Kota Kinabalu: A 56-year-old unemployed was charged with having 32.18gm of syabu. Bakri Amir pleaded guilty before Sessions Court Judge Amir Shah Amir Hassan to the charge against him. However, Bakri's fact and sentencing had been deferred to Aug 8 this year pending the phytology report on the drug. Bakri is accused of having the drug at 5.40pm on July 1 this year by the roadside in Kg Bantayan, Tamparuli. The offence under Section 12(2) of the Dangerous Drugs Act and punishable under Section 39A(2) of the same Act carries a jail between five years and life imprisonment and whipping of at least 10 strokes, on conviction. Pending the date, the court ordered Bakri to be remanded further. In the same court, a 39-year-old man was sentenced to five years and ordered given two strokes of the cane for repeatedly taking syabu. Iyan Laster Clarence Liew, who is currently serving sentence for having drugs, was found taking the drug at 5.05pm on March 23 this year after his urine tested positive for drugs at the Penampang police station. He has three previous conviction records for taking drugs. After serving the jail sentence, he was ordered placed under police supervision. I refer to a recent report in Daily Express headlined 'Pakistanis obtaining ICs: NRD says action taken'. NRD had taken action on one Mohd Izaz Abit who was found to have used another person's birth certificate to obtain the identity card. NRD said 'The identity card was seized after a confession was obtained from the individual and the application sponsor'. What action, if any, was taken against the individual? May NRD please clarify? Was there any criminal action against the application sponsor? NRD had checked the IC numbers of the three individuals mentioned in the Daily Express report and found that they were Malaysian citizens by operation of law. 'Project IC' for unqualified foreigners during the eighties and nineties utilised:- (1). Sijil Akuan therein was stated the person was born in such and such kampong in Sabah verified by Ketua Kampong and District Officer, and (2). Birth certificate from late registration of birth, without endorsement by the Magistrate Court which is mandatory as provided in the Sabah Birth and Death Ordinance Cap. 123. Because they were 'born' in Sabah, they were considered citizens by operation of law, Article 14 of the Federal Constitution. One example of such foreigner who is a Project IC citizen is the current Sabah Indian Congress (MIC) Chief, who was also appointed a Director of Sawit Kinabalu Plantation, a Sabah Government Linked Company. Police report on this Project IC citizen had been lodged. In January 2022, Parti Bersatu Sabah (PBS) wanted the documents on this MIC Chief probed, and the Chief Minister had promised to investigate it. But nothing has come out of it to date. It seems that there is no political will. Did NRD check if these three individuals mentioned above were Project IC citizens? Six of the twenty-four Sabah ex-NRD officers arrested under ISA in 1995-96 for their involvement in issuing Malaysian ICs to unqualified foreigners were witnesses in the proceedings of the RCI on Immigrants in Sabah in 2013. The six NRD witnesses, which included two ex-Directors, provided consistent account of their actions, corroborating one another. How many Project ICs were issued to unqualified foreigners? The Sabah RCI proceedings disclosed that around 120,000 old blue ICs with designated serial numbers were issued to them, mostly using the Sijil Akuan. And, the number of blue ICs issued from 1963 to 2012 using birth certificates from late registrations of their birth was also disclosed: 139,010 issued by virtue of being citizens by operation of law, and 7,810 issued to persons who had to apply for their citizenship. The current electoral roll does not have these three individuals registered in it. Automatic registration as voter was implemented few years ago and the absence of their names in the roll means something is wrong. During State or general election, to get elected, politicians use rhetoric on undocumented immigrants (PTI), statelessness, holders of IMM13, Burung Burung, Sijil Banci and other Papers. Why don't we all acknowledge the wrongs of the past, move forward, put politics aside, address these issues for the sake of our future generations? She was believed to have made the threat via a social media messaging application. Tawau District Police Chief ACP Jasmin Hussin said the 38-year-old local was detained at Kampung Hidayat Batu 4, Jalan Apas, here, at 2.45pm on Friday. 'A hairdresser lodged a complaint on Jan 3, last year, claiming she received a threatening message via WhatsApp,' he said, Saturday. Jasmin said the arrest was made by a team from the District Criminal Investigation Division (BSJND) in front of an unnumbered house, where a mobile phone was also confiscated. According to the police report, the suspect had allegedly sent a message stating, 'Di mana-mana aku jumpa binimu, aku kasi pecah kepalanya (Wherever I see your wife, I'll smash her head).' 'The case is being investigated under Section 507 of the Penal Code for criminal intimidation through online communication, which carries a sentence of up to two years in prison upon conviction,' said Jasmin. In a separate case, police arrested a local youth suspected of trespassing into a home and attempting to assault a woman in her rented room in town last Sunday. Jasmin said the 20-year-old suspect was apprehended by the Strike Team from Tawau Police Station at 10.15pm on Thursday at a car park in the town area. The arrest followed a police report lodged by the alleged victim, a 25-year-old female tenant who was traumatised and concerned for her safety. 'According to the complainant, the incident occurred while she was asleep in her room when the suspect allegedly broke in, covered her mouth and attempted to rob her. 'She was startled by the suspect's actions and immediately woke up, screamed and struggled, managing to push the door open, which caused the suspect to be thrown out of the room,' he said. Initial investigations revealed that the victim did not suffer any losses or have any valuables stolen, as her swift reaction thwarted the suspect's intentions. Jasmin added that police reviewed CCTV footage and carried out intelligence work, which led to the suspect's arrest. A cap, sling bag and a pair of slippers believed to have been used by the suspect were also seized. SINGAPORE: Singapore must take a firm stance against animal cruelty while educating the public on responsible pet ownership, the republic's Home Minister K Shanmugam reportedly said. Responding to a series of high-profile community cat deaths earlier this year, CNA reported Shanmugam reaffirming the government's zero-tolerance approach towards those who harm animals. 'We cannot tolerate cruelty ... We have to take a strong stand, and we cannot let perpetrators go free,' Shanmudam, who is also the Singapore coordinating minister for national security. He referenced a recent case where a man convicted of killing cats by throwing them from Housing Board blocks had his jail term doubled on appeal. However, Shanmugam cautioned against over-criminalisation, stressing the importance of targeted enforcement while ensuring that those who make mistakes without cruel intent are educated. 'What you want is to go after the people with malice – who go out to be cruel to animals, who think that it's a sport, who think that it's a game,' he said. According to the Society for the Prevention of Cruelty to Animals (SPCA), Singapore recorded 961 cases of animal cruelty and welfare concerns in 2024 – the highest in 12 years. Most cases involved cats. Under existing laws, first-time offenders face up to 18 months in jail, fines of up to S$15,000, or both. Repeat offenders may be jailed for up to three years and fined S$30,000. Legislation is being reviewed to further raise penalties and expand enforcement powers. Only 6 per cent of reported animal abuse cases were substantiated between 2019 and 2024, NParks said. Many lacked sufficient information for enforcement, although egregious offenders were prosecuted. Shanmugam also addressed the role of mental illness in abuse cases, stating that psychological conditions should not be used to excuse cruelty. 'If the person is a threat, that threat has to be removed, usually by removing that person from society,' he added.
