
French competition authority to investigate Meta's online advertising practices
"(...) An objection has been notified to (...) Meta," the authority said in a statement, adding this procedure, likely to last several months, adding that investigations were ongoing and that the company has not been found guilty.
A spokesperson for the competition authority told Reuters that the procedure has been triggered by a complaint filed in October 2022 of Adloox, an advertising platform, which has since been bought by private U.S. company Scope3.
In April, French media companies, including TF1, France TV and BFM TV, said they were suing Meta over what they say are unlawful business practices.
The company will also face trial this October in Spain over a 551 million euro ($645.06 million) complaint lodged by more than 80 media companies accusing it of unfair competition in advertising.
In February online, rights campaigners filed complaints in Europe over Meta's advertising practices, while earlier on Wednesday, EU antitrust regulators fined Meta, as well as Apple for what they said were breaches of EU law.

Britain plans to invest 163 million euros in Eutelsat, sources say
Britain plans to invest 163 million euros ($191 million) in satellite operator Eutelsat, two sources close to the matter told Reuters, adding to a much bigger cash injection from France to help the company compete with SpaceX's Starlink. Europe is racing to build up sovereign capabilities in several key areas, including defence and satellite communications, after Russia's invasion of Ukraine and U.S. President Donald Trump's "America First" policies. French President Emmanuel Macron, who is on a two-day state visit to Britain, thanked London in a post on X for the investment, without disclosing its value. Eutelsat and the British government did not immediately respond to a request for comment on the investment details. The French government is poised to become the largest shareholder in Eutelsat later this year and is leading a separate 1.35 billion euro capital increase to support the debt-laden company. The state shareholding agency will inject 717 million euros and bring its stake in the satellite operator to 29.99 per cent. By investing 163 million euros, Britain will maintain its 10.9 per cent stake in Eutelsat, one of the sources said, avoiding dilution from the French recapitalisation announced in June. It will also retain its 'golden share', which gives the UK certain veto powers over OneWeb, the London-based subsidiary of Eutelsat, that source said. The deal could also open the door to Britain's involvement in the European Union's IRIS² satellite constellation project, for which Eutelsat is one of the main contractors, Les Echos newspaper, which first reported the UK's investment, said. Britain became a shareholder in OneWeb in 2020 as part of a $1 billion bailout alongside investor Bharti Space, before OneWeb merged with Eutelsat in 2023. Eutelsat owns and manages 34 traditional geostationary satellites and over 600 low Earth orbit satellites, the world's second-biggest constellation after Starlink's. Eutelsat shares rose 10 per cent in early Paris trading. The company's stock has gained 63 per cent this year, buoyed by France's financial commitment and investors betting on its satellites as the best alternative to Starlink. ($1 = 0.8524 euros)

Wang Yi's tour of Europe sets tone for EU-China summit later this month
CHINESE Foreign Minister Wang Yi finished up a big week of diplomacy in Europe on Sunday (Jul 6), but his marathon trip is only a starting point ahead of this month's landmark EU-China economic and political summit as they mark 50 years of bilateral ties. In his grand tour of the region, Wang met several top European leaders, including European Commission president Ursula von der Leyen, as well as senior Cabinet members from Belgium, France and Germany. He also attended the China-EU High-Level Strategic Dialogue in Brussels and the China-Germany Strategic Dialogue on Diplomacy and Security in Berlin. Throughout his trip, Wang stressed that China and Europe have no fundamental conflicts of interest, but share, instead, extensive common economic and political interests. Yet, there are unquestionably growing challenges chilling relations between the two powers. This was summarised by France's Le Monde, which reported about 'the impossible warming of China-EU relations … with no progress on a host of disputes' including trade imbalances, the current tensions in the Middle East, and cybersecurity. The divisions are reportedly so significant that the two-day EU-China summit starting Jul 24 may be shortened by a day. An area of disagreement is the Ukraine war, where Wang reportedly told the EU that China will not let Russia lose the conflict. While Beijing's public position is officially one of neutrality, it has provided Moscow with significant diplomatic support. Sign Up Sign Up On the economic front, China's trade surplus with the EU hit a record through May. Last October, the EU imposed tariffs of up to 35 per cent on Chinese electric vehicles, citing unfair subsidies, while Beijing has retaliated recently with inquiries into Europe's pork, dairy and brandy sectors. Both sides also clashed over rare earth metals, of which China controls over 90 per cent of global processing capacity. German Foreign Minister Johann Wadephul said the 'unilateral and often not very transparent' export restrictions on rare earths are causing 'great concern' – worries that Wang downplayed. Yet, as much as the talks with Wang may have been disappointing, von der Leyen and other key leaders also moved closer to staging a consolidated stance against China. Such unity will be welcomed, given the bloc's past struggles to find such common purpose against Beijing. In recent years, top EU officials have become increasingly concerned about whether China's external interventions in Europe represent a divide-and-rule strategy to undermine the continent's collective interests. The EU's former foreign affairs chief Joseph Borrell even asserted that Beijing is a 'systemic rival that seeks to promote an alternative model of governance' to that of Europe. This comes as Europe is growing increasingly important as a foreign policy focal point for Beijing, as Wang's visit underlines. China had, under the pandemic, generally enjoyed growing influence across much of the region. Over the past half decade, however, relations have become chillier – since the pandemic and Russia's invasion of Ukraine. Climate cooperation remains an issue, with some doubtful that Beijing and Brussels would sign a joint climate action pledge at this month's summit, despite previous collaboration in this area. Brussels has therefore sought to bring the bloc together into a stronger policy – led by von der Leyen – towards China, even if her role does not have a formal foreign policy mandate. While the EU values its relationship with China, the mood is clearly leaning in a more hawkish direction. For example, while the EU-China Comprehensive Agreement on Investment had been concluded in December 2020, ratification by the European Parliament has stalled for years. Still, there remains a split in views on Beijing within the 27-member bloc – a central challenge for von der Leyen. It is too simplistic to refer to this as an East-West dichotomy, not least because Hungarian Prime Minister Viktor Orban is perhaps China's biggest cheerleader in the EU. Nonetheless, there are clear differences in outlook – primarily between the more hawkish Eastern European nations of Czech Republic, Poland and Lithuania and their Western counterparts of France and Spain, which have more business links with China. Brussels may consider the positions of the latter two particularly problematic, since they both want to continue engaging extensively with China. For instance, the longstanding and deep business ties that Paris has with Beijing are widely documented, so it is no surprise that President Emmanuel Macron is more equivocal than von der Leyen on China. During a joint visit to Beijing with von der Leyen a few years ago, the French president raised eyebrows in Europe by taking a 50-strong business delegation. He also used the language of economic reciprocity, rather than the von der Leyen's phrase of 'de-risking'. Perhaps most surprising of all was the fact that Macron did not appear to apply significant pressure on Beijing over its support for Russia against Ukraine, and had moved away from prior positions on Taiwan. Taken together, this challenging context underlines why this month's summit may undershoot expectations. Overall, EU relations with China are likely to remain chilly for the foreseeable future, and could yet go into the deep freeze during von der Leyen's second term. Can China compete in the AI talent war?
THE latest eye-watering artificial intelligence (AI) outlays aren't going towards high-end chips or data-centre build-outs, but individuals. The competition for AI talent prompted Meta to reportedly offer sign-on bonuses of US$100 million to lure senior staff from rivals. It feels 'as if someone has broken into our home and stolen something', OpenAI's chief research officer said of the aggressive poaching in a memo to staff obtained by Wired. The latest victim: Apple, which just lost top executive Pang Ruoming to Meta. It's telling that so many of the superstar players US tech titans are boasting about adding to their rosters are of Chinese origin. Including Pang, eight out of the 12 new recruits to the Meta Superintelligence Labs team graduated from universities on the mainland before pursuing careers abroad. It means that a key driver of the global AI race is an intense scramble for the people building it: Chinese talent. The outsize role that they play in developing AI systems for its geopolitical rival likely isn't lost on Beijing. In other tech fields where workers hold a knowledge advantage, the government hasn't been afraid of asking them to return home. Authorities have already reportedly restricted travel for some of DeepSeek's employees. Instead of cracking down on immigration, US policymakers must now do more to entice the best and brightest from China and beyond and create an environment where they are likely to stay. But American business leaders shouldn't assume that the big pay cheques alone will win an international talent contest. Researchers at Harvard University last month said that the number of high-impact scientific publications shows that China dominates in 'raw human capital for AI'. This helps drive indigenous research despite US advantages in computing power and investment. Top workers may still be keen on making money overseas, but that doesn't mean a lot of them won't stay at home. Separate researchers at Stanford University in May analysed data on the more than 200 authors listed on DeepSeek's technical papers. The firm's success story is 'fundamentally, one of homegrown talent', they found. Half of DeepSeek's team never left China for education or work, and those who did ultimately returned to pursue AI development. This has policy implications for the US. Sign Up Sign Up China looks at international experience less as a brain drain and more as a way for researchers to acquire knowledge before returning home, the Stanford paper said. The US 'may be mistakenly assuming it has a permanent talent lead'. It aligns with other data that suggests America has been losing its allure as a destination for top-tier AI researchers. Only 42 per cent of these individuals worked in the US in 2022, compared to 59 per cent in 2019. During that same period, China was closing the gap fast, rising to 28 per cent from 11 per cent. The Chinese government, meanwhile, has been funding AI labs and research at universities as part of industrial policy. It's not clear how well this investment has paid off, but it has helped incubate talent who went on to support breakthroughs at private companies. One of DeepSeek's keystone papers, for example, was co-authored by scholars at Tsinghua University, Peking University and Nanjing University. In this way, China has been building up an ecosystem of innovation that doesn't centre around poaching individual star players. Domestic firms are less able to spend so lavishly to attract top talent. US private investment in AI was nearly 12 times the amount in China, according to one analysis. Earlier this year, state-backed news outlet the Global Times reported on the 'high-paying job offers' from DeepSeek, which could amount to annual income of some 1.54 million yuan (S$270,000) per year. It's a significant sum in urban China, but hardly the instant millionaire-minting figures being tossed around in Silicon Valley. DeepSeek is nonetheless in the midst of a recruiting blitz – one that's trying to attract overseas Chinese AI researchers to come back home. It has posted a spate of roles on LinkedIn, a platform that's not used domestically. As my colleague Dave Lee has written, this is about more than just money, but instead convincing workers that their contribution 'will matter most in the history books'. DeepSeek may be hoping that this pitch will work on homesick Chinese talent. Ultimately, just under half of the world's top-tier AI researchers come from China, compared to 18 per cent from the US. Many may be seeking opportunities abroad, but Beijing is pulling all its levers to convince at least some to stay at a time when America isn't signalling a warm welcome. Mind-boggling sign-on bonuses from Silicon Valley may be enough to win a cross-border battle for talent, but time will tell if it's enough to win the war. BLOOMBERG
