
Special cell to approve high-rise building plans within 72 hours in A.P.
The newly formed cell is tasked with processing development permissions for projects comprising 12 floors or more — including those with Transferable Development Rights (TDR) — within Service Level Agreement (SLA) of 72 hours according to highly placed sources in the government.
The decision comes in response to prolonged delays observed at the level of urban local bodies (ULBs) and urban development authorities (UDAs), which the government identified as a significant hurdle to high-rise construction and associated urban infrastructure development.
Recognizing the strategic importance of large-scale high-rise projects in stimulating urban expansion and economic activity, the State government directed the Director of Town and Country Planning to prepare a detailed proposal for streamlining the clearance process. Following its review, the government issued formal orders to establish the Special Cell at the DTCP headquarters, authorizing the Director to grant approvals directly within the 72-hour window.
'This initiative reflects our commitment to creating an industry-friendly environment and ensuring ease of doing business in the State,' Principal Secretary, Municipal Administration and Urban Development Department S. Suresh Kumar said. 'It will significantly reduce approval timelines and promote hassle-free development for citizens and builders alike,' he added.
The Special Cell is expected to improve transparency, cut red tape, and speed up the implementation of high-rise projects, contributing to a more robust and responsive urban infrastructure framework across Andhra Pradesh.

Trupti canteens will help women financially, says MAUD Principal Secretary
The State government is trying to improve the economic conditions of poor women and lead them on a path of self-reliance, said Municipal Administration and Urban Development (MA&UD) Principal Secretary S. Suresh Kumar on Saturday (July 26). Inaugurating the city's first Trupti canteen at Panja Centre in Vijayawada on Saturday, Mr. Suresh Kumar said the government has come up with the idea of Trupti canteens to encourage women part of the Development of Women and Children in Rural Areas(DWCRA) to become entrepreneurs. Mr. Suresh Kumar said the government plans to set up 750 canteens, under the auspices of Mission for Elimination of Poverty in Municipal Areas (MEPMA), across the State. The first in the State, which came up in Nellore, is running successfully, he said, adding that women are getting an income of ₹10,000-15,000 a day. He said Chief Minister N. Chandrababu Naidu has given them a target of training 30,000 women as entrepreneurs, and it is as part of the target that they have asked women to manage the canteens. Mr. Suresh Kumar said the main purpose of these canteens is to provide food at low prices and also to provide employment to women. There are 28 lakh DWCRA women's groups in the State, and such initiatives will help them financially, the officer said. Every canteen will be managed by four women, and they would be provided training. Such canteens will be set up at important junctions and places along highways, Mr. Suresh Kumar said. MEPMA project director N. Tej Bharat said the canteens were launched in line with the Chief Minister's action plan to have one entrepreneur in every family. He added that they are working towards training 30,000 women as entrepreneurs. Vijayawada Municipal Corporation Commissioner Dhyanachandra H.M. said there are 11 Anna canteens at present. In addition to the Trupti canteen at Panja Centre, two more canteens are coming up, he added.

Auto mutation of properties in Andhra Pradesh from August 1
With the aim of streamlining urban governance, the Government of Andhra Pradesh has unveiled an instant auto-mutation system to automate property ownership updates during registration. From August 1, the system will be rolled out in 17 Municipal Corporations to eliminate bureaucratic hurdles and bring speed, transparency, and efficiency to property transactions. Developed jointly by the Municipal Administration & Urban Development Department and the Registrations & Stamps Department, the system integrates property registration with mutation, requiring no separate application by property owners. Once the buyer clears applicable dues and mutation fee, ownership records are automatically updated in the municipal databases. The initiative replaces the previously cumbersome manual process that involved multiple office visits, delays, and document duplication. The system supports residential and vacant land transactions, including part ownership transfers. 'Citizen-first reform' Principal Secretary S. Suresh Kumar on Friday called it a 'citizen-first reform,' noting the system's potential to enhance data accuracy, tax compliance, and urban planning. Aadhaar verification, PAN integration, geo-tagging, and electricity data syncing were among the digital features supporting the transformation. Public awareness campaigns and staff training programmes were already underway, positioning Andhra Pradesh as a national leader in urban digital governance, he added.

Jaipur officials commend Hyd'bad's urban devpt initiatives
Hyderabad: A delegation from the Jaipur Development Authority (JDA) has lauded the Greater Hyderabad Municipal Corporation's (GHMC) Transferable Development Rights (TDR) and 'Build Now' policies. The JDA Commissioner, Anandi, led a team that included Planning Director Preeti Gupta, IT Advisor R.K. Sharma, Assistant Town Planner Rushikesh Kolte, and IT Deputy Director Pankaj Sharma on a visit to GHMC on Thursday to study these successful urban planning and permission systems. Officials at the GHMC headquarters welcomed the delegation. Commissioner R.V. Karnan delivered a detailed PowerPoint presentation, explaining the nuances of the TDR Policy, especially the key features and benefits of the updated policy introduced in 2017. He also highlighted 'Build Now', GHMC's single-window platform for building and layout permissions. Commissioner Karnan emphasised that these policies have greatly facilitated land acquisition for government development projects within GHMC limits. He also noted a significant increase in transparency, efficiency, and accountability in civic services, along with a reduction in the time taken for permission processes and streamlined rule implementation. The visiting JDA team expressed their appreciation for GHMC's policies, stating their intention to implement similar systems in Jaipur to enhance city administration and improve public accessibility. GHMC Chief City Planner Srinivas Rao, Additional Chief City Planners Gangadhar and Pradeep Kumar, Study Tour Coordinators Raj Kumar and Wilson, along with various Town Planning Officers, were also present at the meeting.
