Ballari Zilla Panchayat CEO favours systematic approach to SCs Sub-Categorisation Survey
Inaugurating a training workshop at the Zilla Panchayat Hall here, Mr. Sumair addressed master trainers and technical officials from all Assembly constituencies in the district.
He said that the survey will be conducted under the one-man inquiry commission headed by H.N. Nagamohan Das to scientifically collect detailed demographic and social data from Scheduled Castes (SCs) households for the purpose of internal reservation classification.
'The survey must be executed methodically to ensure that no SCs household is left out,' he said, stressing that complete and error-free data collection is critical.
He further instructed officials to take full responsibility for their assigned duties and adhere strictly to survey protocols.
According to details Mr. Sumair provided, surveyors need to visit households from May 9 to 17, collecting data using a mobile application. Each surveyor is expected to gather information from 300 households based on block-level divisions.
From May 19 to 21, the focus will shift to identifying and covering any households missed during the initial phase. For families that are still left out, the government will provide an option to self-submit their information online.
Mr. Sumair emphasised that the survey must be inclusive, accountable and executed without administrative lapses.
'The survey will enumerate all 101 SCs communities recognised in Karnataka. To oversee the process, a State-level monitoring committee is in place, along with a district-level coordination committee chaired by the Deputy Commissioner. Efforts in Ballari must be exemplary and error-free as part of the larger State-wide initiative,' he said.
Deputy Director of the Social Welfare Department Mallikarjun B., along with State-trained district-level master trainers Syed Bhasha, Mallikarjun and K.S. Shabarish Gupta, were present.
Taluk-level trainers, officials from the Social Welfare Department, Block Education Officers and other stakeholders also attended the session.

Ahead of internal quota report, Parameshwara calls meeting of Scheduled Caste Congressmen
Bengaluru: With the Justice HN Nagamohan Das Commission likely to submit its report on internal reservation among Scheduled Castes (SCs) next week, home minister G Parameshwara has called a meeting of Congress legislators and ministers from various SC sub-castes to discuss the way forward. The meeting, tentatively scheduled for Saturday at Parameshwara's residence, is aimed at gathering opinions within the party to avoid confusion and ensure consensus on the sensitive issue. "We plan to have a discussion on various sub-castes and their opinion," Parameshwara said Thursday. "We had such a meeting before the survey. This is a continuation." When pointed out that Congress' high command had previously stopped a similar gathering, Parameshwara said, "We had planned a huge rally then and they asked us to postpone it. They (high command) will not stop meetings of legislators as it is within our authority." Asked whether this meeting would also include dinner, Parameshwara quipped, "Dinner or lunch or coffee meeting, we will do something." A similar dinner meeting in Jan involving SC and ST ministers and legislators had triggered speculation about a leadership shift. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Making history: These 5 timepieces set world records at Watches and Wonders Geneva 2025 CNA Read More Undo While Parameshwara and others dismissed it as a preparatory event for an SC/ST convention, the gathering had sparked talk of a possible Dalit chief minister for the state. This discussion has gained fresh traction following recent remarks by AICC president Mallikarjun Kharge, who expressed disappointment over not being made chief minister in 1999. Parameshwara had recently said: "There was nothing wrong if the party's national president returned to state politics." Meanwhile, BJP MP and former deputy chief minister Govind Karjol Thursday, who is spearheading demand for internal reservation for Scheduled Castes (SC), said Thursday they would launch a "Do or Die" movement if the state govt fails to act by Aug 11. Karjol said symbolic statewide protests will begin from Friday, and the govt will have until Aug 11 to issue an order providing internal reservation to SC communities. "If the govt does not, we will intensify our agitation from Aug 16. It will be a non-cooperation movement," he said. On Friday, Madiga community members together with other SCs and with support from several organisations, will demonstrate in front of deputy commissioners' offices at district headquarters and tahsildars' offices in taluks. Protesters will submit memoranda demanding internal reservation. Karjol accused the govt of going back on its pre-poll assurance on internal reservation, reiterating that a seven-judge bench of the Supreme Court headed by Justice Arun Kumar had ruled in 2021 that state govts had the authority to provide internal reservation.

Adi Dravida forum demands internal reservation
Mangaluru: The Adi Dravida, which is one of the 101 sub-castes listed under the Scheduled Castes (SC) list, should not be excluded and must be given internal reservation, demanded the District Adi Dravida Coordination Committee. The forum has warned that if the caste is removed from the list, legal action will be taken. Speaking at a press conference in Mangaluru on Thursday, committee district president M Seena Masthikatte said that a request was already submitted to the chief minister and Justice HN Nagamohan Das Commission on behalf of the committee. They have assured that there is no question of removing the Adi Dravida sub-caste from the list. If the govt proceeds with such actions, a strong protest will be launched, he said. "For the past 75 years, the Adi Dravida caste was a sub-caste within the Scheduled Castes. If it is now removed from the list, students will be deprived of various benefits and educational opportunities provided by govt departments such as the Dr BR Ambedkar Development Corporation, the social welfare department, and local bodies like municipalities and panchayats. Govt employees will find it difficult to get promotions,'' he added. The name Adi Dravida is included in the list of 101 sub-castes released by the President in 1950. According to Article 341 of the Constitution, 101 sub-castes are included under the Scheduled Castes, and they receive govt benefits as per the 15% reservation policy. "Recently, when members of our community applied to the Ambedkar Corporation, they were told that these benefits are not available to them, creating confusion,'' said committee district vice-president Jagadish Pandeshwar. There are over 5 lakh Adi Dravidas in the state. If the govt removes the community from the Scheduled Caste sub-caste list, the community's voters will boycott upcoming elections, he added.

I am the senior most MLA, I have to oversee all of Haryana: Vij
A day after BJP's state president Mohan Lal Badoli appointed MLAs as in-charges of 42 Assembly constituencies where the party lost in the 2024 Assembly polls, Cabinet minister Anil Vij announced that he would soon begin a state-wide tour since he is the senior-most MLA of the BJP in Haryana. 'They have been assigned one constituency each, but I have to oversee entire Haryana. I am the senior most MLA of my party. I have won seven times. So, soon, I shall begin a state-wide tour to meet both new and veteran party workers across various locations and check on their well-being,' Vij said while interacting with media persons. The BJP appointed the MLAs to work at the grassroots level to strengthen the party, identify new development areas, listen to public grievances, meet ground-level party workers and expand the party's cadre. Vij has had a tumultuous relationship with former chief minister Manohar Lal Khattar, now a Union minister, and has previously made veiled comments about the current Chief Minister, Nayab Singh Saini. In January this year, Vij had taken a dig at CM Saini. He said, 'Since assuming office, he (Saini) had been on an 'udan khatola' [chopper]. If he comes down, he will see the suffering of people.' The seven-time MLA, who holds three portfolios of Energy, Transport and Labour, also issued a stern warning to government officials that during his tours, he would be monitoring their functioning and assess if the government schemes were being duly implemented by the officials at the ground level. 'Any laxity will not be tolerated,' he said. On the Opposition's saffronisation allegation against the Army in the context of 'Operation Mahadev and Shiv Shakti', Vij remarked that 'the Opposition is against all the traditions and beliefs of Hindustan'. Advising the Opposition, he said, 'They should know that every unit of our Army has temples and gurdwaras. They should also know that when our brave soldiers charge toward the enemy, they shout 'Jai Bajrang Bali!' They must understand that many military operations in our country have been named after Hindu traditions or Indian cultural identities.' 'The Opposition should be ashamed. Should we name our operations after Pakistani missiles or other foreign references? The Opposition has completely strayed from real issues. In the name of political opposition to the Prime Minister, they have now started opposing the country itself. They are even targeting our national beliefs, centres of faith and religious traditions,' Vij added. Later in the day, Vij heard grievances of people of his constituency. He also issued directions to the Superintendent of Police (Ambala) to investigate and register FIR in the matter of alleged forced eviction of people from Barfkhana area land in Ambala. 'Marcelino Noronha and his family, who have been residing on the Barfkhana land for approximately 85 years, submitted a complaint alleging that some individuals forcibly evicted them from their home through intimidation and threats. The family informed Minister Anil Vij that they had filed a complaint at the Cantonment police station on May 13, but no FIR was registered. Responding to the complaint, Vij instructed the SP to take strict action,' a spokesperson said.
