Cash for bail case: Rouse Avenue Court record keeper takes back Delhi HC bail petition
Mukesh Kumar, who is under investigation by the Anti-Corruption Branch (ACB), withdrew his plea on Wednesday, the day arguments were scheduled. Justice Tejas Karia allowed the withdrawal, granting liberty to file a fresh plea in the future.
Appearing for Kumar, Advocate Ayush Jain requested the Court to direct the ACB to issue proper notice under Section 41 of the Criminal Procedure Code before requiring the accused to join the investigation. He also sought permission for an advocate to be present during Kumar's statement.
The ACB, represented by Additional Standing Counsel Sanjeev Bhandari, assured the Court that all legal procedures would be followed.
The bail withdrawal comes amidst growing scrutiny.
The High Court had recently transferred a Special Judge of the Prevention of Corruption (PC) Act from Rouse Avenue to North-West Rohini after the allegations against Kumar surfaced.
Kumar was booked by the ACB on May 16 under Sections 7 and 13 of the Prevention of Corruption Act, as well as under the Bharatiya Nyaya Sanhita. According to the agency, he allegedly demanded and accepted bribes from accused persons in return for facilitating their bail.

Delhi HC issues notice on petrol pump owners' plea against fuel ban on overage vehicles
New Delhi: The Delhi High Court has agreed to examine a plea challenging the city government's policy to penalise and prosecute the petrol pump owners if they refuel 'end-of-life' (EoL) vehicles -- petrol vehicles older than 15 years and diesel vehicles older than 10 years. A bench of Justice Mini Pushkarna issued notice and sought responses from the Delhi government and the Commission for Air Quality Management (CAQM) on the plea filed by the Delhi Petrol Dealers Association. As per the petition, the 'arbitrary' and 'irrational' SOP (Standard Operating Procedure) issued by the city government have burdened the petrol pump owners and their attendants with an additional responsibility of implementing Motor Vehicles Act -- without them being necessarily equipped or authorised under the law to carry out such a responsibility. The plea will likely be heard next on September 8. To reduce emissions and improve air quality in the national capital, which frequently ranks among the world's most polluted cities, the Delhi government has begun enforcing strict new rules on EoL vehicles. According to directives issued by the CAQM, all petrol pumps across the National Capital Territory (NCT) will deny fuel to old vehicles identified through AI-powered Automatic Number Plate Recognition (ANPR) cameras. AI-enabled cameras installed at petrol stations will automatically identify outdated vehicles using number plate data. Once recognised, these vehicles will be flagged in the system to prevent fuel issuance. To support real-time detection, 498 fuel stations have been equipped with Automatic Number Plate Recognition (ANPR) cameras. Not only will EOL vehicles be disallowed to refuel at petrol or diesel stations, but these vehicles will also be liable for heavy fines if found in public places. Four-wheeler owners violating the rule will be fined Rs 10,000, while two-wheeler owners will face a penalty of Rs 5,000. Authorities have also announced that EOL vehicles found parked in public places or near fuel stations will be seized, and advised vehicle owners to verify the registration status of their vehicles and avoid using outdated vehicles to prevent penalties and seizure. The crackdown follows the alarming findings by the Centre for Science and Environment (CSE), whose November 2024 analysis found that vehicles contribute 51 per cent of pollution from all local emission sources in Delhi -- making them the single largest source of air pollution in the city. The petition demanded that the Delhi High Court set aside the city government's policy to the extent it seeks to prosecute and penalise fuel station owners under Section 192 of the Motor Vehicles Act, 1988.

Ragging is not limited to physical harassment. It covers a wide range of actions-verbal, emotional, and psychological-that cause discomfort, fear, or humiliation to a student. Here's what's ragging: Mockery or Insult: If any student, through spoken or written words or actions, insults, mocks, or behaves inappropriately with a new or fellow student, it amounts to ragging. Forced Actions: Asking a student to perform acts they are not comfortable with-or wouldn't ordinarily do-that result in shame, pain, or emotional distress is considered ragging. Intimidation or Threats: Any disorderly or undisciplined activity that causes inconvenience, fear, physical or mental harm to another student also falls under ragging. Disruption of Academic Activities: If a senior student's behaviour hampers the academic routine or learning of another student, that too qualifies as ragging. UGC's Message: Zero tolerance, full compliance The UGC mandates every institution to implement its 2009 Anti-Ragging Regulation in both letter and spirit. This includes obtaining online undertakings from all students and submitting an institutional compliance report at the beginning of every academic year. The UGC has already begun issuing show cause notices to defaulting institutions.

European firms in panic over EU's AI Act, 44 CEOs urge Brussels to pause the law
Over 40 CEOs of European companies wrote a letter to the EU urging Brussels to halt its landmark artificial intelligence act, The EU was already considering mellowing down key elements of the law due to come into force in August. read more The Chief Executives of top European companies, including Airbus and BNP Paribas, are urging the European Union (EU) to halt its landmark legislation regulating Artificial Intelligence (AI). The letter is coming at a time when the regional body is already considering watering down some of the key elements of the law. It is pertinent to note that the legislation is due to come into effect in August. In an open letter obtained by the Financial Times, the heads of 44 major firms on the continent called on European Commission President Ursula von der Leyen to introduce a two-year pause on the Act. The CEOs warned that some of the regulations are unclear and overlapping and can threaten the bloc's competitiveness in the global AI race. STORY CONTINUES BELOW THIS AD The letter noted that the EU's complex rules put 'Europe's AI ambitions at risk, as it jeopardises not only the development of European champions, but also the ability of all industries to deploy AI at the scale required by global competition.' According to The Financial Times, co-signatories also included the chiefs of French retailer Carrefour and Dutch healthcare group Philips. EU facing pressure The regional bloc has been facing intense pressure from the US government and Big Tech, as well as European groups, over its AI Act. With the passing of the act earlier this year, the group was considered the world's strictest regime regulating the development of fast-developing technology. In light of this, Brussels held a crunch meeting with big US tech groups on Wednesday to discuss a new, softened draft of its regulations. The current debate revolves around the drafting of a 'code of practice', which will guide AI companies on how to implement the act that applies to powerful AI models such as Google's Gemini, Meta's Llama and OpenAI's GPT-4. However, Brussels has already delayed publishing the code, which was due in May and is now expected to water down the rules. The EU's tech chief, Henna Virkkunen, on Monday said Brussels is finalising the code of practice ahead of the August deadline. 'We will publish the code of practice before that to support our industry and SMEs to comply with our AI Act'. 'This is a classic example of regulitis that doesn't take into account the most important thing for industry, which is legal certainty', said Patrick Van Eecke, co-chair of law firm Cooley's global cyber, data and privacy practice. According to The Financial Times, the letter from CEOs was organised by the EU AI Champions Initiative — a body representing 110 companies on the continent across industries — said a postponement would send 'innovators and investors around the world a strong signal that Europe is serious about its simplification and competitiveness agenda.'
