Electricity, water, toilets, sewer, and parks will be provided here. Our goal is to ensure that the slum dwellers of Delhi receive a safe, clean, and dignified life,' Gupta said after the inspection.
In Sultanpuri, 1,060 EWS flats with F+4 structure for slum dwellers were constructed in 2016. The project is located at Site No. A-3, near C-Block, Sultanpuri. The total project area is 27,720sqm, while the carpet area of each unit is fixed at 25sqm.
The layout of these houses includes one living room, bedroom, kitchen, bathroom, toilet, and balcony. The approved cost was ₹52.81 crore, which later escalated to ₹67.84 crore. The per-unit cost, according to the approved amount, was ₹4.98 lakh, and according to the revised cost, is ₹6.40 lakh. The tender cost of the project was set at ₹51.72 crore, while the total expenditure reached ₹63.83 crore. The construction of the project was completed on March 31, 2016, delivering a total of 1,060 houses.
Gupta said a similar situation exists with another 50,000 flats built in Delhi's outer areas, many of which have deteriorated so severely that substantial funds will be required to make them habitable. Treating this as a matter of the poor's rights, the Delhi government is working with complete commitment to ensure every slum dweller has access to safe, dignified, and well-equipped housing. The central government has already sanctioned approximately ₹732 crore to repair thousands of these flats.
'Our government is committed to ensuring dignified housing and a better life for slum dwellers. The Delhi government is also preparing a comprehensive strategy to meet the demand for 1 million houses. These efforts are fully aligned with Modi's resolve of providing housing for every poor person,' Gupta said.
During the inspection, Gupta directed officials who accompanied her to prioritise immediate repair of salvageable flats and reconstruct those beyond repair. 'In the first phase we aim to operationalise 50,000 flats for resettlement while a comprehensive strategy is being finalised to address the projected need for 1 million houses in the future,' said Gupta.
Sood said that DUSIB (Delhi Urban Shelter Improvement Board) flats in Sultanpuri had long stood as a symbol of neglect and political apathy. 'Despite investing crores of rupees, 50,000 flats remained abandoned, while hundreds of thousands of people continued to live in inhumane conditions in slums. Our government has resolved to redevelop these flats and ensure the availability of all essential facilities — water, electricity, sewerage, bathing spaces, toilets, parks, and safety. The Delhi government is committed to ensuring that no slum-dweller is forced to live an insecure, undignified, or unhealthy life anymore,' said Sood.
An official said under the government's slum relocation and rehabilitation policy, the in-situ rehabilitation requires that eligible slum dwellers be offered alternative housing on the same land or within a 5km radius of their existing settlements.
Commenting on the situation, the Congress said that the Prime Minister falsely promised the slum dwellers about providing flats. 'Since coming to power the BJP government in Delhi has demolished several slums, leaving many people homeless. To understand the pain and suffering of those troubled by the BJP's demolition drive, Rahul Gandhi reached out to the slum areas to understand their issues and raised them in Parliament. The BJP government, under continuous pressure from Delhi Congress's intervention, has promised to halt the demolitions,' Delhi Congress president Devender Yadav said.

Himachal High Court seeks safety report on 140-year-old underground water tank
Shimla (Himachal Pradesh) [India], August 5 (ANI): Amid rising environmental concerns, the Himachal Pradesh High Court on Friday issued notices and sought a status report from the State Government and the Municipal Corporation of Shimla on the structural safety of the 140-year-old underground water tank situated beneath the historic court was acting on a Public Interest Litigation (CW PIL No. 66 of 2025) filed by former Deputy Mayor and environmentalist Tikender Singh Panwar.A division bench comprising Chief Justice G.S. Sandhawalia and Justice Ranjan Sharma observed that the commercial use of the Ridge, including vending, exhibitions, and allowing heavy vehicles, posed a serious threat to the century-old tank, which was built using lime and mortar during the British era, without cement reinforcement.'It is submitted that while permitting commercial activity in the form of vending and exhibition on the Ridge, a large number of heavy vehicles are being allowed access and there is a threat of cracks to the tank, which is not being kept in mind," the court observed, quoting the petition, filed by Tikender Singh Panwar, highlighted that the water tank holding more than 10 lakh gallons lies within a vulnerable and sinking zone of Shimla and is already showing signs of structural to ANI, Tikender Singh Panwar, the petitioner, said that he is seeking the existing law to be implemented to preserve and protect the heritage.'This is one of the most vulnerable hotspots in Shimla. During my tenure as Deputy Mayor, a vulnerability risk assessment had identified this area. Cracks have already developed in the tank. Despite that, heavy load-bearing activities continue. We are not asking for new laws, we are only demanding implementation of existing heritage laws. Shimla's core, stretching from Advanced Studies to Chhota Shimla, is a heritage zone. Both built and natural heritage must be preserved." He said.'It is shocking that large rallies, fire brigades, and heavy vehicles are allowed on the Ridge. The British had left 6-inch layers on the tank. Today we have added over four feet of elevation, increasing the weight burden. This structure cannot be reconstructed; once gone, it is lost forever," Panwar added also questioned the misuse of heritage spaces.'Statues of national leaders have undergarments drying on them. Vending zones are being created illegally, sometimes allegedly in exchange for money. When we raised concerns, we didn't rush to court–we submitted representations to the Chief Secretary and other authorities multiple times. Only when nothing happened, we filed this petition," he response, Shimla Mayor Surender Chauhan acknowledged the court directive and said the Municipal Corporation is committed to acting responsibly.'The High Court has given us four weeks to file our response. If there is any structural risk to the Ridge tank, we will act on it immediately," Chauhan told further elaborated on the steps being taken.'We are stabilising the area below the Ridge, especially the Tibetan Market road and the sinking zone near the Chinar tree. We are also building a park there to ensure safety. The area is being monitored. Regarding load-bearing, we have never exceeded a foot of layering on the Ridge in the last 15 years. Even the old 1-foot tyring of Dalhousie Bridge was removed to reduce weight." He Mayor also clarified the roles of various departments in heritage and the activities that are allowed.'Any activity or rally on the Ridge is permitted by the Home Department, not by the Municipal Corporation. We follow the guidelines. Last month, following an incident, the district administration also issued directions against placing any heavy structures on the Ridge. We fully support the court's orders and will comply in letter and spirit," he petition underscored the urgent need to reconcile urban development with heritage preservation in Shimla a city known for its colonial-era architecture and fragile court has directed the State authorities and the Municipal Corporation to submit their replies and status report within four weeks, with the next hearing scheduled for September 3, concern deepens, heritage activists and civic authorities now await a judicially guided resolution to safeguard Shimla's most iconic open space Ridge Maidan and the historic water tank beneath it. Maharashtra govt forms panel for growth of Marathi cinema
Mumbai (Maharashtra) [India], August 5 (ANI): Deputy Chief Minister Eknath Shinde on Tuesday directed the formation of a committee at the government level to find a permanent solution to the issue of regional cinema getting affected, including getting additional shows for Marathi films in multiplexes. At a meeting held at the Mantralaya along with producers, distributors and the cinema workers organisation of various parties, Shinde stated that a report should be sent by the government within a time frame of one and a half months, further stating that it was the role of the state government to ensure the survival of the Marathi other issues including low number of screens available to Marathi films in multiplexes, removal of cinemas from theaters within three days without informing them, taking a week's fee and not returning the remaining amount, requesting the Censor Board to give censor approval to Marathi films despite repeated requests, and changing or canceling the showtimes of Marathi films at the last minute were also discussed in the meeting. The chairman of this committee is the Additional Chief Secretary of the Home Department. The Committee will also include the Principal Secretary, Appeals and Security, the Principal Secretary, Urban Development, the Secretary of the Cultural Affairs Department, the Secretary of Transport, producers of Marathi films, distributors, multiplex owners, Film City officials, representatives of the Film Corporation and representatives of the Producers Corporation. 'Based on the report submitted in the next one and a half months, the government will take action and make their decisions," Shinde further stated. Delhi CM tables CAG audit report on welfare of construction workers in assembly
NEW DELHI: Delhi Chief Minister Rekha Gupta presented a CAG audit report in the Assembly on Monday, highlighting irregularities in the registration of construction workers and indicating low expenditure on their welfare, despite the state government having a substantial fund of over Rs 3,500 crore available from 2019 to 2023. The report of the Comptroller and Auditor General (CAG) of India on 'Welfare of Building and Other Construction Workers' (BOCW) covered the four years up to March 2023 under the rule of the previous Aam Aadmi Party (AAP) government in Delhi. The Delhi government did not have any reliable data relating to the number of BOCWs in Delhi, it said. The Welfare Board for the BOCWs could provide a complete database of only 1.98 lakh out of 6.96 lakh workers stated to be registered with it. "Out of 1.98 lakh beneficiaries of various welfare schemes, for whom images were made available to Audit, 1.19 lakh beneficiaries were linked with 2.38 lakh images - more than one image for individual beneficiary," it said, suspecting "ghost" worker registrations. Also, the availability of duplicate images, images with no faces, and multiple registrations of the same face indicated several "loopholes" in the registration process, the CAG report stated. In terms of renewals of registrations of the BOCW, Delhi was way behind the all-India performance of 74 per cent. Delhi recorded a renewal of just 7.3 per cent of workers as per the report. As of March 2023, the Welfare Board for the BOCWs had accumulated funds of Rs 3,579.05 crore, it added. "There was a huge difference in the figures of cess amount collected as per records of cess collectors, district records and the Board. The difference in figures of the cess as per District records and as per the Board for four years amounted to Rs 204.95 crore. The differences were not found reconciled," it noted. The registered companies pay one per cent of the construction cost as cess to the Board for undertaking various schemes for the welfare of the BOCWs. Also, the Delhi government did not maintain a reconciled database of cess assessed, collected and remitted. It thus lacked a system to ascertain the quantum of cess due and its timely collection, the report found. "Cases of incorrect assessment, short/deposit/realisation of cess were observed," it noted. Expenditure on welfare schemes ranged between 9.53 and 11.33 per cent only of the total receipts, except in 2021-22, when ex gratia payments were made to the BOCW to tide over the Covid pandemic period, it added.
