Selangor govt to expedite 17 projects to overcome continuous flash floods

KLANG: The Selangor government has identified 17 urgent projects that need to be implemented in the administrative area of the Royal Klang City Council (MBDK) in an effort to overcome the problem of continuous flooding in the area.
State Infrastructure and Agriculture Exco Datuk Izham Hashim said the projects would be implemented in 13 identified hotspots, including Meru and Pandamaran.
He said the projects to be implemented include drain widening works, installation of culverts for waterways, upgrading bridges involving village areas as well as pocket development.
'Some of these projects will be started as early as this week and are expected to be completed by October with an estimated RM3 million allocated for the implementation of these 17 immediate projects.
'The implementation of these 17 projects will be brought to the Selangor Economic Action Meeting (MTES) within two weeks from now there are several projects involving the implementation of state government policies,' he said.
He said this to reporters after chairing a Meeting to Discuss Infrastructure Progress for MBDK's supervised areas at the MBDK Headquarters here today.
Izham said all the projects would be coordinated by the Selangor Irrigation and Drainage Department (DID) in collaboration with several other agencies including MBDK and the Public Works Department (PWD).
He said all the projects were an effort by the state government to reduce flood incidents, especially flash floods which frequently occur while waiting for the Flood Mitigation Plan (RTB) in the Klang area to be fully completed.
Apart from the immediate measures project, a total of 15 medium-and long-term flood mitigation projects involving the federal government were also implemented with funds of nearly RM45 million, he said.
Meanwhile, Izham said DID also identified more than 300 unmanned catchment ponds and was one of the factors that caused floods to occur due to improper maintenance.
Izham said following this, DID was in the process of taking over the ponds in stages and currently, about 55 ponds have been taken over.

SHAH ALAM, July 10 — Two categories of consumers in Selangor are expected to be spared from the upcoming water tariff hike, said state Infrastructure and Agriculture Committee chairman Datuk Izham Hashim. He said the two categories are recipients of the Skim Air Darul Ehsan (SADE) free water programme, which covers the B40 group, as well as domestic and commercial users who consume less than 20 cubic metres of water. He said the adjustment marks the second phase of the water tariff increase, which came into force on Feb 1, 2024. 'The increase is being implemented in stages. The first phase, which took place earlier this year, involved the commercial sector, with a slight adjustment for domestic users. 'For this second phase, it was initially planned for July 1, but there has been a slight delay. We are now awaiting approval from the National Water Services Commission (SPAN) to proceed,' he told reporters at Wisma Dewan Negeri Selangor today. On Jan 19 last year, Menteri Besar Datuk Seri Amirudin Shari announced the new water tariff rates for over eight million consumers, effective Feb 1, 2024. The adjustment covers 2,661,743 accounts, including domestic and non-domestic users, ranging from houses of worship and small and medium enterprises (SMEs) to multinational corporations. According to Amirudin, the minimum charge for domestic users, including low-cost housing, condominiums, estates, and government quarters, will increase slightly from RM6 to RM6.50. Commenting further, Izham said the state government had submitted an application to SPAN to raise water tariffs, but the process was implemented in stages since last year due to the large number of consumers involved. He explained that the water utility company had been operating at a loss, as tariffs had not been adjusted for a long time. 'That's why we applied for a tariff increase, to ensure that Pengurusan Air Selangor Sdn Bhd (Air Selangor) can continue operating effectively. Currently, a significant amount of expenditure is required for water management,' he said. Earlier today, the Selangor government held an engagement session with SPAN to discuss water regulation issues in the state. The session, led by Amirudin and attended by Pengurusan Air Selangor Sdn Bhd (Air Selangor), was held in conjunction with the visit of SPAN chairman Datuk Abdul Kadir Mohd Din to the Menteri Besar's office. Yesterday, SPAN, in a statement, disclosed that it had received applications from water service operators in 10 states to review their respective water supply tariffs. As of June 30, applications had been received from operators in Penang, Perlis, Kedah, Kelantan, Terengganu, Pahang, Negeri Sembilan, Melaka, Johor, and Selangor. Its chief executive officer, Anuar Abdul Ghani, said the company's commitment to ensuring a safe, sustainable and high-quality water supply required urgent and sizeable investments, particularly in replacing ageing infrastructure and expanding treatment facilities. "We fully support a review of existing tariffs. Without it, efforts to build a stable and resilient water supply system will be severely hindered," he said in a statement today. Ranhill SAJ, and nine other water operators in Peninsular Malaysia, have submitted a formal application for a tariff adjustment to the National Water Services Commission (SPAN). The proposal follows a comprehensive stakeholder engagement process and consumer satisfaction survey. Anuar said that over the next few years, Ranhill SAJ plans to invest RM3 billion in upgrading treatment plants, replacing old pipes to reduce water loss, expanding supply infrastructure, and adopting smart systems to improve service efficiency. "This is vital to meet future challenges, including population growth, rapid development and climate-related uncertainties. We appreciate the trust of our consumers, and every sen from this adjustment will be reinvested to improve service delivery," he said. He said that the proposed adjustment was crafted carefully to avoid burdening the majority of consumers and would include targeted rebates for vulnerable groups. The company assured that the funds would be channelled into improving non-revenue water management, modernising treatment facilities, and strengthening water infrastructure across the state. Sarawak Oil Palms to grow FFB production to 1.31 mln tonnes in FY25

Sarawak Oil Palms guided that its all-in production cost for FY25 is expected to rise slightly to RM2,500 per tonne. KUCHING (July 10): Sarawak Oil Palms Bhd (Sarawak Oil Palms) aims to grow its fresh fruit bunch (FFB) production by 5 per cent year-on-year in financial year 2025 (FY25) to 1.31 million tonnes, up from 1.25 million tonnes in FY24 on the back of improving yields supported by the group's favourable weighted average tree age of 13 years. During a recent non-deal roadshow hosted by analysts from Maybank Investment Bank (Maybank IB), Sarawak Oil Palms guided that its all-in production cost for FY25 is expected to rise slightly to RM2,500 per tonne. Sarawak Oil Palms is also targeting annual replanting of 4,000 to 5,000 hectares to support long-term yields. Maybank IB noted that while upstream remains the group's core contributor, investors welcomed the rising profit contribution from its downstream operations in FY24. It said this was partly due to the absence of overcapacity in Sarawak's refining sector. 'We believe Sarawak Oil Palms can sustain at least a 15 sen dividend per share payout in FY25, supported by strong free cash flow generation and a growing net cash position of RM1.1 billion as of March 31, 2025,' it said in a note yesterday. However, management guided that FY25 margins are expected to come under pressure due to renewed competition from Indonesia following improved crude palm oil (CPO) supply. In FY24, Sarawak Oil Palms had a strong margin, with a refining capacity of 2,300 tonnes per day and a utilisation rate above 80 per cent. Furthermore, the group's 600 tonnes per day biodiesel plant continues to generate stable margins as it supports Sarawak's biodiesel mandate. The research house added that Sarawak Oil Palms' property development arm has made modest earnings contributions since 2017, averaging below RM3 million in annual EBIT (earnings before interest and tax). The arm monetises pockets of estate land located about 45 kilometres from Miri. The group also guided that it is planning new property launches in Kuching involving about 30 hectares but details have not been disclosed. Meanwhile, researchers with RHB Investment Bank Bhd (RHB Research) expects CPO prices to remain volatile due to geopolitical tensions, US trade tariffs, ongoing wars, and a drop in crude oil prices. 'Fundamentally however, global supply and demand will likely be more balanced in 2026 as supply improves. Demand should pick up given the more attractive relative prices,' it said in a separate note. Looking ahead, RHB Research expects muted soybean prices due to ongoing strong supply while soybean oil prices will stay elevated as the US increases its biofuel blending. It said CPO is expected to continue trading at a discount to soybean oil, currently at US$217 per tonne, with demand from price-sensitive countries like India, Pakistan and Bangladesh expected to rebound. RHB Research revised its average CPO price forecast for 2025 down to RM4,100 per tonne, from RM4,300.
