Belagavi: More than 600 employees of the Belagavi unit of the Karnataka State City Corporation Employees' Association Council protested at the premises of Belagavi City Corporation (BCC) on Tuesday, urging that various demands be met.
The corporation officers and staff, who protested by curtailing the office service at the BCC office premises, sat on the steps of the office entrance, urging that their demands be met.
The employees demanded that the
7th Pay Commission
benefits be extended to the corporation employees as well. They insisted that funds should be released properly from the finance department and that the cadre and recruitment rules of the Karnataka State City Corporations should be amended, with a notification issued.
The KGID and GPF benefits implemented for state govt employees should be applicable to the corporation employees as well. Health services should be provided to the corporation employees under the Jyoti Arogya and Sanjeevini schemes.
A sports meet should be organised for the corporation employees, just as a sports meet is organised for the state govt employees every year.
Speaking on the occasion, Suresh Dyamannavar, the general secretary of the organisation's BCC unit, said that the govt is discriminating by not providing the facilities given to the state govt employees to the local body employees.
All the facilities available to the govt employees should be available to the employees of the local bodies. The govt has already implemented the Sanjeevini health service for the state govt employees.
However, this health service should be implemented mainly for the civic workers who clean the city. He appealed that the govt should take appropriate action in this regard.
Pundalik Malagi, a BCC employee, said that the state govt facilities are not reaching the 10 corporations and more than 200 urban local bodies in the state.
No order issued by the govt is being implemented properly within the corporation. The employees of local bodies, who are working hard for the development and prosperity of the city, are being deprived of the facilities they deserve. Moreover, they expressed dissatisfaction that they have reached a situation where they have to take to the streets and fight if any govt order is to be implemented in local bodies.
BCC employees, including Hanumant Kaladagi, Anand P, Shaila Naikar, Suvarna H, Ujwala Hangerkar, Rajshree Jadhav, Meenakshi Togari, Shobha Mohite, and Vijayalaxmi Patil participated.
In Hubballi, HDMC workers stage a walk-out
Hubballi-Dharwad Municipal Corporation (HDMC) employees staged a protest by walking out from duty on Tuesday at HDMC, Hubballi, demanding the fulfilment of various demands. HDMC Hubballi, was completely shut down due to the protest. State-level employees launched the protest at Freedom Park in Bengaluru, and HDMC employees participated in it by taking leave from work. Employees who did not attend the protest in Bengaluru staged a protest on the office premises.

When will DA hike be announced? According to media reports, citing sources, the Narendra Modi government is likely to announce the DA hike by August 15, but the benefits will be retrospectively implemented from the month of July. Over 5o lakh central government employees and 62 lakh pensioners are eagerly awaiting the implementation of the 8th Pay Commission as well as Dearness Allowance (DA) hike under the current 7th Pay Commission, which will cease to be in force on December 31, 2025. How much DA hike can employees expect? The DA hike will depend on the All India Consumer Price Index (AICPI-IW), which increased by by 0.5 points to 144 in May 2025. The index has increased for three consecutive months, from 143 in March, 143.5 in April and 144 in May. Considering this trend, its likely that dearness allowance could increase from 3-4 percent from July. The final DA hike will be determined by June 2025 AICPI-IW data, which will be released in August. In case of a 3 percent increase, the DA will be hiked to 58%, from the current 55%, while a 4 percent hike would mean a 59% DA for central government employees. DA is reviewed twice a year, and adjusted according to inflation based on the Consumer Price Index (CPI). When will 8th Pay Commission be implemented? Going by the implementation of previous pay commissions, it usually takes about 18 to 24 months for the government to implement the recommendations. Thus, its unlikely that 8th Pay Commission would be implemented before mid-2027. Currently, 7th Pay Commission recommendations are in force, and will remain so till December 2025. A new pay commission is constituted every 10 years which tenders suggestions for revision of salary and pension of central government employees and pensioners in wake of the prevailing economic scenario in the country. The 8th Pay Commission was announced by the Union government in January this year.

This compares with 7th Pay Commission's total cost at Rs 1.02 lakh crore, which is equivalent to 0.66% of FY17 GDP. "Considering an employee distribution of 60% in lower salary levels (Salary grade 1-5), 30% in mid-levels (Salary grade 6–10), and 10% in senior levels (Salary grade 11–18), we estimate an overall average monthly gross salary increase of Rs 30,000-40,000 per month and monthly gross increase in pensions of Rs 15,000-18,000," Elara said. If it decides to follow global norms of parking around 45% in equities, flow into equity markets could increase from around Rs 245 billion to around Rs 465 billion (around 7.7% of net domestic flows in FY25)," Ambit Capital said. A simple back-of-the-envelope calculation suggests government and central government employees' contributions under the NPS would be Rs 1.2 trillion in FY26, of which Rs 182 billion would go into equities (assumed at around 15%, in line with default pattern under NPS scheme for Central government employees), it said. Under the UPS, about 20% of the salary would be under employee discretion as opposed to the entire 24% under the NPS. If the government invests 45% (per global average) of the remaining 8.5% that it contributes under the UPS in equities, the overall flows to equities will nearly double. Besides, additional money in the hands of government employees will either go to savings or consumption. A higher quantum of savings means more inflows into Dalal Street both directly as well as via the mutual fund route. Higher salary will mean higher consumption and therefore as seen in previous pay commission implementation periods, traditional sectors like housing and auto will likely benefit. Evolving consumption trends suggest increased demand for services, particularly QSR, and BFSI sub-sectors like insurance and non-lending financials, analysts say. As per historical trends, the passenger vehicles (PV) segment tends to benefit significantly during Pay Commission announcements. According to media reports, Maruti Suzuki witnessed a 31% year-on-year increase in sales to government employees once 7th Pay Commission was implemented in FY17. In FY09, after the 6th Pay recommendations (54% increase in purchasing power), government employees accounted for around 8% of Maruti's vehicle sales in 4QFY09, from earlier 3.5%, Ambit said. Similar trends were seen in the case of consumer durables, as growth was attributed to 7th Pay Commission payout. Company commentaries suggest that these are segments that have done well in the past, every time a Pay Commission rollout has happened, it said. Analysts at Kotak Equities also agreed that select discretionary consumption and savings have been key beneficiaries in past pay revisions. "Based on our estimate of Rs 2.4-3.2 lakh crore of additional income accrued by the central government employees, we expect an incremental Rs1-1.5 lakh crore of savings to be created, which may incrementally flow into a mix of physical savings, deposits and shares and debentures segment," the brokerage said.

CHENNAI: In an indication that the ruling DMK is ready to face the 2026 Assembly election without gesturing any assurances or action towards fulfilling the demand for 10.5 % reservation for Vanniyars by the PMK, the government has extended the time limit given to the Backward Classes Commission (BCC) by another one year till July 2026 to submit its report on the matter. This is the fifth extension being given to the BCC for examining the demand for internal reservation within the Most Backward Classes (MBCs) and Denotified Communities (DNCs) and submit a report. The previous deadline of July 12, 2025 was extended till July 12, 2026 through a government order on Wednesday. The examination of the demand for internal reservation and submission of a report was added as an additional term of reference (ToR) in January 2023 to the present BCC, which was constituted in November 2022 with a set of six terms of reference. Interestingly, the three-year term of the BCC, headed by Justice V Bharathidasan, retired judge of the Madras High Court, is ending by November. The government is likely to extend its term. When the BCC was tasked with studying the demand for internal reservation in January 2023, it was asked to submit its report in three months. However, the government has since extended the time limit four times over the past 2.5 years, citing that the commission requested extensions due to lack of quantifiable data of all communities included in the MBC and DNC lists.
