"Some States Failed...": Minister Announces Changes To Crop Insurance Scheme
Union Agriculture Minister Shivraj Singh Chouhan has announced crucial modifications to the Pradhan Mantri Fasal Bima Yojana (PMFBY), citing the Centre's experience with the previous Jagan Reddy government in Andhra Pradesh. The changes aim to ensure that farmers are not denied crop insurance benefits due to the default of state governments.
Responding to a question from Rajasthan MP Hanuman Beniwal, Minister Chouhan detailed how the Modi government transformed the earlier National Agricultural Insurance Scheme (NAIS) into the PMFBY, with a mandate to settle farmer claims within 21 days. He then highlighted a critical issue that emerged in Andhra Pradesh.
"Some states had announced that they would bear the farmer insurance premium themselves. However, in Andhra Pradesh, the then Jagan government failed to contribute its state share towards the premium for three consecutive years," Mr Chouhan revealed. "Due to this, farmers in Andhra Pradesh suffered immensely as they were denied their rightful crop insurance."
Emphasising the Centre's commitment to farmers, Shivraj Singh stated that this "bad experience" had led to a fundamental policy modification.
Under the revised PMFBY, the Union Government will now pay its share for crop insurance irrespective of whether the state government fulfils its premium contribution.
To ensure accountability and prevent future lapses, the Union Minister announced a stringent penalty mechanism. "If a state government does not pay its share, it will be charged at 12% interest, and that amount will be directly credited to the farmers' accounts," Mr Chouhan affirmed. "The insurance would not be denied to farmers, and the state would be penalised."
This significant policy shift aims to safeguard farmers from bureaucratic delays and political inaction at the state level, ensuring timely and uninterrupted access to crucial crop insurance benefits.

However, it is also true that speaking in Bangla is not the only criterion for being a voter or a bona fide resident of Bengal," he added. "We are talking about those who are faking as voters in Bengal without any credentials. Their names will definitely be deleted and that cannot be altered," Majumdar said. Bengal LOP Suvendu Adhikari, in a press conference on Thursday, said names of persons under four categories might get deleted from the electoral roll. "Dead voters, double-entry voters, fake voters and illegal Muslim immigrants' names will not be on the voters' list," he said. Bhattacharya alleged Trinamool is demanding retention of names of "dead voters" in the electoral roll. "This cannot be the stand of a political party. They are trying to undermine a constitutional body and intimidate its officials," he said.

NEW DELHI: Expressing serious concern over the deleterious impact of addictive betting applications on youth, the Supreme Court on Friday asked the Centre to respond in two weeks what steps it is contemplating to save youngsters from getting financially ruined, often forcing them to commit suicide. A bench of Justices Surya Kant and Joymalya Bagchi asked the counsel for Centre to specify in its affidavit "what remedial measures it is contemplating after applying mind to the gravity of the issue". The counsel said another bench is examining whether these apps are akin to gambling, requiring them to be banned, and the decision in that case would have a direct bearing on reliefs sought in a PIL filed by K A Paul. But the bench said, "You (the Centre) do not appear to take the problem seriously". The judges also issued notices to some states, RBI, ED, TRAI, Google India, Apple India, Dream11 and other gaming companies to file responses in two weeks. The petitioner had sought a complete ban on illegal betting apps and strict regulation of online gaming and fantasy sports, alleging these are being popularised by film stars, famous cricketers and other celebrities and end up drawing youth to the apps like moths to a flame. He said the more than 150-year-old Public Gambling Act, 1867, is unable to deal with the menace. Over 24 incidents of suicide have been reported from Telangana alone in the last one and a half years and are directly linked to debt traps created by gambling/betting platforms.

Ramtek MP Barve raises Pench man-animal conflict issue in Lok Sabha
1 2 Nagpur: The growing threat of man-animal conflict in the Pench Tiger Reserve region found a voice in Parliament on Tuesday, when Ramtek MP Shyam Barve urged the Centre to take urgent steps to protect tribals while ensuring their livelihoods remain intact. Speaking in the Lok Sabha on Tuesday, Barve said that tribals in villages on the fringes of forests have long been suffering due to restrictions imposed after the reserve was declared a national park. "Their farms are located adjoining the forest. Yet, ever since Pench was declared a national park, tribals are stopped from moving freely. The animals have no such restrictions, leading to frequent tiger attacks. In my constituency alone, 11 people have lost their lives in the past three years," Barve said. Citing official data, the MP said over 700 people have died across the country in man-animal conflicts over the past four years, including more than 200 in Maharashtra. He accused the government of failing to provide alternative means of livelihood for tribals, despite their role in protecting the forest. Barve's remarks came just days after his wife, former Nagpur Zilla Parishad president Rashmi, slammed the state government and forest department for their inability to track down the Parseoni man-eater, which claimed its latest human victim on Sunday. "There is panic among villagers due to this man-eater. Many of our villagers have to venture into the fields because it is sowing season. But there is a constant fear as a man-eater is still roaming around," she had told TOI earlier, warning that the death toll will keep rising unless decisive action is taken. Parseoni is also part of Barve's Ramtek constituency.
