T.N. CM Stalin inaugurates 700 new housing units for Sri Lankan Tamils
In line with the Chief Minister's previous announcement that over 7,400 new housing units would be constructed for the welfare of Sri Lankan Tamils, these units were constructed at 67 camps in 26 districts across the State.
In the first phase, over 3,500 units were constructed and were handed over to beneficiaries at 32 camps in 18 districts. In continuation, the Chief Minister on Monday virtually inaugurated 729 units constructed in Salem, Dharmapuri, Tiruppur, Villupuram, and Virudhunagar districts.
Mr. Stalin also virtually inaugurated new buildings constructed for the Revenue and Disaster Management Department at a total cost of ₹54 crore in various locations across the State.
Ministers K.K.S.S.R. Ramachandran and S.M. Nasar, Chief Secretary N. Muruganandam, and senior officials were present on the occasion in the Secretariat.
State Minorities Commission thanks CM
In another event, members of the State Minorities Commission called on the Chief Minister and thanked him for the State government providing financial assistance to certain religious minorities, namely Buddhists, Jains, and Sikhs, for their pilgrimages.
As the State government introduced self-certification under the Directorate of Town and Country Planning, functioning under the Housing and Urban Development Department, some beneficiaries who obtained self-certification called on Mr. Stalin and thanked the government for the new initiative.
Representatives of the Confederation of Real Estate Developers Association of India (CREDAI) also met the Chief Minister and thanked him for the release of the 'Coimbatore Master Plan 2041' document, as well as key initiatives by the Housing and Urban Development Department.

HC asks BMC to review decision to close abattoirs for only a day
Mumbai: Bombay High Court on Monday directed the BMC to reconsider its decision to close slaughterhouses for only a day during the Jain festival of Paryushan Parv. Chief Justice Alok Aradhe and Justice Sandeep Marne permitted two Jain trusts to make "detailed" representations to BMC and directed BMC to reconsider its Aug 30, 2024 decision before commencement of the festival on August 20. Two petitions were filed last year by Sheth Motishaw Lalbaug Jain Charities and Sheth Bherulalji Kanaiyalalji Kothari Religious Trust urging that abattoirs be closed for the entire 9-day period of the festival. On Aug 29, 2024, HC had directed BMC and municipal corporations in Pune, Nashik and Mira Bhayander to decide on their stand. Senior advocate Darius Khambata, for a trust, argued that BMC had not considered a Supreme Court 2008 judgment that upheld the 9-day closure for Paryushan. SC held that it is a reasonable restriction with no violation of fundamental rights of persons engaged in slaughter of animals. He said the premise of BMC's decision is the SC judgment "pertained to Ahmedabad where there is a preponderance of Jain community." He said 5.38 % of the Greater Mumbai population are Jains and 3.64 % in Ahmedabad. In fact, there are more Jains in Maharashtra than in Gujarat. Advocate Abhinav Chandrachud, appearing for the second trust, said according to the 2011 census there were 14 lakh Jains in Maharashtra and 5.7 lakh in Gujarat. 1984 anti-Sikh riots: Sajjan Kumar denies allegations, says he was falsely implicated
New Delhi [India], July 7 (ANI): Former Congress MP Sajjan Kumar denied the charges levelled against him in the 1984 anti-Sikh riots' case. He stated before a Rouse Avenue court that he was not present at the site of the riots and was falsely implicated. Special Judge Dig Vinay Singh recorded the statement of Sajjan Kumar, who is an accused in the case. The court recorded his statement in a case lodged in Janak Puri and Vikas Puri and investigated by the SIT. The Janakpuri case pertains to the killing of two Sikhs, Sohan Singh and his son-in-law Avtar Singh, on November 1, 1984. And second case was registered at Vikaspuri police station related to the burning of Gurcharan Singh on November 2, 1984. Advocate Anil Kumar Sharma, along with advocates Anuj Sharma and Apoorv Sharma, appeared for Sajjan Kumar. During the recording of his statement, Sajjan Kumar stated that allegations against him are false and he has been falsely implicated in this case. In response to a question that he was identified by a witness, Sajjan Kumar stated that he was not there. He also said that he was a Congress party member and was an MP. He was known to the public, anyone can take his name. His name came in this case for the first time in 2016. He was not named by anyone initially. He said that earlier, an un-trace report was filed. 'The allegations against me are politically motivated. The witnesses cited are levelling fresh allegations against me to establish the case,' Sajjan Kumar said. In his defence, Sajjan Kumar said that he also gave his consent for a lie detector test. He also organised a blood camp. It was further stated by Sajjan Kumar that he was granted anticipatory bail in the same case. 'I have been not assigned any role in relation to the same incident,' he added. The court had discharged Sajjan Kumar from the offence of murder on August 23, 2023. The Court had framed Charges against Sajjan Kumar under sections of IPC 147 (Punishment for rioting), 148 (Rioting, armed with deadly weapon), 149 (offence is committed by any member of unlawful assembly in prosecution of the common object of that assembly), 153 (promoting enmity between different groups), 295 (injuring or defiling place of worship, with intent to insult the religion of any class), 307 (attempt of murder), 308 (attempt to commit culpable homicide), 323 (deals with punishment for voluntarily causing hurt), 395 (punishment for dacoity) and 426 (punishment for mischief) etc. Special Judge MK Nagpal while ordering framing of charges, stated, 'This court is of prima facie view that the oral and documentary evidence placed on record by prosecution is sufficient to hold that an unlawful assembly or mob consisting of hundreds of persons and armed with deadly weapons like dandas, iron rods, bricks and stones etc. had gathered near the Gurudwara situated in Gulab Bagh, Nawada on November 1, 1984.' Court had noted that the accused Sajjan Kumar was also a part of the said mob, and common object of the said mob was to put the above said Gurudwara on fire and to burn and loot the articles lying therein and also to burn and destroy the houses of Sikhs situated in the said locality, to damage, destroy or loot their articles or property and to kill the Sikhs residing in that locality, in order to avenge killing of the then Prime Minister Indira Gandhi. Hence, a prima facie case is held to be made out against the accused Sajjan Kumar for commission of the offences punishable under sections 147, 148, 149, 153A, 295, 307, 308, 323, 395, 436 IPC and charges are accordingly directed to be framed against him for the said offences. Further, in alternative, a charge for the offence of abetment defined by Section 107 IPC and made punishable by Section 109 read with 114 IPC in relation to the above said offences is also directed to be framed against the accused as the accused being principal abettor was present at the scene of crime, when the offences abetted by him were committed by the other unknown offenders. However, as far as the offences committed during the incident dated November 2, 1984 and which relate to the murder of Sohan Singh and Avtar Singh at the hands of members of the mob or crowd, which had gathered on that date near or outside the Congress party office in Uttam Nagar, and also the injuries suffered by complainant Harvinder Singh in the said incident, are concerned, the accused is being discharged for the offences Under section 302 and 325 IPC respectively committed in the said incident for the reasons already discussed in this order, court had said. T.N. Planning Commission submits four reports to Chief Minister M.K. Stalin
The State Planning Commission on Monday submitted four detailed reports on various subjects to Chief Minister M.K. Stalin at the Secretariat in Chennai. One of the reports called for profiling and data organisation of all mines in Tamil Nadu urgently to facilitate large-scale land-use planning. The report 'Mapping Mines in Tamil Nadu — Assessing their Restoration Potential' said the process could begin with mines exceeding a certain size threshold. Calling for collecting the details of all mines and capturing drone images, it said detailed and up-to-date information about mines would streamline the study and planning process for restoration and land-use planning at the State-level. Deputy Chief Minister and SPC's ex-officio Vice-Chairperson Udhayanidhi Stalin, SPC's executive chairperson J. Jeyaranjan, and senior officials submitted the reports to the Chief Minister. The report 'Child Nutrition — Key Challenges and Strategies' recommended emphasis on improving linear growth among children to reduce stunting, with a focus on early-life interventions. It called for focus on the first 1,000 days of life but also stressed extending interventions to pre-pregnancy and adolescence. Regular monitoring of children for weight, height, and mid-upper arm circumference, improving dietary diversity for young children were among the recommendations. The report 'Urban Growth and Thermal Stress: A Decadal Assessment of Built-up Area and Climate Interactions in Tamil Nadu' called for a comprehensive heat mitigation strategy for the State. It recommended community engagement, data-driven monitoring, block-level interventions, building construction guidelines, and urbanisation regulations. The regulations include urban infrastructure and land-use planning, urban building construction guidelines, hilly region construction regulations, rural area construction standards, and retrofitting existing structures, among others. The 'Framework for Nature-based Solutions for Enhanced Urban Resilience in Tier 2 Cities of Tamil Nadu - Framework Report' said that Tamil Nadu reflected the global trends vividly with its Tier 2 cities experiencing accelerated economic and demographic expansion. 'This urban growth, however, is contrasted against rising climate risks including urban floods, decline in groundwater, cyclones and ecological fragmentation, calling for urgent, sustainable, and resilient urban planning approaches,' it said. The proposed framework developed jointly by TN-SLURB, GIZ and CUBE presented a strategic and technical framework for mainstreaming NBS into the urban planning systems of Tier 2 cities in Tamil Nadu, it said.
