Brooms, not bars: Manipur Police's unique approach for protest management
Imphal, In a novel twist to conventional policing, Manipur Police has traded handcuffs for brooms and shovels, initiating a "community service" programme for dozens of youths detained in various districts of the valley during violent protests since June 7.
This unique approach follows the unrest which was witnessed on the streets after the arrest of prominent Arambai Tenggol leader Asem Kanan Singh and four associates during a joint operation of Manipur Police and the CBI as he was wanted in several cases.
During the protests, people demanded unconditional release of Singh and others, leading to a 10-day bandh called by Arambai Tenggol, which was eventually called off on Tuesday.
Instead of facing formal charges that could mar their futures, over three dozen young people found themselves on the streets, not as rioters, but as cleaners.
Leveraging the innovative provisions of the recently introduced Bharatiya Nagrik Suraksha Sanhita , Manipur Police handed them the tools of civic duty – brooms and shovels – to clear the very roadblocks, burnt tyres, and concrete debris they or others had created during the protests.
This unconventional move, police officials said, was a deliberate choice to safeguard the careers of these "misguided youths."
Widely shared photos and videos show these young people in custody sweeping the roads and cleaning up the mess left over from the three-day protest, creating a powerful picture of justice balanced with a touch of civic duty.
The unrest that preceded this unusual policing method was significant.
On June 7, widespread agitation erupted across various valley districts following the arrest of Singh, a dismissed head constable of Manipur Police.
The accused is wanted in several cases, including the February 27, 2024, attack by armed Arambai Tenggol members on the residence of Imphal West Additional Superintendent of Police Moirangthem Amit.
Investigations are also underway into his alleged involvement in drug mafia, vandalising offices belonging to the Deputy Inspector General and Inspector General , an attack on the 1st Manipur Rifles, and arms smuggling.
While Arambai Tengol outfit on Tuesday announced that it was ending its 10-day strike call but continuing with their peaceful and democratic manner for pressing their demand of releasing Singh, the outfit distanced itself from any violent activities being done on the streets of the outfit in its name.

CBI books RPF inspector for demanding bribe from UP farmer
Lucknow: A Railway Protection Force (RPF) inspector was booked by the CBI for demanding a bribe of Rs 60,000 from an Uttar Pradesh farmer who was involved in a freak accident in which a railway crossing's barrier collapsed on his tractor trolley, an official said on Monday. The Central Bureau of Investigation (CBI) booked Inspector G.S. Gautam on the complaint of Dhanraj Verma, a resident of Maharajgang in Uttar Pradesh's Ayodhya district. The federal probe agency booked Gautam and unknown others on June 26 under charges of criminal conspiracy and corruption involving a public servant accepting or obtaining any gratification. The FIR said, 'It has been alleged in the complaint that G.S. Gautam has threatened to register a case against him and slap false charges. Gautam demanded a bribe of Rs 60,000 from the complainant in lieu of settling the matter and for non-forfeiture of the tractor-trolley of the complainant.' The bribe was demanded in the backdrop of the incident on June 23, around 11.30 a.m. at railway crossing number 96 in Akbarpur. The complainant said that on the day of the incident, he was crossing the barrier when its bar fell on his tractor. 'I drove back home after the situation normalised after the incident,' said Verma. The tractor owner said, in his complaint to CBI, that after some time, Inspector Gautam and some of his colleagues came to his home and threatened to file a case against him. 'The inspector offered to reduce the gravity of my offence if I gave him a bribe of Rs 60,000,' he said, adding that the RPF Inspector gave him two days to arrange the bribe money. The complainant alleged that on June 25, the inspector again came to his home and threatened to slap serious charges and seize his tractor trolley if the bribe was not paid. Verma was not keen on paying the bribe, so he approached the CBI and complained against Gautam. On receiving Verma's complaint, CBI, ACB, Lucknow, verified it and prepared a report which said, 'The above mentioned facts and discreet verification prima facie disclose commission of offence punishable under section 61(2) of Bharatiya Nyaya Sanhita, 2023 and Section 7 of Prevention of Corruption Act, 1988 (as amended in 2018) on the part of G. S. Gautam, Inspector, RPF, Akbarpur, UP, and unknown others.'

The firing reportedly occurred near Mongjang village in the district around 2 pm as the victims were travelling in a car. The Supreme Court has declined to entertain a petition seeking directions to hand over the control and management of Bihar's Mahabodhi Mahavira temple in Bodh Gaya to Buddhists. The bench, however, said that the petitioner could approach the Patna High Court instead. The petition was filed by former Maharashtra minister Sulekha Kumbhare, who sought amendments to the Bodh Gaya Temple Act 1949. The Act states that a committee constituted by the Bihar government will look after the 'management and control' of the Mahabodhi temple and its property. The law says that the committee should include eight members nominated by the state government and four of them should be Hindus. The district magistrate will double as the chairman of the committee, provided the official is a Hindu.
