The Philippine National Police (PNP) on Tuesday remained firm on the hazing complaint filed against four cadets of the Philippine Military Academy (PMA), saying that this was based on the victim's testimony.
'We based our case filed against the four cadets based na rin po sa testimony po ng bata. So 'yun po yung sinampa na kaso ng Baguio City Police. Yung violation ng Anti-Hazing Act,' PNP spokesperson Police Brigadier General Jean Fajardo said in a press briefing.

'Ang sinasabi is may mga body contact po na nangyari. The victim suffered some injuries that would require some hospitalization,' she added.

PMA public information office's Lieutenant Jesse Saludo earlier said the incident does not fall under the definition of hazing in the Anti-Hazing Act.
'The injuries were caused by their classmates venting out their frustration on their squadmate, which because they believe the performance of their classmate is affecting their squad,' Saludo said.
'The incident does not fall under the legal definition of hazing as stated in the Anti-Hazing Act, which requires acts of violence or abuse to be committed as part of the admission process in the organization,' he added.
According to the PMA, the school has yet to obtain a copy of the formal complaint or police report filed by the victim.
Based on the investigation, the Baguio City Police said the victim, a 4th class cadet, allegedly experienced 'physical abuse and humiliation' from September 2 to 29, 2024.
The police noted that the 'acts of maltreatment were not isolated but were carried out regularly inside the barracks.'
These alleged physical abuses, which the complainant noted as 'animalistic tripping,' include punches and excessive physical training, which caused him to collapse due to exhaustion.
After allegedly receiving a heavy punch on September 29, 2024, the victim nearly lost consciousness and was admitted to a hospital in Quezon City, where he underwent medical and psychological treatment.
Two cadets were suspended while another one faced punishment for committing physical harm to the victim, according to the Armed Forces of the Philippines. Meanwhile, one cadet was acquitted. — BAP, GMA Integrated News

P100M worth of smuggled mackerel, vegetables seized in Subic

Authorities seized P100 million of misdeclared onions, carrots, and frozen mackerel in the Port of Subic in Zambales. According to Oscar Oida's Tuesday report on '24 Oras,' agricultural products from China were found inside 10 container vans. 'They declared it as chicken lollipops and chicken karaage and it turns out to be sibuyas (onions), carrots and mackerel so misdeclared definitely, yung kanilang accreditation nagparating mapuputol na yon (their accreditation will be revoked),' said Noel Estanislao, Bureau of Customs (BOC) district collector. The 10 container vans were among the first 52 flagged by Customs which in turn issued clearances to 19 others. 'It destroys the lives of our farmers and fisherfolks, yung mga legitimate businessman na gumagawa ng tama. Anything na na pumasok na pagkain can be a biohazard kaya nandun yung national security angle,' Agriculture Secretary Francisco Tiu Laurel Jr said. (It destroys the lives of our farmers, fisherfolks, and businessmen who follow the rules. Any food entering the country can be a biohazard, so we're looking at national security.) Last week, authorities seized P34 million worth of frozen mackerel in the Port of Manila. DA said 20 companies were blacklisted because of agricultural smuggling. They will face charges for violating the Anti-Agricultural Economic Sabotage Act. Laurel said the company's broker, stockholder, president, director, and corporate secretary will also be investigated. — Mariel Celine Serquiña/RF, GMA Integrated News

PNP to deploy 12,000 cops for Marcos' 4th SONA

The Philippine National Police (PNP) on Tuesday said around 12,000 personnel will be deployed to secure the fourth State of the Nation Address (SONA) of President Ferdinand 'Bongbong' Marcos Jr. on July 28. PNP spokesperson Police Brigadier General Jean Fajarda made the statement during a press briefing right after a command conference led by PNP chief Police General Nicolas Torre III. 'Mga more or less 12,000 ang ide-deploy po for SONA. Kasama po dyan yung made-deploy within the vicinity of the House of Representatives (HOR),' Fajardo said. (More or less 12,000 will be deployed for SONA. That includes those deployed within the vicinity of the House of Representatives (HOR).) 'Tomorrow, magkakaroon ng (we will have a) coordinating conference together with the Office of the Sergeant-at-Arms ng HOR to iron out some of the security protocols that will be observed within and outside of the HOR,' she added. Fajardo said Torre directed PNP personnel to conduct an "honest-to-goodness" threat assessment for the event that will be held at the Batasang Pambansa Complex in Quezon City. "If there is a need to adjust po yung mga nakasanayan na nating security template at magbibigay po sila ng updated threat estimates as to including po yung possible number ng magko-conduct po ng activities particularly yung mga rallies both for pro- and anti- (administration),' Fajardo said. (If there is a need to adjust our usual security templates, they will provide updated threat estimates including the possible number of people who will conduct activities, particularly rallies, both for pro and anti-administration.) According to Palace Press Officer Undersecretary Atty. Claire Castro, Marcos is already preparing for his fourth SONA. He is set to provide a better report on his projects and accomplishments, Castro said. Asked earlier if the police organization will make adjustments to its preparations considering that there is an ongoing impeachment issue of Vice President Sara Duterte, Torre said it depends on the estimate from the intelligence they receive. The Vice President will not be attending Marcos' fourth SONA, House Secretary General Reginald Velasco earlier said. Velasco said more than 200 guests have confirmed their attendance to the event. — RF, GMA Integrated News
