Foreigners pay more in the city's restaurants, undercover reporters from French newspaper find

The clearly French customer was served a can of Coke for €6.50 ($12.65) and offered a carafe of water with his dish. Meanwhile, the 'American' was not offered a small can, only a medium or large Coke. When it arrived, it was half a litre and cost €9.50 ($18.50).
As for the water, the 'American' received no offer of a carafe, which is free, instead having to fork out a further €6 ($11.60) for a small bottle of Vittel.
The pair then walked to another nearby cafe-restaurant to test its policy on tipping.
When it was time to pay, the French customer received the bill, which includes an obligatory 10% service charge. However, the 'American' client was asked if he wished to tip because 'service isn't included'.
When he agreed to add a 10% tip via the card machine, he realised afterwards that the waiter had shielded the amount and discreetly increased this to 15%.
Last month, Paris cafes were caught cheating unsuspecting tourists out of good-quality wine.
An undercover sommelier ordered a glass of Chablis, costing around €9 ($17.50), but the wine being served was actually the cheapest on the menu – a €5 ($9.70) sauvignon. The customer was charged the higher amount.
Wine merchant Marina Giuberti said: 'It's a pity for the customer and for the image of the wine appellation, for the winemaker and for the restaurant owners, who do a good job.'
The Telegraph spoke to Joseph, a 21-year-old waiter who confirmed that some of the techniques were widespread.
'In one restaurant I worked I was instructed to bring spring water at €7 ($13.60) a bottle unless foreign customers specifically asked for a carafe,' he said.
'I confess I sometimes don't tell them that service included if they mention the word tip.'

Marc Mazière, the French customer, an economist, runs a blog called Radin Malin (shrewd miser), which helps people make savings in their everyday spending.
'It's daylight robbery,' he said. 'It's almost abuse of weakness. They know you're a tourist, you're probably tired and don't understand much. They exploit this to charge exorbitant prices.'
Several American tourists quizzed by Le Parisien on restaurant rules thought that you always had to pay for water, as that was their experience.
'Usually they bring a bottle of water you have to pay for even when we say still,' said one woman sitting on a bench in the Tuileries gardens.
Franck Trouet of GHR, a hotel and restaurant umbrella group, said: 'It's a disgrace to the profession. You can't even call these people waiters.
'You should know that in France, water and bread are free. One can refuse a bottle of water.
'The tip is to express thanks for the service if one is very satisfied. Above all, it is not compulsory. This is not the United States.'
He said waiters' eagerness to increase the tip had been supercharged when Emmanuel Macron, the French President, decided three years ago to waive taxes on 'le pourboire'.
Now, tips made in French restaurants and cafes using a bank card are no longer taxable.
The rise of new pay machines that automatically suggest a tip of at least 5% has accelerated the trend to try and squeeze more out of diners.
Many restaurants do respect the rules, however, and insiders say waiters in Paris' myriad of cafes, bars, and restaurants work hard for poor pay.

Good business sense using consumer psychology. Photo / Getty Images Every city has its signatures. In Ho Chi Minh City it was someone pointing at my sneakers and offering to clean them. In Da Nang it was, 'Taxi, sir?' and in Hội An it's been, 'Want a boat ride?' We have resolutely fought off all efforts to part us from our money. Well, most efforts. It was our first afternoon in Hội An, a historical port city in central Vietnam, home to a Unesco world-heritage ancient town. We'd gone in search of a particular tailor, recommended to us by our hotel and breathless English tourists on TikTok. At the first street corner, I got out my phone to check directions, and 15 minutes later we were at a completely different tailor, having been expertly waylaid by one of their 'scouts', who'd seen us and asked if she could offer directions … The next day we did a lantern-making class at our hotel, led by the ever-patient tutor, Moon. Moon asked us what we had planned and made a few recommendations, including one for dinner at the Citadel restaurant at which a friend of hers worked. That evening, we followed her advice and had a frankly delightful evening marked by fantastic food, an absolutely lovely waitress, Anna, and regular check-ins from Gray, the manager (who also happens to be a Kiwi). As with every restaurant we visited, we had to force ourselves to sit back and enjoy the experience; at no point did we ever feel like we had to rush to finish, pay, and give up our table to the next customer. Not like, ahem, at home in Wellington. What do these latter examples have in common? Bloody good business sense based on friendliness and strategic use of consumer psychology. Having recently hosted friends visiting Wellington from overseas, my heart was warmed by hearing them say how friendly New Zealanders are, but it's a step change to Vietnamese hospitality. For example, first and last impressions count or, in technical terms, primacy and recency. We make impressions incredibly quickly and largely unconsciously, and research shows that, while we care deeply about how good the chef is, we have to be drawn in first to find out. That can hang entirely on the rapport we sense from our first encounter. When we left the restaurant, Anna farewelled us by our names (which she remembered several days later when we happened to pass by). That's a personal touch that leaves a positive impression. Ever started to feel tense because wait staff check in on you a little too frequently? Or neglected because they don't check in at all? That's another tricky balance, and one that requires a bit of intuition about the best time to stop by. Another thing Citadel did well, but almost every other restaurant we ate at didn't, was a sensibly curated set of options. Ever eaten at the American restaurant chain The Cheesecake Factory? The menu runs to more than 200 items and around 20 pages. It is frankly exhausting. You get to a point where you no longer care what you order, you just want to make it stop. Psychology researchers Sheena Iyengar and Mark Lepper are probably best associated with the notion of this 'paradox of choice'. In a particularly well-known experiment they showed that people may be more likely to head over to a counter offering 24 types of jam than a counter with only six, but people were 10 times more likely to buy jam when the number of types available was reduced from 24 to six. Why? Because what if you make the wrong choice? The more choices, the harder the decision, and the greater the likelihood of buyer's remorse. So in keeping with this research, we broke our holiday rule and went back to the Citadel and its more limited number of choices a second time.

French consultant group Egis has been contracted by the Queenstown Lakes District Council to seek independent feedback from stakeholders and community members, and it has extended the timeline of the independent review. In June, Egis hosted two in-person community sessions in Wānaka, complemented by an online feedback platform that remained open until July 15. Participants now have the opportunity to provide further input during a second round of consultation. In June, the Wānaka Stakeholders Group launched its own proposal for the airport, advocating for a development model centred on strong local input. Group chairwoman Meg Taylor said the council was proceeding with a "dual process" — an application for qualifying aerodrome certification and a Wānaka Airport future review, both to be completed by 2027. Ms Taylor said the council was asking the Upper Clutha community what it wanted to happen at the airport, but risked pre-determining that outcome. The second input period will be from August 25 to September 18 via This will be supported by two in-person drop-in sessions on August 29 and 30, venues and times to be confirmed. Kerr Forbes, aviation lead for Egis in Australia and New Zealand, said "we've heard clearly from the community that they value this opportunity to be involved, and they want more time to contribute".

Trump wants director of jobs data fired after dismal employment report

President Donald Trump removed the head of the agency that produces the monthly jobs figures after a report showed hiring slowed in July and was much weaker in May and June than previously reported. Trump, in a post on his social media platform, alleged that the figures were manipulated for political reasons and said that Erika McEntarfer, the director of the Bureau of Labor Statistics, who was appointed by former President Joe Biden, should be fired. He provided no evidence for the charge. "I have directed my Team to fire this Biden Political Appointee, IMMEDIATELY," Trump said on Truth Social. "She will be replaced with someone much more competent and qualified." Trump later posted, "In my opinion, today's Jobs Numbers were RIGGED in order to make the Republicans, and ME, look bad". The charge that the data was faked is an explosive one that threatens to undercut the political legitimacy of the US government's economic data, which has long been seen as the "gold standard" of economic measurement globally. Economists and Wall Street investors have for decades generally accepted the data as free from political bias. Trump's move to fire McEntarfer represented another extraordinary assertion of presidential power. He has wielded the authority of the White House to try to control the world's international trade system, media companies, America's top universities and Congress' constitutional power of the purse, among other institutions. McEntarfer's firing was roundly condemned by a group that included two former BLS commissioners, including William Beach, who was appointed by Trump to the position. They particularly objected to the charge that the data was altered for political reasons. "This rationale for firing Dr McEntarfer is without merit and undermines the credibility of federal economic statistics that are a cornerstone of intelligent economic decision-making by businesses, families, and policymakers," the statement from the group, the Friends of BLS, said. In addition to Beach, the statement was signed by Erica Groshen, BLS commissioner under former President Barack Obama. "Firing the Commissioner ... when the BLS revises jobs numbers down (as it routinely does) threatens to destroy trust in core American institutions, and all government statistics," Arin Dube, an economist at the University of Massachusetts-Amherst, said on X. "I can't stress how damaging this is." After Trump's initial post, Labor Secretary Lori Chavez-DeRemer said on X that McEntarfer was no longer leading the bureau and that William Wiatrowski, the deputy commissioner, would serve as the acting director. "I support the President's decision to replace Biden's Commissioner and ensure the American People can trust the important and influential data coming from BLS," Chavez-DeRemer said. Friday's jobs report showed that just 73,000 jobs were added last month and that 258,000 fewer jobs were created in May and June than previously estimated. The report suggested that the economy has sharply weakened during Trump's tenure, a pattern consistent with a slowdown in economic growth during the first half of the year and an increase in inflation during June that appeared to reflect the price pressures created by the president's tariffs. "What does a bad leader do when they get bad news? Shoot the messenger," Democratic Senate Leader Chuck Schumer of New York said in a speech. McEntarfer was nominated by Biden in 2023 and became the Commissioner of the Bureau of Labor Statistics in January 2024. Commissioners typically serve four-year terms but since they are political appointees can be fired. The commissioner is the only political appointee of the agency, which has hundreds of career civil servants. The Senate confirmed McEntarfer to her post 86-8, with now Vice President JD Vance among the yea votes. Trump focused much of his ire on the revisions the agency made to previous hiring data. Job gains in May were revised down to just 19,000 from a previously revised 125,000, and for June they were cut to 14,000 from 147,000. In July, only 73,000 positions were added. The unemployment rate ticked up to a still-low 4.2% from 4.1%. "No one can be that wrong? We need accurate Jobs Numbers," Trump wrote. "She will be replaced with someone much more competent and qualified. Important numbers like this must be fair and accurate, they can't be manipulated for political purposes." Trump has not always been so suspicious of the monthly jobs report and responded enthusiastically after the initial May figures came out on June 6, when it was initially reported that the economy added 139,000 jobs. "GREAT JOB NUMBERS, STOCK MARKET UP BIG!' Trump posted at the time. That estimate was later revised down to 125,000 jobs, prior to the most recent revision down to just 19,000. During the 2016 campaign, Trump was more critical. He often attacked the jobs figures as they showed the unemployment rate steadily declining while Obama was still president, only to immediately switch to praising the data once he was in office, as steady job gains continued. The monthly employment report is one of the most closely-watched pieces of government economic data and can cause sharp swings in financial markets. The disappointing figure sent US market indexes about 1.5% lower on Friday. The revisions to the May and June numbers were quite large and surprising to many economists. At the same time, every monthly jobs report includes revisions to the prior two months' figures. Those revisions occur as the government receives more responses from businesses to its survey, which helps provide a more complete picture of employment trends each month. In the past decade, companies have taken longer to respond, which may have contributed to larger monthly revisions. The proportion of companies responding to the surveys has also fallen steadily over the past 10 years, but the survey still gets responses from roughly 200,000 business locations, which can be independent companies or franchises of larger chains. The monthly jobs report has long been closely guarded within the BLS, with early copies held in safes under lock and key to prevent any leaks or early dissemination.
